1. PRIMARY ROLE:

In collaboration with key internal and external stakeholders, manage a team of staff to facilitate requests for quotations, manage stores, and process orders considering optimum value for money and the achievement of Council objectives.

Manage the delivery of operational procurement and inventory services, including stores operations, for Council.

Develop, implement and maintain procurement and inventory management services and strategies for the efficient and effective delivery of Council’s functions.

Provide direction and advice to management and staff in relation to procurement and drive ongoing procurement reform and efficiencies.

2. ORGANISATIONAL STRUCTURE:

This position reports to the Manager, Procurement.

3. KEY RESPONSIBILITIES:

3.1 Ensure effective management of subordinate staff for the efficient and effective delivery of and logistics services.

3.2 Ensure timely delivery of procurement and inventory management services, optimising where possible the opportunities for strategic delivery.

3.3 As requested, provide information for the development of Council’s Corporate Procurement Plan and Forward Procurement Schedule.

3.4 Work to continuously improve Council’s corporate procurement systems and procedures and foster a culture of best practice.

3.5 Develop, implement and maintain systems and standards of procurement operation that incorporate and reflect statutory obligations (e.g. WH&S), community expectations (e.g. waste, recycling) and Council policies (e.g. ecologically sustainable development) across all Council activities, to reduce transaction costs and improve .

3.6 Manage the operation of the stores and inventory management function for Council.

3.7 Lead and manage the operational procurement services for Council and assist Council staff to analyse, address and resolve unsatisfactory supplier performance issues.

3.8 Maintain detailed knowledge of the relevant legislative requirements and leading practices for the provision of a high quality procurement, stores and inventory management services across Council.

3.9 Develop a cohesive and effective work team by overseeing the supervision, training and development of staff.

3.10 Manage suppliers and internal stakeholders to ensure optimum delivery quality and sustained performance in line with objectives.

3.11 Maintain a high level of accurate record keeping within Council’s corporate record management systems for all whilst ensuring Council’s legislative requirements are met.

3.12 Undertake necessary reporting and analysis for evaluation of compliance, analysis of expenditure, review of savings opportunities, and assessment of benefits realisation.

3.13 Lead development and implementation of initiatives to drive value and efficiencies.

3.14 Be accountable for administration and maintenance of system master data and catalogue details.

3.15 Perform any other duties that are reasonably within the competency, skills and training of incumbent (and as required by Council procedures) as may be required and/or directed from time to time.

4. CORPORATE EXPECTATIONS:

 Employees are expected to be familiar with and comply with the Code of Conduct and Council policies and procedures.

 The employee shall comply, so far as is practicable, with the Work Health and Safety Act, Regulations, Codes of Practice and Council’s Workplace Health and Safety Policies and Procedures and shall comply with instructions given by his or her manager and/or supervisor in respect of the health and safety of themselves and the health and safety of other persons. Additionally, it is the responsibility of the incumbent to: o Plan work activities identifying hazards and controls in consultation with workers o Conduct and record site inspections and risk assessments (including hazard identification, risk analysis, control measures and treatments o Investigate all accidents and near misses using the appropriate tools and recording systems o Allocate appropriately skilled workers, resources and equipment to ensure activities can be carried out safely o Participate in the resolution of WHS issues in work areas, projects and sites o Cease and reassess work if a hazard control measure fails or is ineffective o Assist in workforce planning and training o Ensure workers attend scheduled safety training o Communicate hazards and controls as identified in the planning process o Report on issues/incidents/hazards and near misses related to work activities o Conduct regular safety conversations/Interactions o Ensure accountability of workers.

5. QUALIFICATIONS:

Mandatory: Completed undergraduate or postgraduate strategic procurement qualifications (or a business-related discipline) and/or equivalent experience in procurement activities in a government environment.

Desirable: Comprehensive knowledge of local government tendering and procurement legislation and Procedures.

5a. ADDITIONAL FACTORS:

Advancement between levels in this position is not automatic but is subject to the attainment of predetermined levels of achievement, competence, qualifications and experience. The attainment of these levels shall be by the recommendation of the Commercial Manager and approval of the [TBC].

7. SELECTION CRITERIA – LEVEL 8:

The interview panel will select the most suitable applicant for appointment to the position based on the following requirements:

7.1 Extensive experience with purchasing, procurement and inventory management.

7.2 Extensive experience in developing, implementing and maintaining effective procurement policies and systems, in a complex organisation, to improve efficiency and value for money.

7.3 High-level customer service skills and communication (verbal and written) skills to influence and lead internal and external stakeholders.

7.4 Demonstrated extensive ability to deliver projects, from start to finish, on time.

7.5 High level of interpersonal skills with the ability to liaise with and lead other areas of Council to achieve a positive outcome.

7.6 High-level organisational skills, with the ability to set priorities, manage variable workloads and meet deadlines.

7.7 High-level ability to provide training to staff with regards to procurement requirements and associated matters.

7.8 Demonstrated extensive ability to, in relation to operational procurement matters, act as a subject matter expert regarding matters of, for example, strategy, governance, and dispute resolution.
