Working together with the Village, we will develop solutions that support the goals of safe and efficient transportation for all users. AKRF has also been involved in a wide variety of public outreach efforts with both public and private clients that have allowed conceptual designs to become better suited for the community's needs, expediting the implementation of transportation improvements. We have assembled an outstanding leadership team for this assignment, providing depth of technical expertise in traffic and transportation along with outreach experience and local knowledge of the area. Your decision to empanel this commission, which you convened in the fall of 2007 long before the impact of the global recession was known, turned out to be prescient. As my fellow commissioner Robert Yaro noted, this report calls for a green transformation and expansion of the MTA network, which serves New York City, the Hudson Valley, Long Island and southern Connecticut. Our final report makes scores of recommendations in a number of key areas of sustainability planning. Implementing these recom- mendations will result in the comprehensive greening of our region’s transit system. We made every effort to ensure that our recommendations for greening the MTA also dealt with the economic realities described in the Ravitch Commission Report. As Commissioners, we believe that the recovery of the American economy and future well-being of the metropolitan region will hinge in part on new industries and new jobs created by greening the way we live and the way we work.     161st Street/River Avenue Rezoning EIS New York City Department of City Planning 3.4 TRANSIT AND PEDESTRIANS INTRODUCTION This section of the EIS describes transit and pedestrian conditions associated with the proposed rezoning project for Non-Game Day (without Yankee game) and Game Day (pre-game peak period with Yankee game) scenarios. Data used in the analysis are based on field counts conducted in June and September 2008 and compiled from current data published by MTA New York City Transit for the E. 161st Street corridor study area. Subsequent data was collected in July 2009 to support an analysis of the station access fare control conditions at the 161st Street River Avenue subway station. 3.4.1 TRANSIT ANALYSIS SUBWAY & METRO-NORTH RAILROAD - Existing Condition Subway service to the E. 161st Street corridor is provided at the E. 161st Street-Yankee Stadium subway station complex. This station serves the New York City Transit (NYCT) IND B and D and IRT No. 4 lines, which are commonly known as the Concourse and Jerome Avenue lines, respectively. The E. 161st Street station complex is configured with separate access locations and fare control areas, contains both above- and below-grade elements, and operates more as two subway stations rather than one. Free connections between the two subway lines are available The IND Concourse line runs between Stillwell Avenue in Coney Island and 205th Street in Norwood and carries trains of the D local service as well as the D express during rush hours in the peak direction. Express trains run to Manhattan from 6:30 AM to 9:30 PM and from Manhattan from 4:00 PM to 7:00 PM.

    Bronx Metro - North Melrose Update: Melrose Open House On November 15th, 2012 the Department of City Planning (DCP) held a Community Open House at Boricua College for the community that surrounds Melrose Metro-North station. This was the third public event held around this station area and draft recommendations were presented to the community for the first time. City and state agencies as well as community stakeholders were well represented and an interactive format produced valuable input. The project team looks forward to continuing to work with community stakeholders as we refine, prioritize and develop a strategy to best ensure these recommendations are implemented. Update: Melrose Tour and Community Workshop On Saturday March 10th, 2012 the Bronx Sustainable Communities team held an interactive workshop around the Melrose Metro-North station. The three hour workshop was designed as an opportunity for residents and stakeholders to provide early input that will guide the project outcomes as well as an educational opportunity to better understand the concept of transit-oriented development (TOD). The event was preceded by community tours, on January 28th, 2012 which provided an opportunity for the project team to learn more about the community and the community to understand the project. Community participates in DCP tour Bronx SC Team facilitates Melrose of Melrose Station area Community Tour A number of community members attended the workshop to provide valuable insights which transitioned into high level discussions around access, the pedestrian environment and land use. DCP staff, which consisted of multi-disciplinary planners and urban designers, was able to listen and learn about the communities while also serving as an educational resource.
