Background and Context 1. The Aimag and Soum Centers Green and Resilient Regional Development Investment Program 1. The development and review of the Indigenous Peoples Planning Framework (IPPF) has been carried out during the Transaction Technical Assistance (TRTA-MON-49430) for the preparation of the Aimag and Soum centers Development Investment Program (ASDIP). 2. The Aimag and Soum Centers Green and Resilient Regional Development Investment Program (ASDIP) will promote local economic development and improve basic urban services in priority Aimags of Mongolia 1. The program will provide physical investments and strengthen existing policy frameworks to support green, inclusive, and competitive territorial development in the targeted areas, and reduce the vulnerability of the country to climate change and further pastureland degradation. The geographically targeted and integrated approach of the program will focus on priority regional - local economic clusters that have the potential to become engines of economic growth and diversification. 3. The ASDIP will be financed with a multitranche financing Facility (MFF) loan modality. Tranche 1 of the Aimag and Soum Development Investment Program (ASDIP) is located in the three western Aimags of Khovd, Uvs, and Bayan-Ulgii of Mongolia. Subsequent Tranches will extend the ASDIP to other Aimags. 4. The four outputs [re-phrased as Strategic Objectives] of the ASDIP are: (i) climate-resilient, low carbon, and attractive aimag and soum centers developed; (ii) rangelands managed for climate resilience, high carbon sequestration, and sustainable herding; (iii) low carbon, climate resilient, and inclusive value chains created and strengthened; and (iv) capacity building and policy development for green territorial development supported. 5. Thus, to facilitate regional and urban economic growth Tranche 1 of the ASDIP will invest in (i) basic urban infrastructure, services, and facilities; and (ii) agrobusiness developments. Output 3 will be implemented by Financial Intermediaries. Activities by outputs are summarized in the below table. 1 An aimag is an administrative subdivision equivalent to province in Mongolia. There are 21 aimags and aimag capitals/centers. A soum is an administrative subunit of an aimag , and its capital is called a soum center. There are 304 soums in Mongolia (not including aimag capitals).
