On the forty-third anniversary of the book, his self-critique was centered on not having been trained to write political economy, and on what he claimed to be his own changing views. Whatever shortcomings the book may have had, it is my opinion that, like many authors of his capacity, stature, and fame, he is being hyper critical of himself in retrospect. Another famous author, Isabell Allende, implies that Galeano's position has not actually changed as much as he claims ("Author Changes His Mind on '70s Manifesto"). While Galeano's self-critique should be taken seriously, we should also remember why it was that he wrote his view of political economy in novel format. Not since Karl Marx's The Eighteenth Brumaire of Louis Bonaparte had a work of political economy been written in a language that was so readily available to the masses. It is my opinion that Galeano was even more adept at this than Marx. Due to the encoded, specialized, and hyper-complicated language of academia, the process of writing political economy, political philosophy, and other related subjects in available language is seemingly impossible. Yet, Galeano took that challenge very seriously and excelled at it. In Open Veins, he explained his drive to do so: I know I can be accused of sacrilege in writing about political economy in the style of a novel about love or pirates. But I confess I get a pain from reading valuable works by certain sociologists, political experts, economists, and historians who write in code. Hermetic language isn't the invariable and inevitable price of profundity. In some cases it can vii simply conceal incapacity for communication raised to the category of intellectual virtue. I suspect that boredom can thus often serve to sanctify the established order, confirming that knowledge is a privilege of the elite (Ibid.; Galeano 264). Galeano's sentiment puts into words my struggles in writing this thesis: trying to create a peer-reviewed work, in available language for a much broader audience, while at the same time taking seriously the theoretical implications across the following pages, was difficult and frustrating. Yet, I longed to write a work that neither tirelessly bores the reader, nor short-changes the important arguments and finer details of the subject matter. I would be a fool to say that I have accomplished anything close to the work of Galeano or Marx. I simply have not. However, I beg the reader to have patience with me over the following pages. I ask this because I wrote this thesis precisely for those readers who do not hold elite positions in the ivory tower of academia. I tried very hard to define elite words, concepts, and theories and to place them in a more enjoyable, available, and understandable format. While I do not feel like I have completely succeeded, I did try my best to remove the hermetic code of supposed intellectual virtue. The sentiments within this thesis, as the reader will see, completely reject any privleges for elites. I sincerely hope that my prose accomplishes the same, at least to a degree. viii ACKNOWLEDGEMENTS This work would not have been the same without the help, instruction, guidance, and assistance of countless individuals. There were many generous people who guided and helped me through this process. Inevitably there are those who should be acknowledged but are not been listed here. However, I would like to take this chance to express my sincerest gratitude to the following people. Clearly, I am indebted to the distinguished individuals listed in the dedication. If I had to describe the salient character of these four individuals in one word, I would choose 'wisdom'. The Wegerts, Herbert Louis and Mildred Levon, were known to many people as Millie and Loui. I knew them as Grandma and Grandpa. Millie and Loui never stopped sharing their eclectic knowledge of the world with me. They almost always did so by including a lesson or advisement about how to be socially responsible. Although my Grandfather died several years ago, his lessons and stories travel with me every day. My Grandmother will celebrate her ninetieth birthday a few months from now. Happy Birthday Grandma. The great Aymara linguist Juan de Dios Yapita of Bolivia, while careful to avoid polemics and politics, opened many doors for me: doors to new ways of understanding both language and life. He also provided invaluable guidance for the linguistic explanations in Chapter Six. The wise and brilliant Quechua scholar Rodrigo Montoya Rojas was instrumental in redirecting my ideas about Andean history while always demonstrating ix the importance and finer details of Social Anthropology. He was also the first and only professor at UCSD to lecture in an undergraduate class about the historical role of Fausto Reinaga. I could list myriad reasons why my committee members were so formative and helpful. However a few quick stories will suffice. While I have much to thank committee member Dr. Milos Kokotovic for, I would like to take this moment to thank him for one specific act of kindness. I gave a speech at the graduation ceremony for my B.A. I lost my speech notes, got nervous, and fumbled through the speech. Dr. Kokotovic, as master of ceremonies, was kind enough to reiterate what I was trying to say. He did so in a way that not only salvaged some of my dignity, but also expressed my sentiments better than I could have done during my best of performances. His advice, critiques and directions were spot-on. He is an asset to UCSD. During one of my first classes at UCSD, purely by chance, I had the pleasure of watching Dr. Nancy Grey Postero, the committee chair,

    INTRODUCTION Indian Problems, Indian Solutions On March 29, 1899, in the midst of a civil war pitting the Liberals against the Conservatives, the Liberal Party supporter and Aymara in- digenous community leader of Peñas, Juan Lero, received a letter from a neighboring Indian community leader. Its author confirmed support for the Liberal Party and a willingness to coordinate military efforts among Bolivia’s highland indigenous communities on behalf of the Lib- eral leader, General José M. Pando. “I write to inform you,” stated José Maria Galligo, the community leader of Guayllani, “that here we are ready to take up the railroad tracks and fight against Alonso [president of Bolivia and head of the Conservative Party]. Please tell us on which day we should mobilize. We await your reply.”1 This correspondence illustrates the network of indigenous community leaders that developed in the second half of the nineteenth century in Bolivia. These leaders played key roles in defending their community lands, in petitioning the government, in brokering political alliances, and in testifying in court- rooms. Cesiliano Gallego, the Aymara community authority of Merque Aimaya, assured Juan Lero in April 1899, just days before the end of the civil war, that the people of Merque Aimaya would also lend their support to the Liberals’ final push for victory. “I got your letter . in which you told us to prepare our community,” he wrote. “We are ready for tomorrow; wait for us and we will bring honor to Pando’s forces.”2 1 © 2013 University of Pittsburgh Press. Haciendo un recorrido por la región del Altiplano Norte, el libro de Freddy Canqui y Eddy Morales se acerca a la cadena productiva de la papa a través de la vivencia cotidiana de 10 familias productoras de este milenario tubérculo. Es importante reconocer que el cultivo de la papa está íntimamente sujeto a la cosmovisión andina y a lo sagrado, haciendo parte relevante la relación del ser humano con su tierra y su comunidad. El libro revela el conocimiento local que mujeres y hombres del Altiplano Norte fueron construyendo año tras año, siendo éste transmitido de generación en generación. “Conocimiento Local en el Cultivo de la Papa” es un libro de gran aporte al presentar panoramas de la vida de productores, mostrando la estructura, roles y funciones de los miembros de las familias alrededor del cultivo de la papa. El libro visibiliza la gran importancia de los saberes locales y del apoyo de instituciones ligadas al desarrollo para el progreso de sus comunidades, ello a través de la implementación de tecnologías que mejoran los sistemas de producción en torno al cultivo de la papa. Por todo lo descrito, la Embajada Real de Dinamarca (DANIDA) y la Agencia Suiza para el Desarrollo y la Cooperación (COSUDE) se sienten complacidos por contribuir a tan interesante documento.

Assembling States: Community Formation And The meE rgence Of The Inca Empire Abstract This dissertation investigates the processes through which the Inca state emerged in the south-central Andes, ca. 1400 CE in Cusco, Peru, an area that was to become the political center of the largest indigenous empire in the Western hemisphere. Many approaches to this topic over the past several decades have framed state formation in a social evolutionary framework, a perspective that has come under increasing critique in recent years. I argue that theoretical attempts to overcome these problems have been ultimately confounded, and in order to resolve these contradictions, an ontological shift is needed. I adopt a relational perspective towards approaching the emergence of the Inca state – in particular, that of assemblage theory. Treating states and other complex social entities as assemblages means understanding them as open-ended and historically individuated phenomena, emerging from centuries or millennia of sociopolitical, cultural, and material engagements with the human and non-human world, and constituted over the longue durée.

    ȘTEFAN FIRICĂ POLITICAL FICTION OR FICTION ABOUT POLITICS. HOW TO OPERATIONALIZE A FLUID GENRE IN THE INTERWAR ROMANIAN LITERATURE What’s in a Genre? A reader of contemporary genre theories is compelled to conclude that, one way or another, the idea of literary class has managed a narrow escape from obsolescence. Conceptual maximalism fell behind the pragmatic call to respond to a global cultural environment for which the task of grouping, structuring, organizing, labelling remains vital for a long list of reasons, of which marketing policies are not to be forgotten. The modern story of the field has seen many twists and turns. After some theories of genre evolutionism – derived more or less from Darwinism – consumed their heyday in the 1890s–1920s1, Bakhtin (1937) took a decisive step toward a “historical poetics”, before Wellek, Warren (1948), Northrop Frye (1957), and Käte Hamburger (1957), and, later on, Gérard Genette (1979), Alastair Fowler (1982), or Jean-Marie Schaeffer (1989) returned to self- styled mixtures of formalism and historicism2. The study which pushed forward the scholarship in the field was, surprisingly or not, a fierce deconstruction of the “madness of the genre”, perceived as a self- defeating theory and practice of classification, highly necessary and utterly impossible at the same time. This claim is relevant to the Bolivian case since a group of scholars, following Gamarra (1997a), have pointed to the hybrid nature of its presidential system, contained in Article 90 of the Constitution, as the major determinant of its relative success. 3. Comparativists have consistently affirmed that the primary role of leg- islatures has been either “neglect and acquiescence or obstructionism” (Morgenstern and Nacif 2002: 7). Moreover, according to the latest Latinobarómetro (2007), the general population in Latin America regards legislatures as one of the most ineffective and one of the least trusted institutions. 4. In light of Article 90 of the Political Constitution of the State, which grants authority to Congress to elect the president in case no candidate receives a majority, Gamarra (1997a; 1997b) called the system “hybrid presidentialism.” Shugart and Carey (1992) followed Gamarra’s concep- tualization while Jones (1995) identified it as a “majority congressional system.” Mayorga (1999) called it “presidencialismo parlamentarizado” (parliamentarized presidentialism). Regardless of the variations in the labels assigned to the Bolivian political system, these scholars agree that it exhibits features of both presidential and parliamentary systems. 5. No long after silver mining began in Poosi in 545, La Plata became a principal crossroads of the Spanish Empire. Miners and landowners flocked to Chuquisaca to inves heir profits [n elegant homes and educate their children at one of the New World's finer institutions, the bniversiT.y de Sai Francisco Xavier (founded 16'74). For bola ininers and large landowners, there was no question of allegiance. The Spanish monarchy, despite feeble atempts to assure the rights of indigenous peoples after the Conquest, generelly tolerated the "mira" and the "pongo." The forner sent thousands of Aymaras and Quechuas to the Potoai mines and hei[ deaths. The allowed landowners, o "hacendados" to exploit Indian "co]ones" who already worked %he patron's lands 3-5 days a week, forcing the "pongo" to give up least one week a year to attend his master's needs in the ci%y of La Plata without pay.

The Esperanto movement emerged in the global arena in the late nineteenth century as a response to inequalities in the nation-state field. In the course of several decades, the movement established a new global field based on the logic of equal communication through Esperanto and on the accumulation of cultural capital. While the field gained autonomy from the nation-state field, it has not been recognized as its equal. Persons endowed with cultural capital but lacking political and economic capital have been particularly drawn to Esperanto. Ironically, while attempting to overcome established unfair distinctions based on differential accumulation of political and economic capital, the Esperanto movement creates and maintains new distinctions and inequalities based on cultural capital accumulation. Ana Velitchkova At the regional level, the Esperanto movement became prominent in state- socialist Eastern Europe in the second half of the twentieth century. The movement found unexpected allies among independent states in the Eastern European periphery.

    ASOCIACIÓN RURAL DEL PARAGUAY RESUMEN DOMINICAL 30 DE DICIEMBRE DE 2012 ABC COLOR Fisco aprueba el formulario para declarar renta personal -- La Subsecretaría de Estado de Tributación del Ministerio de Hacienda emitió la Resolución General Nº 90, por la cual se aprueba el “Formulario Nº 104” para la presentación de las declaraciones juradas del impuesto a la renta personal (IRP). Los datos de la administración fiscal señalan que hasta este mes se tiene registrado a 1.531 contribuyentes, incluyendo personas físicas y jurídicas. En el caso de las personas físicas, las que alcancen un ingreso de 198 millones de guaraníes hasta el 31 de este mes, deben inscribirse en el plazo de 30 días siguientes. Los contribuyentes tendrán plazo hasta marzo de 2013 para presentar la declaración jurada. La resolución 90 también modifica el artículo 3 de la Resolución General Nº 83/2012 referente a la enajenación ocasional de inmuebles. “Para determinar el rango de incidencia, se deberán sumar los ingresos gravados del ejercicio fiscal que sean anteriores y posteriores a la enajenación ocasional del inmueble. Si de dichos ingresos surgiera la obligación de inscribirse, los ingresos brutos obtenidos por la enajenación ocasional del inmueble serán computados a los efectos de la determinación de la tasa aplicable”, indica la nota.# Precios bajos de carnes permiten cenas de fin de año más baratas -- Los cárnicos vacuno, porcino y de ave registraron en este 2012 una reducción de precio en comparación al 2011, lo que permitirá que para la tradicional cena de fin de año, se tengan menús desde G. 41.000 (según la suma de precios de ingredientes).
