its watershed are part of the larger Dongting Lake watershed. Both watersheds are integral elements of the downstream Yangtze River watershed. The Yangtze River Economic Belt (YREB) covers nine provinces and two specially administered cities in the Yangtze River Basin. It accounts for over 40% of the PRC’s population and has 40% of the freshwater resources. It also serves as the drinking water resource for 400 million people, provides 60% of the total fisheries production, has 20% of the total wetland area, and contributes about 45% of the PRC’s economic output. The PRC’s YREB Development Plan, 2016-20301 stipulates the prioritization of ecological protection and promotion of green development as the guiding principle for the YREB development. As upstream watersheds, the Xiangjiang River and Dongting Lake play a pivotal role in the water quality of the Yangtze River watershed and in the general maintenance of healthy rivers and waterways. Therefore, the Xiangjiang River watershed is a key water resource in the overall strategic planning for water security in the Yangtze River, and its ecological improvement in turn promotes ecosystem restoration, environmental protection, and water resources management of the YREB and its watersheds. In addition, in order to protect the water quality of the Xiangjiang River watershed, and dispose of the existing landfills, the Hunan Provincial Government applied for a loan of $150 million with the ADB in 2018 to implement the Project, which has a gross investment of $258 million, and will be implemented from April 1, 2019 to December 31, 2023. The Project is expected to reduce pollutant emissions in the Xiangjiang River watershed1, and benefit a population of 6.9 million. The Project has 6 outputs. Output 1: Substandard municipal solid waste landfills closed. This output will close and restore nine substandard

General 1.1 Motivation Xiangjiang River, originating from HaiyangshanMountain of Linchuan County, Guangxi Zhuang Autonomous Region, is the biggest river within Hunan Province and a first-grade branch of Yangtze River. Comrade Mao Tse-tung spent thirty-two days in Hunan Province making an investigation and wrote this report in order to answer these criticisms. The Right opportunists in the Party, headed by Chen Tu-hsiu, would not accept his views and stuck to their own wrong ideas. Their chief error was that, frightened by the reactionary trend in the Kuomintang, they dared not support the great revolutionary strug• gles of the peasants which had erupted or were erupting. To appease the Kuomintang, they preferred to desert the peasantry, the chief ally in the tevolution, and thus left the working class and the Communist Party isolated and without help. It was mainly because it was able to exploit this weakness within the Communist Party that the Kuomintang dared to betray the revolu• tion, launch its "party purge" and make war on the people in the summer of 1927.
