General 1.1 Motivation Xiangjiang River, originating from HaiyangshanMountain of Linchuan County, Guangxi Zhuang Autonomous Region, is the biggest river within Hunan Province and a first-grade branch of Yangtze River. It runs through Hunan Province from south to north and empties into YangtzeRiver at Chenglingjiof Yueyang city, with a total length of 969 km and a drainage area of 94,660 km2. Hunan's major industrial cities such as Yueyang, Changsha,Xiangtan, Zhuzhou and Hengyang are all situated on its riverside. 70% of the large & medium-scale enterprises thereof are sited along Xiangjiang River, therefore, Xiangjiang River is regarded as the economic corridor of Hunan Province. In 1999, Hunan Provincial Party Committee and Government set forward a strategic target aiming at acceleratingthe priority regional economy development, known as One Point and One Line, and speeding up the economic integration program of three cities, respectivelyknown as Changsha,Zhuzhou and Xiangtan.
