1 Background of the Project 1.1 Introduction to the Project

The Xiangjiang River and its watershed are part of the larger Dongting Lake watershed. Both watersheds are integral elements of the downstream Yangtze River watershed. The Yangtze River Economic Belt (YREB) covers nine provinces and two specially administered cities in the Yangtze River Basin. It accounts for over 40% of the PRC’s population and has 40% of the freshwater resources. It also serves as the drinking water resource for 400 million people, provides 60% of the total fisheries production, has 20% of the total wetland area, and contributes about 45% of the PRC’s economic output. The PRC’s YREB Development Plan, 2016-20301 stipulates the prioritization of ecological protection and promotion of green development as the guiding principle for the YREB development. As upstream watersheds, the Xiangjiang River and Dongting Lake play a pivotal role in the water quality of the Yangtze River watershed and in the general maintenance of healthy rivers and waterways. Therefore, the Xiangjiang River watershed is a key water resource in the overall strategic planning for water security in the Yangtze River, and its ecological improvement in turn promotes ecosystem restoration, environmental protection, and water resources management of the YREB and its watersheds. In addition, in order to protect the water quality of the Xiangjiang River watershed, and dispose of the existing landfills, the Hunan Provincial Government applied for a loan of $150 million with the ADB in 2018 to implement the Project, which has a gross investment of $258 million, and will be implemented from April 1, 2019 to December 31, 2023. The Project is expected to reduce pollutant emissions in the Xiangjiang River watershed1, and benefit a population of 6.9 million. The Project has 6 outputs. Output 1: Substandard municipal solid waste landfills closed. This output will close and restore nine substandard landfills, demonstrating at each site the installation of a capping layer and drainage, a leachate collection system, a landfill gas collection and treatment system, and the restoration of vegetation and landscaping.2 Output 2: Substandard municipal solid waste landfills mined and remediated. This output will demonstrate the remediation of two substandard landfill sites through mining, which will include the excavation and transport of waste materials to adjacent sanitary landfill sites. This output will include the closure and restoration of the Xiaowujia site (in Lanshan) and the Zixing site. Output 3: New urban-rural integrated municipal solid waste management systems established. 3 This output will establish best practice and well-defined urban-rural MSW management systems in seven project areas. It will support Hunan’s strategy for integrated MSW management by piloting the construction of collection and transfer stations in selected locations to demonstrate differing scale and approaches. It will

include the procurement of the associated collection and transport equipment and fleet vehicles.4 Output 4: Sanitary landfill facilities upgraded. This output will upgrade the facilities in four sanitary landfill sites. This output will include upgrading and expanding leachate treatment facilities, installing leachate residual treatment facilities, improving site drainage, upgrading landfill cover and associated improvements, and refurbishing and upgrading site infrastructure.5 Output 5: A new kitchen waste treatment and management system established. This output will assist the Yongzhou City Government to establish a kitchen waste treatment and management system for commercial facilities. It will include the collection, transport and treatment, and associated operation and maintenance (O&M) and management systems. This output will support these initiatives by developing a well-prepared regulatory framework, appropriate institutional arrangements, a selection of appropriate technology, and a financially sustainable operational model. Output 6: Capacity for environmentally sustainable municipal solid waste management enhanced. This output will support capacity development and institutional strengthening to ensure the successful implementation of the Project. This will include technical support for project management and implementation, and training. This output will prepare operationally focused studies on MSW policies and best practice, accompanied by research on innovation and technology and pilot projects as inputs to developing knowledge products and guidelines and/or procedures to guide future investments in Hunan.6 The project outputs are summarized in Table 1-1. 1.3 Report Period and Data Source

The period of this report is from April 2019 to December 2020. The report was prepared by Hunan provincial PMO with the assistance of consultant. All data was provided by the IAs. 1.4 Methodologies

The following methods were used: Literature review—learning the socioeconomic profile, gender and ethnic minority by collecting relevant documents, local policies and statistics Field visit--during the Sep 7 to Sep 11, the social specialist visited project sites in 7 cities, including Yongzhong City. Interview--during the site visiting, the social specialist interviewed related social staff of each municipal PMOs and some local farmers.

1.5 Reporting Process

This the 1st monitoring report on EMDP and SGAP. 1.6 Objectives and Scope of the Monitoring

An ethnic minority development plan (EMDP) and a Social and Gender Action Plan(SGAP) have been prepared in Sep 2018 to ensure that ethnic minority people can equally benefit from the Project, and that any negative impacts on them are either reduced or mitigated, and ensure the local females involved can benefit from the project. The overall objectives of this EMDP are to ensure that (i) the Project provides the opportunity for the local residents, including ethnic minority groups (EMGs), to reap project benefits; (ii) benefits for the ethnic minorities are at least equal to the mainstream ethnic group (the Han) in the People’s Republic of China (PRC); (iii) the ethnic minorities’ full participation in the project design and implementation; and (iv) the Project does not cause adverse impacts on ethnic minorities, or if such adverse impacts are unavoidable, they are at least mitigated or reduced.

2 Project Progress

2.1 Changning City

The preliminary design of Changning City Urban-Rural Integrated MSW was completed and approved in March 2020. The gross investment in this component is 114.2276 million CNY, including construction costs of 46.8387 million CNY, equipment purchase costs of 42.7697 million CNY, installation costs of 3.5888 million CNY, and other costs of 21.0304 million CNY.

The preliminary design of Changning City Tietang MSW Landfill (C-CN01)was approved in 2019. The gross investment in this component is 62.9681 million CNY, including construction costs of 52.4609 million CNY, other costs of 5.8651 million CNY, and contingencies of 4.6421 million CNY. The updated DDR was cleared by ADB in Nov 2020. And the biding document has submitted to Hunan provincial PMO for approval. As of Dec 30, 2020, the 4 contracts of Changning City Urban-Rural Integrated MSW and Changning City Tietong MSW Landfill had not been awarded. 2.2 Dong’an County

As of Dec 30,, 2020, the design workload of Dong'an County MSW Landfill has varied greatly from the estimated workload, and the preliminary design has been approved. None of the 3 contracts (one for civil works, one for goods and one for consulting) has been awarded. And the construction land plan has been approved by Dongan Gov in Aug 2020. 2.3 Guiyang County

As of Dec 30,, 2020, the fund availability of this subproject was 0.11%, the civil works contract was expected to be bid for in Q1 2021, and the preliminary design had been approved in Apr 2020, with the addition of vertical seepage control. 2.4 Hengshan County

Due to temporary adjustments of the project and related approval procedures, the overall progress of the project is slow. In August 2020, the Hengshan County Government applied to the Provincial Project Office to adjust and change the implementation content of the sub-projects, and then applied to add two equipment contract packages to the original project. At present, the relevant change application has not been officially approved by ADB. From December 7 to 11, 2020, the ADB remote loan review team reviewed the ADB loan project for the comprehensive treatment of the existing garbage dump in the Xiangjiang River Basin of Hunan Province and the ADB loan project, and proposed that the ADB loan subproject in Hengshan County must first obtain domestic approval at first. At present, various domestic approval procedures are being processed.

2.5 Hengyang County

The gross investment in this subproject is 202 million CNY, and it mainly includes: 1) Doupi MSW Landfill: waste pile shaping, closure, rainwater and sewage separation, leachate treatment, gas collection and treatment, and landscaping, with a planned investment of 59 million CNY; 2) Hengyang County Urban-Rural Integrated MSW: construction of 28 waste transfer stations in the county town and townships, and purchase of 83 collection and transfer vehicles, with a planned investment of 120 million CNY; 3) Hengyang County Lida Sanitary Landfill Upgrade: construction of a group of leachate treatment facilities, and upgrading some existing facilities, with a planned investment of 19 million CNY, including 5 contracts (two goods contracts: leachate treatment system upgrading and transfer facility purchase; 3 construction contracts: existing waste disposal, landfill upgrading and transfer station construction). The overall progress of this subproject is slow. The preliminary design of the Doupi MSW Landfill has been approved but the EIA is under preparation. The civil work construction biding notice of Doupi MSW Landfill will be issued in April 2021. The preliminary design of Hengyang County Urban-Rural Integrated MSW and Hengyang County Lida Sanitary Landfill Upgrade have not approved and the contents of Hengyang County Lida Sanitary Landfill Upgrade will be adjusted. 2.6 Lanshan County

As of Dec 30,, 2020, the preliminary design had been approved. The changes include: 1) addition of vertical seepage control to the Jiufenshan MSW Landfill; 2) change in workload of the Xiaowujia MSW Landfill; 3) cancellation of the integrated building and concentrate treatment, change of the leachate treatment process from the membrane method to Fenton, and addition of anti-seepage rehabilitation for the Urban-Rural Integrated MSW; 4) reduction of some township transfer stations, and adjustment of the capacity of the central station in the county town to 500t/d. No construction has begun. .

2.7 Leiyang City

As of Dec 30,, 2020, fund availability was 14.5%, and no construction had begun. The preliminary designs of the 2 components have not been approved. The updated DDRs/RP for this component will be prepared in June 2021. 2.8 Lengshuijiang City

This subproject consists of the Heiniling MSW Landfill, Sanitary Landfill Upgrade and MSW Transfer Station, with a total ADB loan of $17.5 million. As of Dec 30,, 2020, the progress of this subproject was as follows: In April 2018, the feasibility study report was approved by the provincial development and reform commission; In June 2019, the EIA report was approved by the Municipal Ecology and Environment Bureau;

In May 2019, the Loudi Municipal Finance Bureau entered into an on-lending agreement with the provincial finance department; In October 2019, the preliminary design of the Heiniling MSW Landfill was reviewed; In December 2019, the construction drawings of the Heiniling MSW Landfill were reviewed; In March 2020, the bidding documents of the Heiniling MSW Landfill were reviewed by the ADB, bidding approval was underway, and preliminary design documents were being prepared for the two other components. No construction has begun. 2.9 Yongzhou City

This subproject consists of 7 contracts, including 4 construction ones and 3 goods ones. The 4 construction contracts are: 1) Shanglingqiao MSW Landfill, including landfill closure of 33,300 m2 and disposal of existing MSW of 800,000 m3; 2) Zhugemiao MSW Landfill, including landfill closure of 53,900 m3 and disposal of existing MSW of 800,000 m3; 3) Yongzhou City Kitchen Waste Treatment, including purchase of kitchen waste collection and transfer vehicles, and kitchen waste treatment equipment, and construction of the kitchen waste treatment plant; 4) Yongzhou City Urban-Rural Integrated MSW: construction of large waste transfer stations, and purchase of relevant equipment, vehicles and sanitation management systems. 3 goods contracts: management equipment for Yongzhou City Urban-Rural Integrated MSW and Yongzhou City Kitchen Waste Treatment, and Yongzhou City smart sanitation management system As of Dec 30,, 2020, the design and review of the EIA report, preliminary design and construction drawings, budgeting, and financial review had been completed for the Zhugemiao MSW Landfill and the Shanglingqiao MSW Landfill; geological survey, site selection and land planning had been completed for Yongzhou City Kitchen Waste Treatment, and the preliminary design submitted to HURD for approval; the purchase of waste transfer and separation equipment, and the site selection and LA for 7 waste transfer stations had been completed for Yongzhou City Urban-Rural Integrated MSW. Domestic counterpart funds of 28.795 million CNY had been withdrawn in total. 2.10 Zixing City

The gross investment in the Zixing subproject is 116 million CNY, and it mainly includes: 1) Zixing City Changyilong Sanitary Landfill Upgrade: including landfill and leachate treatment system upgrading, and the construction of a capacity of 900,000 m3 for Stage 2 of Phase 1 of the landfill (not covered by the feasibility study); 2) Zixing MSW Landfill: with a floor area of 20,000 m2, and the transfer of the Tangyilong simple landfill with a filled volume of 350,000 m3; 3) Zixing City MSW Collection and Transfer: construction of 4 town collection stations of 30t/d, reconstruction of 6 urban collection stations of 120-150t/d; purchase of vehicles, intelligent sanitation management system, and the regulation of irregular rural waste sites, etc., including 5

contracts (3 for goods: leachate treatment system upgrading, waste transfer equipment purchase and intelligent sanitation, and two for construction: existing MSW disposal and upgrading, and waste collection and transfer). Zixing City Changyilong Sanitary Landfill Upgrade: Geological survey, construction drawing design, budgeting, and EIA have been completed, and bidding will be conducted in July. Zixing MSW Landfill: Preliminary design and construction drawing review, EIA, bidding document preparation, and budgeting have been prepared. Zixing City MSW Collection and Transfer: Surveying, LA, preliminary design preparation, and EIA have been completed, the preliminary design is being reviewed, and the bidding documents being prepared.

3 Institution arrangement

The EMDP and SGAP have been implemented by IAs or HPMOs. There are 11 impacted and benefited districts/counties/level-cities, but only 10 IAs since the urban districts of Lingling and Lengshuitan are all under the responsibility of one IA in Yongzhou Prefectural City.

3.1 Persons in Charge of EMDP and SGAP

The IAs have appointed dedicated staff to be responsible for social, gender and ethnic minority affairs, as shown in Table 3-1. There are 10 staff members (2 females) and 10 leaders (4 females) directly related to the Project.

3.2 Capacity Building

From April 2019 to Dec 2020, 12 training sessions were held for the Project, with 378 trainees in total, including 143 females, accounting for 37.83%. The PMOs invited social experts to offer pre-implementation support in April 2020, who trained the social staff of the PMOs in June 2020 and Aug 2020.See Table 3-2.

The assigned staff are responsible to liaise with the relevant local government agencies, township governments, or village committees under the coordination of the leaders of the subproject PMOs. This can ensure that appropriate measures are taken in a timely and satisfactory manner. The HPMO will also be responsible for monitoring and reporting progress, issues, and results to the executing agency.

4 Grievance Redress Mechanism

Given that the EMDP and SGAP were and will be implemented based on adequate participation of minority/female residents, no substantial dispute will arise. However, a grievance redress mechanism (GRM) has been established for minority residents/females to resolve any unforeseeable problems occurring in the implementation phase in an effective and transparent manner. Minority/female residents can express their dissatisfactions with project implementation arrangements or suffering from unfair treatments caused by the project implementation through the GRM. The GRM are applied to the both the implementation of EMDP and SGAP. The affected minority and females can directly contact the PIUs at first. The contact name and contact manner is same as table 2-1. The aggrieved ethnic minority and females can also put forward grievance to the external monitoring and evaluation agency as the external agency reports it to PMO. Or the aggrieved ethnic minorities/females can put forward grievance to the project team of ADB for negotiated resolution. If not properly resolved, the aggrieved ethnic minority/female may submit a complaint to ADB’s Office of Special Project Facility or Office of Compliance Review in accordance with ADB’s Accountability Mechanism (2012)7.

5 Participation and consultation

In line with the projet progress, a total of 9 consulation meetings have been conducted during 2020. A total of 316 persons participated, including 155 females and 37 minorities. The cost is more than 10000 CNY. The Dongan Project Office held a consultation meeting on June 8, 2020 On May 20, 2020, a preliminary consultation meeting was held in the Lanshan County Project Office. A total of 18 people attended, including 7 ethnic minorities and 9 women, at a cost of 1000 CNY. On June 10, 2020, the Guiyang County Project Office held a preliminary consultation meeting. A total of 14 people participated. During the period, 6 were women and 4 were low-income families. On June 4, 2020, the Lengshuijiang Project Office determined the location of garbage bins, waste collection, transportation and sanitation treatment, and garbage disposal consultation meeting. A total of 36 people participated, of which 18 were women and 8 were low-income families. It costs 3,000 CNY to recognize and support the government's decision. On June 23, 2020, an awareness and education program on environmental protection and 3R principles of domestic waste management was carried out in the conference room of Lengshuijiang Sanitation Department. A total of 30 people participated, 16 of whom were women. Low-income families on the 8th, cost 3,000, enhanced Participation and learning awareness. On July 13, 2020, in the meeting room of the Lengshuijiang Environmental Sanitation Department, a public consultation meeting on the tax and fee standard of urban domestic waste was attended by 42 people, 22 of whom were women and 9 were from low-income families. The cost is 3,000, which agrees with the existing tax and fee standards.

On July 21, 2020, a public consultation meeting on the design of landfill pollution control and prevention requirements in the meeting room of the Lengshuijiang Waste Treatment Center. A total of 42 people participated, of which 21 were women and 13 were from low-income families. The cost is 6,000, to support the transformation and upgrading. On March 6, 2020, a related meeting was held in the meeting room of the Changning Project Office. A total of 30 people attended, 9 of whom were ethnic minorities, 15 were women, and 6 were low-income families, with a cost of 30,000 CNY. On April 13, 2020, a public consultation was held in the meeting room of Luoqiao Town. A total of 100 people participated, 30 of whom were

ethnic minorities, 50 were women, and 20 were low-income and low- income families at a cost of 10,000 CNY.

8 Conclusion and Next Step

8.1 Conclusion

Consultations with communities have taken place and will continue at different points in the implementation of the EMDP and SGAP, not only to inform people about the components or specific activities, but also to enable people in the community to ask questions, make suggestions, state preferences, and express concerns.

Special attention has been paid to the participation of women, ethnic minorities. Trainings on ADB ethnic and minority have been conducted.

The PMO and implementing agencies has disclose the EMDP/GAP in their offices as well as the community offices.

8.2 Next step

More gender and ethnic minorities related figures will be collected and reflected in the next report.

As the civil works of some components will be conducted since 2021, more employment activities for female and ethnic minorities will be implemented according the EMDP and SGAP.
