2016 Boys Tournament Rules

Rocky Mountain Jamboree (RMLJ)

CLOCK: Pool Play and Single Elimination Games include two 20-minute running halves and a 5-minute half time. Refs will keep time on the field. Penalties will be assessed at 20 and 40 seconds for technical and personal fouls, respectively. Teams not ready to face off at the start of the game or second half will be assessed a 40-second delay of game penalty. Penalty clocks will stop during timeouts. Offensive players must keep the ball in the "box" during last 2 minutes of play. Please note the Jamboree reserves the right to modify the clock for certain brackets if longer or shorter times are desirable given the number of teams in that particular bracket. TIME OUT:

One 1-minute time out is allowed to each team per half. The game clock will not be stopped. Any timeout called by a winning team will automatically expire with 2 minutes remaining in the half or game. A team in a man down situation may not call a time out in the last 2 minutes of either half. Official time outs will not stop the clock. The clock will not stop for any reason, with the exception of a 2 or less goal differential during the last two minutes, at which time the clock will stop with whistles. TIE GAMES: Pool Play Games will end at the end of regulation time and no overtimes will be played. sudden death periods until a winner is declared (officials will keep the clock). If no winner is determined by sudden death overtime, a “” contest will determine the winner. There are no time outs during sudden death overtime. Braveheart shall be structured as follows: Each team will select two players. One, for safety reasons, must wear full goalie equipment (including goalie stick), and he is the only player allowed in the crease and can only advance up to the midfield line. No long poles. Penalties are not served, but result in a change of possession. There are no substitutions except for injury. If an injured player has to leave the field, then both teams have the right to substitute a player so that each team has one fresh player. Braveheart will be played out with running clock until one team scores and is therefore declared the winner. There are no time outs during Braveheart. All U8 and U9 Divisions have the option of stop play substitutions at a natural stop in play similar to the use of a horn to allow time to rotate players if referees and coaches agree to it at the start of each game.

TOURNAMENT FORMAT: The RMLJ will be Pool Play Games followed by a Single Elimination Bracket Format Please note that the Jamboree organizers reserve the right to modify tournament format to best meet the needs of a bracket with an unusual number of teams or short in quantity of teams. ROSTERS: YOUTH BOYS TEAMS: Only teams that played together during the regular season will be allowed to enter the RMLJ. Exceptions to this rules include the 7v7 teams and the 7v7 CYLA Teams in U8 & U9. The AYL and CYLA have given your rosters to the Jamboree Officials. Teams outside of those leagues are required to provide rosters to the tournament in advance. You are required to submit your full regular season roster even though you know certain players will not attend. The Rules Committee will

monitor compliance with this and other RMLJ rules. Any team in violation of this rule may be penalized by the RMLJ Rules Committee, Field Monitors and/or Officials which may include forfeiture or expulsion. For any questions, please contact Ted Baruch at [email protected]. All teams entered may be spot checked by RMLJ Field Monitors and/or Officials for compliance. A player can only play on one team during the Jamboree. In situations where a team in one league shares substantially the same roster as a team in another league the team that enters the Jamboree’s roster will govern who is allowed to be on the roster of that team. In situations where the rosters are not identical the team that didn’t enter the roster may end up with players not on a team entered in the Jamboree and may not be allowed to play. Rare exceptions can be granted to roster rules by the Jamboree Rules Committee. While the Jamboree welcomes everyone to play not everyone can if there team is not entering. Roster exceptions are typically only made to give teams the ability to roster 15 players, combine teams where numbers were insufficient, and are never made in circumstances where the player(s) being added will improve the competitiveness of the team. All exceptions will be made in writing and coaches are required to make a copy of the exception approval email and keep it with them throughout the Jamboree in case their roster is checked. All players not on their roister must be indicated by an asterisk next to their name and footnoted at the bottom what team they played on in the spring and at what level (i.e., U15 White for Coach Sample). ROSTER CHECKS: RMLJ staff and officials will be conducting spot roster checks throughout the Jamboree. Coaches cannot request roster checks during games. Any concerns of other teams cheating on their rosters should be brought to the attention of the Officials or the RMJL Field Monitor by an opposing head coach. Any resultant roster checks will be at the sole discretion of the RMLJ staff and/or Officials. If the violation cannot be proven, the

coach from the team that initiated the roster objection will lose a time out. ROSTER VIOLATIONS: A roster violation as determined by RMJL staff and/or Officials may result in expulsion of the violating team, cause a forfeit of their next game, , ejection of the head coach and the illegal players for rest of the Jamboree, assessment of a 3 minute concurrent, non-releasable penalty or penalties for each illegal player. The players serving for the penalty will be determined by the Officials.

SEEDING, BRACKETING AND DIVISIONAL PLACEMENT: CYLA and AYL teams must play in the division/ bracket in which they have been playing during the regular season. In rare situations where winless teams desire to play down, exceptions may be made on a case- by-case basis by the Rules Committee. Undefeated teams that won their championship bracket may be placed in the next bracket up within their age group. All age-combined teams (if approved by the Rules Committee) must play at the higher grade level of the combination. Teams can voluntarily elect to play up an age level but not down. Any movement up has to be approved by the Rules Committee and not be detrimental to the bracket moving into or leaving behind. If they elected to play up during the regular season they have to play up for the RMLJ. All non-CYLA or AYL teams will be placed in the appropriate division, based upon an analysis of their season record, at the sole discretion of the RMLJ. Seeding for the RMLJ will be based largely upon the CYLA and AYL season results.

Youth (Age) Level Rules: Jamboree rules will follow the National Federation of State High School Athletic Association and US Lacrosse Rules, with the exceptions as noted in these RMLJ Tournament Rules, such as game clock, length of penalty times, etc. Both the CYLA and AYL follow these rules to a large extent and in the cases where they differ we have elected to go with the more lenient of the two so as not to require teams to adjust their manner of play for the Jamboree weekend. 2016 ROCKY MOUNTAIN LACROSSE JAMBOREE 4

The Jamboree will only allow coaches listed on the regular season roster up to a maximum of 4 coaches in the coach’s box during games. If regular season coaches are unavailable to accompany their team and the team desires to add a coach they must be listed on the roster submitted and the team must request the coach be approved by the Jamboree. Approvals shall not be unreasonably withheld. We ask all head coaches to introduce themselves and their assistants to the officials before the start of each game. In cases where a head coach is late to a game he cannot assume the role of the head coach until there is a natural break in play and he introduces himself to the officials and shows that he is the head coach as set forth on the roster. Only the head coach communicates with the referees. The Jamboree will allow players to wear eye black of numbers, letters or anything else that is not offensive. The Jamboree gives every goal tender the option of whether or not they choose to wear arm guards. For U7, U8 & U9 games, the Jamboree will allow coaches to run the sidelines the entire length of the field on the opposite side of the field from the coach’s box and ask that all coaches be respectful of opposing coaches and fans. Jamboree Field Monitors and/or Referees can restrict coaches from doing so as needed in their sole discretion. Coaches working the opposite side of the field constitute part of the 4 coach maximum. Jamboree Referees will only keep the 20 second count from defensive possession/10 second count from touch (don to better define) during red level/elite U15 games.

Age-appropriate body checking is allowed within 5 yards of a loose ball. Jamboree will award possession of the ball, after any score that results in a 6 goal deficit to the trailing team.

HIGH SCHOOL BOYS TEAMS: The RMLJ will be played by CHSAA Rules. Only club teams formed by

high school boosters can field a team of boys from their program on a voluntary basis. The RMLJ suggests that teams can enter using the name of their mascot, but not the high school, as the tournament is outside the sanctioned season. Teams will be organized as described below.

• Varsity & Junior-Varsity & Hybrids & Rising Sophomores

• This year the Jamboree is moving to an open roster format for high-school boys clubs teams.

• Jamboree staff will interview each team and place them in a bracket with comparable competition.

• Varsity teams can include any player who was enrolled in high- school during the prior spring. Junior Varsity teams are limited to players who didn't earn a varsity letter and were enrolled in high- school in the prior spring.

FAN, PARENT AND COACH CONDUCT: To assure a positive culture for the sport of lacrosse all players, parents and coaches should have been given copies of the US Lacrosse Code of Conduct during the regular season. Additionally, we will follow the U.S. Lacrosse Sportsmanship Card (formerly Purple Card) procedures and termination criteria that will apply to all coaches, spectators and players. The card is a warning for poor conduct that could lead to ejection or termination/forfeit of the game upon a second offense. Ejection or termination, under some circumstances, can occur prior to the issuance of a card. Coaches, please tell your parents all fans must be on the opposite side of the field from the players prior to the start of the game. The Official or a RMLJ Field Monitor may stop the game at any time to enforce this rule. Any team whose fans or coaches do not cooperate with this rule or otherwise act inappropriately will forfeit the game at the

discretion of the Official or a RMLJ Field Monitor. Officials and/or Field Monitors will stop play if a fan or coach is being abusive or acting contrary to the spirit of good sportsmanship, and will call both coaches together to resolve the matter. If the problem persists, the Official and/or Field Monitor may eject any coaches or fans and may declare the game over. The team with the offending individual(s) will forfeit the game and its opponent will be declared the winner. Any aggressive contact from a fan or coach will result in immediate ejection. Once the decision has been made to terminate a game, there will be no opportunity for appeal, and the offender(s) will be directed to immediately leave the premises. Game and field conduct is the responsibility of BOTH head coaches. All parents must stay on the opposite side of the player area. A maximum of 4 coaches and assistants are allowed on the team sideline during the game. WEATHER CONTINGENCY PLANS:

www.lacrosseoutreach.org will be updated regularly with delay announcements and game results. Mass emails will be sent out to alert you of plans. In case of weather please do not leave the premises, it may pass quickly. If games are delayed due to weather, once play is resumed, we will play accelerated games with 12-minute halves and two-minute halftimes until caught up with the regular tournament schedule. It is difficult to communicate with everyone while seeking shelter in their cars so please be aware of other teams moving back towards the field, texts, emails, loud speaker announcements. Coaches not ready to play when games resume may forfeit.
