32nd URSI GASS, Montreal, 19-26 August 2017 Increasing EMC Awareness in Mass Urban Transport Systems: Case study Metro Lisbon H.W.M. Smulders(1), P. Godinho Gonçalves(2) (1) Movares, Utrecht, The Netherlands, [email protected] (2) Infraestruturas de Portugal, Lisbon, Portugal, [email protected] Extended Abstract In the past Mass Urban Transport Systems like trams and metro were introduced in urban areas without paying much attention to EMC. However increasing sensitivity of victim systems, in combination with increased emission of the railway system on one hand, and increasing sensitivity of systems in the railway environment have led to some problems when commissioning systems. This has caused an increasing EMC awareness when designing Mass Transport Systems. A case study of EMC activities for Metro Lisbon will be presented. First the influence of the metro system on the environment, in this case the Technical University of Lisbon. An EM fingerprint of the metro system will be presented. Secondly the influence of a RADAR navigation system on human beings. Thirdly the influence of a High-Voltage Line on a section of the metro system where it is above the ground. Special attention was paid to signaling systems. As an extension of the Red Line from Alameda to Saldanha and S.Sebastião passes under the buildings of the Technical University of Lisbon, where sensitive equipment like electron microscopes is present, an EM fingerprint of the metro system was needed, therefore measurements where performed. Magnetic fields were measured in the range d.c. to 30 MHz and electrical fields in the range 10 Hz – 2 kHz and 30 MHz – 1 GHz. -

Coexistence Between the Metro System and Power Lines in the Urban Area of Lisbon
Urban Transport 579 Coexistence between the Metro system and power lines in the urban area of Lisbon H. W. M. Smulders1, P. Silva Oliveira2 & P. G. Gonçalves3 1Holland Railconsult, The Netherlands 2Metropolitano Lisboa, Portugal 3REFER, Portugal Abstract Within an urban environment due to lack of space more often infrastructure systems are bundled. In the case of electrical systems such as a high-voltage line and a Metro system this can lead to compatibility problems; therefore a careful analysis may be necessary. In the case of Metropolitano de Lisboa a 220 kV high-voltage line is running in parallel and crossing over a new extension (on a viaduct) of the Yellow Line of the Lisbon Metro system. Also the station Senhor Roubado and Odivelas are located in the near vicinity. As the possibility exists that the EM-fields generated by the high-voltage line can influence the safety critical signalling and telecommunication installations used by the Metro system, as well as human beings, both measurements in a wide frequency band as well as simulations have been performed. As a precautionary measure, a metal covering primarily intended as a guard against vandalism has been designed to act as a Faraday Cage. The reinforcement present in the civil structure supporting the Metro System has been earthed properly. The measurements and simulations are in good agreement and lead to the conclusion that a sufficient safety margin exists over the complete frequency bandwidth, therefore Electro Magnetic Compatibility can be guaranteed. For human beings a safe situation has been created, EM fields are lower than the limits as imposed by the World Health Organisation (ICNIRP). -

Integrating the City – a Third Solution for Lisbon City Periphery 42Nd International Planning Congress Isocarp
Teresa Craveiro; Manuel da Costa Lobo, Portugal Integrating the City – A third Solution for Lisbon City Periphery 42nd International Planning Congress ISoCaRP INTEGRATING THE CITY – A THIRD SOLUTION FOR LISBON CITY PERIPHERY Teresa Craveiro, Director of Urban Strategic Planning/Lisbon City Council ─ Geographer / Planner Manuel da Costa Lobo, Professor and Researcher at CESUR - Instituto Superior Técnico, Technical University of Lisbon SUMMARY Northwest Lisbon Greater Lisbon ― (http://www.aml.pt/) Municipal peripheries are very often badly structured, mainly due to a lack of coordination between municipalities, not assuming the actual growth of urban areas beyond their boundaries. 1 Teresa Craveiro; Manuel da Costa Lobo, Portugal Integrating the City – A third Solution for Lisbon City Periphery 42nd International Planning Congress ISoCaRP Periphery park Monsanto park (http://www.aml.pt/) Ancient plans of Lisbon City suggested the location of an urban park at the extreme northwest of the municipality. On the contiguous land, belonging to the neighbour municipality, some disordered illegal housing was settled and the place becomes less acceptable for the initial idea. Bit by bit other uses were accepted – a cemetery for Lisbon, a solid waste treatment area and to the north a golf course with some houses. A circular road for Lisbon periphery was also planned to that place. The result was the disintegration on the side of the compact urban fabric existing in Lisbon. Different plans emerge meanwhile to occupy the zone remaining area. Conflicting ideas, not convincing, were based on two main proposed solutions – A and B. (A very dense occupation, B with a rural type of settlement). -
