INTRODUCTION Sicily is the biggest island in the Mediterranean and has a very varied coastline, which covers almost a thousand kilometres (Randazzo and Scrofani 1996). The east coast, bordering the Ionian Sea, extends for about 160 kilometres between Cape Peloro and Cape Passero: 55% of this coast is made up of beaches (Amore et al 1996). The east coast can be divided into two areas separated by the southwestern Etna lava fluxes. These have reached the sea and formed the piers of Catania‘s port. The beaches of the north coast, crossed by steep streams ( fiumare ), are characterised by sand, grit and pebbles mainly of metamorphic origin. The south coast is mainly rocky and its inlets are often characterised by small beaches with medium and thin carbonaceous sands (Amore et al 1990 and 1992). Almost 900,000 inhabitants live within the radius of influence of coastal erosion is Sicily, which makes Sicily the fourth most exposed Italian region in terms of population at risk, after Veneto (1,200,000 inhabitants), Tuscany (950,000) and Campania (915,000). (Centro Operativo Comunale) ed il necessario coordinamento alla stesura generale. Il presente Piano è stato redatto nel rispetto della normativa di cui alla Legge Regionale 14/98, della direttiva “Metodo Augustus” del Dipartimento Nazionale della Protezione Civile e delle Linee guida per la redazione dei piani comunali di protezione civile emanate dalla Regione Siciliana, utilizzando la struttura di base prevista dall’O.P.C.M. 3606/07. The need to monitor the coastline of Ragusa stems from the awareness of the Provincial Administration that an uncontrolled process of deterioration and erosion of the entire coast is under way. The shoreline recession is a consequence above all to human interventions along the coast which have modified the natural equilibrium of the ecosystems. The monitoring of the Ragusa coastal area, therefore, with topographic and bathymetric surveys, detailed computations of sand volume budget and grain size studies, will provide an important basic information source for local Coastal Planning and Management. Without an effective use of this information no form of sustainable development can take place in the coastal area.

A geomorphologic approach, combined with GIS spatial analysis, was used to investigate a 90 Km long coastal sector in Southern Sicily, Italy. Applied methodology allowed the determination of coastal erosion/accretion areas, general sediment circulation patterns and littoral cell distribution. The investigated littoral is recording important coastal erosion problems, mainly linked to the construction of ports and harbours. Such structures, as well as natural headlands, divide the littoral in morphological cells. Most important artificial limits are observed in correspondence with the ports and harbours of Scoglitti, Punta Secca, Donnalucata and Pozzallo and a haulage zone at Marina di Ragusa. Scoglitti, Punta Secca, Marina di Ragusa and Donnalucata structures work as „transit“ limits which generate accretion on the west side parts and erosion on the east side parts. Lungo tale direttrice, per evitare l’attraversa- mento delle borgate costiere, è necessaria la realizzazione di idonee circonvallazioni a Scoglitti, Punta Secca, Casuzze, Marina di Ragusa, Donnalucata (completamento), Cava d’Aliga-Sampieri, Pozzallo-Marza, oltre all’adeguamento dei tratti non ancora migliorati. L’azione proposta tende ad una riqualificazione strutturale e funzionale dell’offerta di tra- sporto lungo la fascia costiera della Provincia e completerebbe le azioni già avviate dalla Amministrazione Provinciale ed esposte nella scheda E2f. Gli effetti di eccessiva antropiz- zazione lungo tale asse ecosistemico dovuti anche alla presenza di arterie di transito lungo la linea della costa, l’esigenza di proteggere i nuclei urbani a vocazione turistica, gravati da un significativo flusso stagionale, ivi localizzati, pongono oggi in modo pesante, eviden- ti motivi di intervento per minimizzare gli impatti indotti dall’esercizio del sistema e nel con- tempo migliorare le stesse caratteristiche di accessibilità delle località balneari. In tale otti- ca assume un ruolo strategico la realizzazione di una serie di arterie di drenaggio dei flus- si veicolari a monte dell’attuale rete viaria che si sviluppa lungo la costa. Per la realizza- zione di tale intervento infrastrutturale è possibile utilizzare, in modo opportuno ed integra- to, i tratti di circonvallazione a monte già realizzati in corrispondenza dei principali centri costieri.
