The penalty DP for an infringement of Point 3.3 may be at least 10% up to disqualification, depending on the seriousness of the infringement committed. NP Rules that cannot be protested boat-to-boat (this changes RRS 60.1 (a) 1 – RULES .1 The regatta will be governed by the Rules as defined in the 2017/2020 WS Racing Rules (RRS); .2 The "Rules for National Sports Activities organized in Italy 2020" of the FIV are to be considered a rule, as well as the FIV requirements of the RRS; .3 [DP] [NP] From the "Protocol for the Regulation of Measures for Contrasting and Containing the Spread of Covid-19 in Affiliated Sports Societies and Associations" of the Italian Sailing Federation in force. An infringement of the "Protocol" may result in the application of a DP; .4 For the RS: X Class, Appendix "B" of the RRS (competition rules for sailboards) will be applied with the change that Appendix B8 will not be applied. For the resolution of the parity, Appendix "A.8" of the RRS will be applied; .5 In the event of a conflict between the Notice of Race and the SIs, the latter will prevail (this amends RRS 63.7); .6 Appendix "P" of RRS (Special Procedures for Rule 42) will be in force, excluding Classes RS: X, iQFOiL and Kiteboarding; .7 The decisions of the protest committee will be appealable; .8 For the Formula Kite Class, Appendix F of the RRS will be applied following the specific Class Rules: https://www.sailing.org/tools/documents/FKCR20200701-[26360].pdf ; .9 For the iQFOIL Class the Provisional Class Rules will be applied; .10 For the Female Laser Radial Class the use of the lower part of the mast in composite will not be allowed; .11 For the Laser Class only, the arbitration system described in Addendum "J" of these SI will be applied; .12 For the Kiteboarding Class, particular reference will be made to Appendix "F" and related updates. 2 – [DP] [NP] SAFETY RULES .1 The CR may protest a boat for an infringement of these safety rules; .2 Competitors shall wear personal flotation devices at all times when in the water, except for a limited time when changing or adjusting personal clothing or equipment; .3 Boats that do not leave their moorings to race in a scheduled race must promptly inform the SR; .4 A boat that retires must inform the CR before leaving the racing area or, if this proves impossible, shall inform the SR as soon as possible after returning to land; .5 Boats withdrawing from the races in accordance with SI 2.4 shall complete a withdrawal declaration form and deposit it with the SR before the protest time limit expires; .6 Non-racing boats shall not interfere with racing boats or official boats; .7 When the CR displays the V flag with repeated sounds, all official and support boats shall monitor the VHF channel corresponding to their racing area and carry out any search and rescue instructions: Racing Area VHF Frequency Course A 71 Course B 74 Course C 69 Course D 76 Course E 12 If the safety signal "N above AP" is used, the VHF safety channel FOR ALL FIELDS will be 74 VHF; .8 Boats that, for any reason, should land far from the Boat Area and are unable to reach their assigned places, shall immediately inform the CO by telephone at the numbers that will be published in the Official Register; .9 Competitors requiring assistance from rescue boats must wave an outstretched arm with an open hand. If assistance is not requested, a hand must be brought to touch the head. If considered necessary, the competitor may be required to abandon the boat and get on the rescue vehicle. In this case, a white and red ribbon will be applied to the abandoned boat so that it is known that the crew was still saved; .10 Competitors in the Rs:X, iQFOiL and Kite classes, if a "Red" flag is displayed on the signal tree, shall sign the appropriate register located near the boat fleet at each exit and return. The logs will be withdrawn at the start of the last race of the day and at the end of the time for protests. 3 – COMMUNICATIONS TO COMPETITORS AND MODIFICATIONS OF THE SI .1 As per Point C.7 of the "Protocol", any changes to the IdR, made by the CdR and / or CdP and other Official Announcements for the competitors will be published on the App. MyFedervela and on the Official Website of the Regatta (www.regatedelgolfo.it) which will constitute even the Official Notice Board up to one hour before the warning signal of the first test scheduled for the day, for the Scarlino nautical base the deadline is extended to two hours. These changes will constitute an official press release for all competitors, who have the duty to view them; .2 When a visual signal is displayed on the symbol of an area, class or fleet, the signal applies only to that area, class or fleet. This changes the preamble of the Race Signals; .3 [DP] [NP] Flag D on the Race Area signal mast or flag D with class identifier displayed ashore with a sound means: “The warning sign will be displayed no less than 45 minutes after the exposure of the D and in any case not before the scheduled time, whichever is later. Boats must not leave the boat area before this signal is given. .4 [NP] [DP] For the iQFOiL and Kiteboarding Classes the IR 3.3 will not be applied but the provisions of Addendum E2 “Kiteboarding ground signals”. .5 Any changes to the format or the schedule of the competitions must be published by 7.00 pm, on the day before the one in which it will take effect. .5 Any reassignment of classes or fleets to the racing areas must be published before 09.30 on the day it takes effect. .6 If any addendum to the SI is modified, an updated version of the same must be published in the official bulletin board for Communications as part of these SI; .7 Any changes to the SI must be approved in advance by the PRO. .8 Kiteboarding Class: Competitors are obliged to attend the skipper meetings, as during the same, information useful for regattas may be communicated verbally, as well as changes to these sailing instructions which will be effective even if not published on the Official Notice Board. (supplementing rule 90.2 of the Regatta Regulations); 4 – FORMAT AND CONDUCT OF REGATTAS .1 The format for all classes except Kiteboard will consist of a single series of tests. The 470 Female Class will start together with the 470 Male Class, the RS: X Female Class will start together with the RS: X Male Class. For the Kiteboarding Class, the provisions of Addendum "E" of these IRs in point "E1" apply. .2 If the number of entries in a class is less than 80 the regatta will not be run by dividing the competitors into heats. Between 81 and 90 the division into heats will be at the discretion of the PRO. Starting from 91 competitors the regatta will be run, compulsorily, with batteries as described in the "Addendum D" of these SI. 5 – RACE PROGRAM .1 For Classes 470 M / F - Laser Std - Laser Radial Femm - Finn - RS: X M / F - 2.4 mR - Hansa 303 possibly 10 races will be held, with a maximum of three races per day. An additional test may be held on conditions of not reaching the program in advance for more than once or to recover a test not performed previously. The finished boats will display the AP signal on H or A to signal to the boats that they can return to port at the end of the race.
