ORGANIZING AUTHORITY Hellenic Sailing Federation. 2. RULES The event will be governed by : o The Racing Rules of Sailing 2017-2020 (World sailing). o The prescriptions of the Hellenic National Authority will not apply, except N1: RRS 40 (PFD). All competitors, race officials and support personnel shall be required to wear an adequate personal floatation device at all times while afloat. o The National Authority prescriptions 2 and 3 shall apply for Greeks competing at the Athens International Sailing Week o The Class rules (unless otherwise modified by this Notice of Race and the Sailing Instructions). o The HSF 2019 racing programme concerning National Championships. o This Notice of Race. o The Sailing Instructions. o If there is a conflict between a rule in the Notice of Race and a rule in the Sailing Instructions, the rule in the Sailing Instructions shall take precedence. This changes RRS 63.7. o If there is a conflict between languages the English text shall take precedence. 3. ADVERTISING The World Sailing Advertising Code, Regulation 20 shall apply. Boats may be required to display a bow number and advertisement of the event sponsor on either side on the forward 25% of the hull. Sailboards may be required to display such number and advertising on either side of the sail above the wishbone. Boats authorized to have advertising must present the permission of their National Authority.

    LA LARGA- THE OFFSHORE RACE OF PALMAVELA 22ND TO 26TH OF OCTOBER, 2021 17TH REGATTA PALMAVELA 27TH TO 31ST OF OCTOBER, 2021 NOTICE OF RACE 1 ORGANIZATION The events’ Organising Authority (OA) will be the Real Club Náutico de Palma (RCNP), supported by the Real Federacion Española de Vela (RFEV) with the institutional support of the Balearic Islands Government, Palma Town Hall, with further support of the Federación Balear de Vela, Club Nautic S’Arenal, ARAM (Mediterranean Offshore Sailor’s Association) and the Balearic Islands Port Authority. The event is included in the IMA 2021 Racing Calendar and the PalmaVela regatta is a qualifying event for the IMA Mediterranean Inshore Challenge, a qualifying regatta for ORC classes in the Circuito Mediterráneo de Vela and is the Copa de España for the Dragon Class. 2 VENUE AND DATES La Larga-The Offshore Race of Palmavela will be held in waters of the Balearic archipelago from the 22nd to the 26th of October, 2021 and the 17th edition of the PALMAVELA Regatta will be held in the waters of the Bay of Palma from the 27th to the 31st October, 2021. 3 RULES 3.1 The event will be governed by the following rules: a) Racing Rules of Sailing as defined in the WORLD SAILING 2021-2024 RRS. b) The RFEV prescriptions available on: https://www.rfev.es/uploaded_files/Document_3219_20210101121551_es.pdf c) SY Appendix of the RRS. d) The RRS 90.3 (e)(3) applies. This yachting tradition is a chance to test your skills against the best skippers on the West Coast or provide an opportunity to experience the thrill of competitive racing for the first time. The SCYA Midwinter Regatta, the nation's largest sailing competition, offers 26 venues, attracts more than 600 competing boats, 100 classes and more than 2,500 sailors. Upon my election last November, I outlined my intention for World Sailing to communicate better with its Member National Authorities, Regional Associations, Class Associations, Committee members, and the hard-working volunteers that make our sport work, from the grassroots to the peak of performance. I hope that the introduction of these quarterly newsletters will help to achieve that. Open communication within our sport has always been important, but given the current climate, it is more crucial now than it has ever been. It is important that World Sailing takes the lead by sharing best practice, forming new ideas and creating inspiring content that touches all aspects of our sport. It is also vital that this material is well distributed across our community. It is a pity that we have not been able to meet face to face for so long, but I have enjoyed meeting and engaging with you directly and via our Regional Meetings. It is important that our dialogue works two ways so we can work together to grow the beautiful sport we all love.     IHCA Rules and Measurement Annual Report 2015 Another year has passed with several national and international Hansa Class events being conducted, including the Australian Hansa Class Championships, French Hansa Class Championships, New Zealand Hansa Class Championships, Italian Hansa Class Championships and European Hansa Class Championships; to name a few. At these events all boats were measured/inspected to ensure they comply with the Hansa Class rules. The Hansa Class rules are scrutinised and revised to ensure that the class remains competitive and equitable. With input from several Hansa delegates some suggestions have been forwarded to all NHCAs for discussion. The class rules are accessible on the Hansa Class web site (http://hansaclass.org/technical/). I urge all NHCA officials to impress on all sailors competing in any championship events to be compliant with the class rules. The World Hansa Championships are at Medemblik next year. Reports from the UK and Europe show that the class rules are being adhered to and met. There were only a couple of requests for additional equipment (RAE) received during the past 12 months. I hope all boats that require equipment assistance have been modified as per the RAEs. With respect to the Hansa Class rules, I believe the system in place for modifications is sound; it provides for proper overview and agreement by a number of Hansa delegates before approval is given. The competiveness of the sailors at major Hansa Class events has improved and the sailors are producing better performances from all Hansa dinghies, consequently some measurements/rules are being pushed to the limit.

The start of the Beer Can Race Series is right around the corner with the first Commodore Tom Lyons race scheduled for April 10th. The Helly Hansen NOOD Regatta took place on March 15th through the 17th and was hosted by the Coronado Yacht Club and San Diego Yacht Club. Congratulations to all CYC sailors, club volunteers, and CYC staff. With CYC members Willem Van Way and River Paquin on board, as well as Lucas Calabrese, Pamela Rose’s J/70 team on Rosebud emerged as the top team in a talent- laden class and was selected as the San Diego NOOD Challenger for the Helly Hansen NOOD Caribbean Championship. The Coronado Yacht Club Board of Directors has appointed Treasurer Harper Hatheway as the Coronado Yacht Club Make a Wish Committee liaison with the goal of putting together three bike teams from CYC, or more, to participate in the event. Turluck Every year the LMSRF Grants-in-Aid Fund is assigned monies from the LMSRF Endowment Fund for distribution to LMSRF Individual Members and LMSRF Member sailing organizations to improve skills and competition of sailors in the Lake Michigan area by its Grants-in-Aid Committee. In 2017, $20,278.57 was assigned; to date $12,790.00 has been pledged or distributed. Funds that remain after December 31 are returned to the LMSRF Endowment Fund.
