Notice of Race 1 29th Athens International Sailing Week 2019 Winter Series Olympic and Parasailing Classes National Championships 2019 International Classes: Optimist, Laser 4.7, Techno293, Techno Plus and 420 Faliron Olympic Complex Marina Delta Kallithea’s 08 - 16 November 2019 Notice of Race 1. ORGANIZING AUTHORITY Hellenic Sailing Federation. 2. RULES The event will be governed by : o The Racing Rules of Sailing 2017-2020 (World sailing). o The prescriptions of the Hellenic National Authority will not apply, except N1: RRS 40 (PFD). All competitors, race officials and support personnel shall be required to wear an adequate personal floatation device at all times while afloat. o The National Authority prescriptions 2 and 3 shall apply for Greeks competing at the Athens International Sailing Week o The Class rules (unless otherwise modified by this Notice of Race and the Sailing Instructions). o The HSF 2019 racing programme concerning National Championships. o This Notice of Race. o The Sailing Instructions. o If there is a conflict between a rule in the Notice of Race and a rule in the Sailing Instructions, the rule in the Sailing Instructions shall take precedence. This changes RRS 63.7. o If there is a conflict between languages the English text shall take precedence. 3. ADVERTISING The World Sailing Advertising Code, Regulation 20 shall apply. Boats may be required to display a bow number and advertisement of the event sponsor on either side on the forward 25% of the hull. Sailboards may be required to display such number and advertising on either side of the sail above the wishbone. Boats authorized to have advertising must present the permission of their National Authority. 4. ELIGIBILITY AND ENTRIES 4.1 This regatta is open to the following events chosen for the 2020 Olympic Sailing Competition and the Parasailing Events: Men’s Events Women’s Events Mixed Events Single Person Dinghy: Laser Single Person Dinghy: Laser Radial Multihull: Nacra 17 Two Person Dinghy: 470 Two Person Dinghy: 470 Two Person Skiff: 49er Two Person Skiff: 49er FX Parasailing Events Windsurfing: RS:X Windsurfing: RS:X Single Person: 2.4mR Heavyweight Dinghy: Finn Single Person Hansa 2.3 Single Person Hansa 303 4.2 This regatta is also open to the following events: 420, Laser 4.7, Techno293, Techno293Plus, and Optimist 4.3 Greek competitors shall be in compliance with the HSF rules (valid EIO card). This card must be submitted to the Registration Office at Registration. Greek competitors must include their club id code at the General Secretariat of Sports in their registration (i.e. NAUTICAL CLUB XXXX, ID CODE: ΦΨ 96) Foreign competitors shall be in compliance with their respective national rules. Entries shall be made by email ([email protected]) no later than October 31, 2019. For Olympic and Parasailing Classes, the Athens International Sailing Week Winder Series 2019 will also count as National Championships. (Information on web site : http://www.eio.gr ) Email : [email protected] 4.4 For the Athens International Sailing Week Winder Series a minimum of six (6) boats per event is required, in order to be considered valid ENTRY FEES o Double handed: 80 € o Single-handed and board: 50 € o 420: 40 € o Laser 4,7/Techno293-Plus/Optimist 2.4mR and Hansa: 20 € Entry fees shall be paid cash at registration upon arrival. 5. SCHEDULE OF RACES 5.1 For Olympic, 2,4MR and Hansa classes the schedule is: Sunday Nov 10th 09:00 - 18.00 Registration Monday Nov 11th 12:00 RACES Tuesday Nov 12th 11:00 RACES Wednesday Nov 13th 11.00 RACES Thursday Nov 14st 11.00 RACES Friday Nov 15th 11:00 RACES Saturday Nov 16th 11:00 MEDAL RACES/RACES Prize Giving Ceremony Competitors and Team Leaders shall complete on-site registration forms at the Class Registration Office on Sunday November 10th 09:30 to 18:00 Competitors not registered within this time will not be entered. Sailing Instructions will be available at the registration desk. 5.2 For the Optimist, Laser 4.7, Techno293, Techno Plus and 420 classes the schedule of races is: Friday Nov 08th 9.00–13.00 Registration Friday Nov 08th 14:00 RACES Saturday Nov 09th 11:00 RACES Sunday Nov 10th 11:00 RACES Sunday Nov 10th 17:00 Prize Giving Ceremony Competitors and Team Leaders shall complete on-site registration forms at the Class Registration Office on Friday Nov 08th 09:30 to 13:00. 5.3 On Saturday Nov 16th medal races are scheduled for Olympic Classes with 10 or more competing boats. Classes with less than 10 competing boats will continue fleet racing. There will be no racing for the competitors who did not qualify for the medal race. 6. RACING FORMAT 6.1 Olympic Classes with 10 or more competing boats 6.1.1 The class/event will consist of an opening series and a medal race. 6.1.2 The top ten finishers in the opening series of each class/event will advance to the medal race, provided a minimum of four races have been completed in the opening series. 6.1.3 There will be no racing for the competitors who did not qualify for the medal race. 6.2 Olympic Classes with less than 10 competing boats will continue fleet racing. 6.3 A total of 10 races has been scheduled for each class/event. 6.4 Courses will be of the same, as possible, configuration as those proposed for the Olympic Games and will defined at the sailing Instructions. 6.5 Four races must be sailed in order the event to be valid. 7. SAIL NUMBERS Boats shall use the approved Nationality Code Letters on their sails as required by Appendix G. Competitors may be required to wear bibs (which will be provided by Organizing Authority). In alteration of their Class Rules, the national letters and boat numbers on the sails shall apply for all classes according to RRS G1.1. 8. EQUIPMENT INSPECTION A boat or equipment may be inspected by the Technical Committee or a Race Committee member at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by the Technical Committee or a Race Committee member to proceed immediately to a designated area for inspection. 9. SCORING SYSTEM The Low - Point Scoring System will apply. I case of a tie Appendix 8A shall apply. 10. INTERNATIONAL JURY 10.1. For the Olympic and Parasailing classes events, an international jury constituted in compliance with Appendix N, will be appointed with the approval of the Hellenic Sailing Federation in accordance with RRS 91(b). Its decisions will be final, as detailed in RRS 70.5. 10.2 For the Optimist, Laser 4.7, Techno293 and 420 events a Protest committee will be appointed by the Organising Authority. Its decisions will be final according to the National Prescription no 8. 11. DISCLAIMER OF LIABILITY Competitors participate in the ATHENS INTERNATIONAL SAILING WEEK at their own risk. See RRS 4, Decision to Race. The Organizing Authority and all parties involved in the regatta organization will not accept any liability for material damage or personal injury or death sustained in conjunction with the regatta or the venue that may occur to any person or property whether ashore or at sea as a consequence of the participation of any boat prior to, during, or after the ATHENS INTERNATIONAL SAILING WEEK. The Organizing Authority disclaims any and all such liability. THE ORGANIZING AUTHORITY WILL NOT ACCEPT ANY LIABILITY FOR PERSONAL OR MATERIAL DAMAGE, INJURY OR DEATH, SUSTAINED IN CONJUNCTION WITH, PRIOR TO, DURING OR AFTER THE ATHENS INTERNATIONAL SAILING WEEK. AUTHORITY THE ORGANIZING AUTHORITY DISCLAIMS ANY AND ALL SUCH LIABILITY. DISCLAIMS ANY AND ALL SUCH LIABILITY. 12. INSURANCE Competitors will participate to the ATHENS INTERNATIONAL SAILING WEEK entirely at their own risk. For each competing yacht at least a valid third party liability insurance with a minimum cover of not less than 540.000 Euros shall be in existence for the entire duration of the ATHENS INTERNATIONAL SAILING WEEK. It shall be the sole responsibility of the competitor to have such insurance cover and provide written proof thereof to the Organizing Authority upon request. Third party liability insurance with a minimum cover of 540.000 Euros. The original document issued by the insurance company must be presented at the registration desk. 13. RIGHT TO USE NAME AND LIKENESS A competitor participating to the ATHENS INTERNATIONAL SAILING WEEK, automatically grants to the Organizing Authority and the sponsors of ATHENS INTERNATIONAL SAILINGWEEK, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures and live, taped or film television and other reproductions of him/her and his/hers activities during the period of the competition for the said ATHENS INTERNATIONAL SAILING WEEK in which the competitor participates and in all material related to the said ATHENS INTERNATIONAL SAILING WEEK without compensation. 14. SUPPORT BOATS 14.1 Support/coach boats must register the same time as the racing boats at the Race Office and shall fly their national or club flag at all times whilst on water. 14.2 All support boats must present at the registration desk a third party liability insurance with the minimum cover of 540.000 Euros, original insurance-policy and motorboat driving license recognized by a State authority. 14.3 According to the HSF National Prescription 1, all coaches and other support personnel shall wear personal floatation devices at all times while afloat. 14.4 Registered support boats shall act as rescue boats in case of need.

RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS), 1.2 [DP] the Australian Sailing Special Regulations Part 2 1.3 [DP] rules of the respective classes (except as any altered by the Sailing Instructions). 1.4 Appendix P will apply to the Optimist Open and Intermediate fleets only, amended as follows: RRS P2.2 and P2.3 will not apply and P2.1 shall apply to all penalties. 1.5 RRS 44.1 & P2.1 is changed so that the Two-turns penalty is replaced by the One-turn penalty. 1.6 Discretionary penalties will apply to those SI’s marked with a “DP”.

The meeting will be held on November 30, 2019 at 1900 hrs Auckland Time. The meeting shall be at the Royal Akarana Yacht Club and only members of the World Council shall be entitled to vote. Resolutions There are 4 Ordinary Resolutions, 4 Special Resolutions and 2 Class Policy Changes. The Special Resolutions deal with Class Rule Changes and, for clarity, under the Class Constitution, a 2/3 majority is required to pass. Ordinary Resolutions and Class Policy Changes require a simple majority to pass.     Meet the Competitors: Annapolis YC Double-handed Distance Race R.J. Cooper & Courtney Cooper Cumberland are a brother and sister team from Oxford, Maryland and Panama City, Florida. They have sailed together throughout their youth as well as while on the Sailing Team for the University of Florida. The pair has teamed up for a bid to represent the United States and win gold at the 2024 Olympics in Paris. They will be sailing Tenacious owned by AYC member Carl Gitchell. Sail #501 Erik Haaland and Andrew Waters will be sailing the new Italia Yachts 9.98 sport boat named Vichingio (Viking). Erik Haaland is the Sales Director for Italia Yachts USA at David Walters Yachts. He has sailed his entire life and currently races on performance sport boats including the Farr 30, Melges 32 and J70. Andrew Waters is a Sail and Service Consultant at Quantum Sails in Annapolis. His professional sailing career began in South Africa and later the Caribbean and includes numerous wins in large regattas. Sail #17261 Ethan Johnson and Cat Chimney have sailing experience in dinghies, foiling skiffs, offshore racers and mini-Maxis. Ethan, a Southern Maryland native now living in NY is excited to be racing in home waters. Cat was born on Long Island, NY but spent time in Auckland, New Zealand. She has sailed with Olympians, America’s Cup sailors and Volvo Ocean Race sailors. Cat is Technical Specialist and Rigger at the prestigious Oakcliff Sailing where Ethan also works as the Training Program Director. Earlier this year Cat and Ethan teamed up to win the Oakcliff Double-handed Melges 24 Distance Race.

The event is included in the IMA 2021 Racing Calendar and the PalmaVela regatta is a qualifying event for the IMA Mediterranean Inshore Challenge, a qualifying regatta for ORC classes in the Circuito Mediterráneo de Vela and is the Copa de España for the Dragon Class. 2 VENUE AND DATES La Larga-The Offshore Race of Palmavela will be held in waters of the Balearic archipelago from the 22nd to the 26th of October, 2021 and the 17th edition of the PALMAVELA Regatta will be held in the waters of the Bay of Palma from the 27th to the 31st October, 2021. 3 RULES 3.1 The event will be governed by the following rules: a) Racing Rules of Sailing as defined in the WORLD SAILING 2021-2024 RRS. b) The RFEV prescriptions available on: https://www.rfev.es/uploaded_files/Document_3219_20210101121551_es.pdf c) SY Appendix of the RRS. d) The RRS 90.3 (e)(3) applies.   • Mid-Atlantic Coastal and Ocean Recreation Study
    New Jersey MID-ATLANTIC COASTAL AND OCEAN RECREATION STUDY The Surfrider Foundation, in partnership with Point 97, The Nature Conservancy, and Monmouth University’s Urban Coast Institute, (the Team), and in collaboration with the Mid-Atlantic Regional Council on the Ocean (MARCO), conducted a Coastal and Ocean Recreation Study (Study) for the Mid-Atlantic region in 2013-2014. The Study engaged recreational users and the public in providing data on “non-consumptive” recreational use, including surfing, diving, kayaking, beach going, and wildlife viewing. This data was previously unavailable and fills a key gap in our understanding of coastal and ocean uses in New Jersey and the Mid-Atlantic. METHODS The Team used a web-based survey accessible by mobile phones, tablets, or desktop/laptop computers to collect data from respondents on recreational use patterns, trip expenditures, and demographics. To obtain this data, the survey included a series of questions and an easy-to-use interactive mapping tool, where respondents could mark the places they went to recreate over the last year. The Team then analyzed the resulting spatial data to develop maps indicating intensity of use for recreational activities in the region (see map insert). To promote participation in the Study, the Team conducted outreach to over 300 recreational groups and businesses throughout the Mid- Atlantic region. In total, Mid-Atlantic respondents completed nearly 1,500 surveys resulting in over 22,000 unique data points. NEW JERSEY: STUDY FINDINGS Coastal and ocean recreation encompasses a popular and diverse group of activities in New Jersey (see graphic below) resulting in major economic and social benefits to coastal communities.

It was then staged for each edition of the Games with the exception of those in St Louis in 1904. Women competed in the mixed sailing events as of 1900. Since the Games of the XXIV Olympiad in Seoul in 1988, some events have been reserved only for them.     News | Q1 | 2021 1 World Sailing News | Q1 | 2021 Presidential Welcome It is an honour to introduce you to the first edition of World Sailing News. Upon my election last November, I outlined my intention for World Sailing to communicate better with its Member National Authorities, Regional Associations, Class Associations, Committee members, and the hard-working volunteers that make our sport work, from the grassroots to the peak of performance. I hope that the introduction of these quarterly newsletters will help to achieve that. Open communication within our sport has always been important, but given the current climate, it is more crucial now than it has ever been. It is important that World Sailing takes the lead by sharing best practice, forming new ideas and creating inspiring content that touches all aspects of our sport. It is also vital that this material is well distributed across our community. It is a pity that we have not been able to meet face to face for so long, but I have enjoyed meeting and engaging with you directly and via our Regional Meetings. It is important that our dialogue works two ways so we can work together to grow the beautiful sport we all love.   • IHCA Rules and Measurement Annual Report 2015
    IHCA Rules and Measurement Annual Report 2015 Another year has passed with several national and international Hansa Class events being conducted, including the Australian Hansa Class Championships, French Hansa Class Championships, New Zealand Hansa Class Championships, Italian Hansa Class Championships and European Hansa Class Championships; to name a few. At these events all boats were measured/inspected to ensure they comply with the Hansa Class rules. The Hansa Class rules are scrutinised and revised to ensure that the class remains competitive and equitable. With input from several Hansa delegates some suggestions have been forwarded to all NHCAs for discussion. The class rules are accessible on the Hansa Class web site (http://hansaclass.org/technical/). I urge all NHCA officials to impress on all sailors competing in any championship events to be compliant with the class rules. The World Hansa Championships are at Medemblik next year. Reports from the UK and Europe show that the class rules are being adhered to and met. There were only a couple of requests for additional equipment (RAE) received during the past 12 months. I hope all boats that require equipment assistance have been modified as per the RAEs. With respect to the Hansa Class rules, I believe the system in place for modifications is sound; it provides for proper overview and agreement by a number of Hansa delegates before approval is given. The competiveness of the sailors at major Hansa Class events has improved and the sailors are producing better performances from all Hansa dinghies, consequently some measurements/rules are being pushed to the limit.
