Matthias Reister, Chief Development Data Section Statistics Division, Development Data Outreach Branch United Nations Department of Economic and Social Affairs Relevant Resolution of the UN General Assembly • On 25 September 2015, General Assembly adopted Resolution 70/1, the 2030 Agenda for Sustainable Development, which states that the global indicator framework, to be developed by IAEG‐SDGs, will be agreed by the Statistical Commission by March 2016 and adopted thereafter by ECOSOC and the GA, in line with existing mandates. • On 6 July 2017 the General Assembly adopted resolution 71/313 regarding the work of the Statistical Commission pertaining to the 2030 Agenda for Sustainable Development, including the global indicator framework

Adopts the global indicator framework for the Sustainable Development Goals and targets of the 2030 Agenda for Sustainable Development, as a voluntary and country‐led instrument that includes the initial set of indicators to be refined annually and reviewed comprehensively […] and will be complemented by indicators at the regional and national levels, which will be developed by Member States; 2. Requests the Statistical Commission to coordinate the substantive and technical work to develop international statistical standards, methods and guidelines, where necessary, to fully implement the global indicator framework

Requests UNSC, through the IAEG‐SDGs, to further refine and improve the global indicator framework to address coverage, alignment with targets, definition of terms, and development of metadata; 4. Requests the Secretary‐General to continue maintaining the SDG global indicator data base; 5. Requests S‐G to facilitate collaboration between national statistical systems and international and regional organizations to enhance data reporting channels and ensure the harmonization and consistency of data;

Stresses that official statistics and data from national statistical systems constitute the basis needed for the global indicator framework and role of national statistical offices as the coordinator of NSS; 7. Urges international organizations to base the global review on data produced by national statistical systems. The international organization shall consult with concerned countries to produce and validate modeled estimates, before publication; 8. Stresses that all activities of the global statistical system must be in full adherence with the UN Fundamental Principles of Official Statistics and ECOSOC Resolution 2006/6;

Welcomes the Global Action Plan for Statistics for Sustainable Development Data (CTGAP) 10.Stresses the need for UNSC to inform discussions at High‐level Political Forum (HLPF); 11.Urges countries, international and regional organisations, and bilateral and regional funding agencies to intensify their support for strengthening data collection and statistical capacity building.

Addis Ababa, 14‐18 May, 2018 9 Decision 49/101 of UN Statistical Commission in March 2018 –on work of IAEG‐SDGs: (b) Agreed on the proposed annual refinements, as presented in annex II to the report of the Inter‐Agency and Expert Group, and the proposed timeline for the 2020 comprehensive review; (c) Stressed that the further development of tier III indicators will need to continue to advance with urgency; (d) Requested the Inter‐Agency and Expert Group to consider the feasibility of using tentative existing indicators as proxies for immediate use to monitor targets while tier III indicators are being finalized; (e) Requested the Inter‐Agency and Expert Group to clearly determine the dimensions and categories of data disaggregation required for the indicators in the framework

Addis Ababa, 14‐18 May, 2018 10 Decision 49/101 of UN Statistical Commission in March 2018 –on work of IAEG‐SDGs: (f) + (g) Welcomed the draft guidelines on data flows and global data reporting for the SDGs as an initial step to improve coordination and harmonization of national and international data systems and to ensure full transparency of data, metadata and data aggregates and requested to further refine the guidelines and to prepare criteria for their implementation that are based on best practices and limit the burden; (h) Reiterated the urgent need for statistical capacity‐building for countries to be able to fully implement the Sustainable Development Goal indicators; (k) Approved the proposed work programme of the Inter‐Agency and Expert Group, as described in section Vof its report.

Addis Ababa, 14‐18 May, 2018 11 The work programme of Inter‐Agency Expert Group between April 2018 and March 2019 –highlights: (a) Review of tier III indicators and reclassify indicators when requirements are met; (b) Conduct an open consultation on additional indicators and develop a first proposal for discussion (part of work on the comprehensive by UNSC in 2020); (c) Compile a preliminary list of possible changes, refinements and deletions for an open consultation in mid‐2019 part of work on the comprehensive by UNSC in 2020; (d) Review data availability and capacity‐building needs for tier I and II indicators; (e) Determine the dimensions and categories of data disaggregation and prepare a document for consideration at the 50th session of UNSC in 2019; (f) Continuation of the work of the three working groups, on Statistical Data and Metadata eXchange, geospatial information and interlinkages; (g) Data flow discussion: Prepare a document for the implementation of the data flow guidelines; (i) Suggest a list of proxy indicators (indicators for which data are already widely available) for immediate use to monitor targets, while Tier III indicators are being finalized.

Addis Ababa, 14‐18 May, 2018 12 Decision 49/102 of UN Statistical Commission in March 2018 –on work undertaken: (a) Expressed its appreciation for the work undertaken for global follow‐up and review of the 2030 Agenda for Sustainable Development, including the preparation of the Sustainable Development Goals Report 2017 and the updating of the Global Sustainable Development Goal Indicators Database; (b) Requested the Statistics Division to make available adequate and complete metadata and compilation guidance on the Sustainable Development Goal indicators; (c) Welcomed the draft principles and guidelines for national reporting and dissemination platforms; (d) Welcomed the efforts to establish a federated system of national and global data hubs for the SDGs to facilitate integration of different data sources, promote data interoperability and foster collaboration among partners; (e) Supported the establishment of the Global Network of Institutions for Statistical Training, and endorsed its terms of reference and proposed two‐ year workplan; Addis Ababa, 14‐18 May, 2018 13 Composition of the High‐level Group for Partnership, Coordination and Capacity‐Building (HLG‐PCCB)

Addis Ababa, 14‐18 May, 2018 14 Decision 49/103 of UN Statistical Commission in March 2018 –on work of High‐level Group: (c) Welcomed the survey and the preliminary results on assessing capacity‐ building needs jointly conducted by the HLG and PARIS21; (e) + (f) Recognized the need for stronger coordination and a more efficient United Nations statistical system, as well as the need for a stronger voice for official statistics within the United Nations system and considered, in this context, an early proposal to establish a United Nations chief statistician; (h) Acknowledged the importance of the Commission contributing to the high‐ level political forum on sustainable development, and requested to ensure that one or more sessions of the high‐level political forum are fully dedicated to data and statistics and to the needs for statistical capacity‐ building;

Addis Ababa, 14‐18 May, 2018 15 Decision 49/103 of UN Statistical Commission in March 2018 –on work of High‐level Group: (i) Welcomed the work of the High‐level Group in exploring ways to establish a financing framework for the implementation of the Cape Town Global Action Plan for Sustainable Development Data; (j) Acknowledged the work in preparation for the second United Nations World Data Forum, to held in Dubai, United Arab Emirates, in October 2018, and reiterated that the Forum should provide the space (i) for dialogue among different data communities, as well as data users such as the media, civil society and policymakers, and (ii) for the launch of new initiatives and partnerships for the realization of the data revolution;
