Is it consistent with Government policy, Council’s objectives and Code of Conduct? What will the outcome be for you, your colleagues, the Council, anyone else? Does it raise a conflict of interest? Could your possible conflict of interest lead to private gain or loss at public expense? Can the decision be justified in terms of public interest? Would it withstand public scrutiny? Conflict of Interest A conflict of interest is a clash between private interest and public duty. There are two types of conflict: Pecuniary – regulated by the Local Government Act and Office of Local Government and, Non- pecuniary – regulated by Codes of Conduct and policy. ICAC, Ombudsman, Office of Local Government (advice only). The test for conflict of interest Is it likely I could be influenced by personal interest in carrying out my public duty? Would a fair and reasonable person believe I could be so influenced? Conflict of interest is closely tied to the layperson’s definition of “corruption” – using public office for private gain. Important to consider public perceptions of whether you have a conflict of interest Identifying Problems 1st - Do I have private interest affected by a matter I am officially involved in? 2nd - Is my official role one of influence or perceived influence over the matter? 3rd - Do my private interests conflict with my official role? Whilst seeking advice is generally useful, the ultimate decision rests with the person concerned. The plan forms part of other major reforms within the disability sector, to encourage positive change to the lives of people with disability and supports the full participation of all community members in all aspects of the community. Council has already implemented a range of programs and strategies to remove access barriers and increase participation of people with disability in our community. This Plan builds on our previous work and seeks to strengthen the capacity of all Bland Shire residents. As an all encompassing planning tool, the Plan has four major focus areas: 1. Positive attitudes and behaviour; 2. Liveable communities; 3. Employment; and 4. Systems and Processes Adopting a broad focus across all of these areas will ensure the Bland Shire is continually striving for improvement to ensure our community is inclusive and offers opportunities for the full participation of all community members. Engaging the community is vital to the Plan's success and I urge community members and other local stakeholders to support its implementation. An inclusive Bland Shire will benefit everyone and strengthen our community. Bland Shire Council extends an invitation for Minister Constance and Minister Pavey and Transport NSW to visit the Bland Shire to see firsthand the transport task and the agricultural and mining activities that are in operation or that are being proposed in the Bland Shire.     Local plumbing regulators in NSW On-site plumbing and drainage compliance and inspections This document outlines who performs the functions of the plumbing regulator in NSW. Under the Plumbing and Drainage Act 2011 NSW Fair Trading is the plumbing regulator in New South Wales. The Plumbing Code of Australia is the technical standard for compliance throughout NSW. It is the responsibility of the plumbing regulator in each area to set requirements for inspections of on-site plumbing and drainage. Fair Trading’s area of operation includes all areas in which properties are provided with services (either drinking water, recycled water or a sewerage service) by Sydney Water Corporation or Hunter Water Corporation. This area of operation stretches from Gerringong in the south (the Illawarra), to Newcastle, Port Stephens and Dungog in the north (the Hunter), and west to Mount Victoria (Blue Mountains). The function of the plumbing regulator has been delegated by Fair Trading to local councils, county councils, or other qualified bodies. The delegation of the function has been accepted by local and county councils across NSW, with a small number of exceptions where the council declined the delegation. Below are two tables identifying the local authority for plumbing regulator functions, including conducting inspections, throughout NSW by local government area.
