1219 Government Gazette OF THE STATE OF NEW SOUTH WALES Number 57 Wednesday, 17th March 2004 Published under authority by cmSolutions SPECIAL SUPPLEMENT LOCAL GOVERNMENT ACT 1993 – PROCLAMATION MARIE BASHIR,Governor I, Professor Marie Bashir AC, Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of Part 1, Chapter 9 and sections 736 and 737 of the Local Government Act 1993, do, by this Proclamation, declare that the Proclamation published in the Special Supplement of the Government Gazette No 32 of 11 February 2004, amalgamating the former Areas of Cooma-Monaro, Crookwell, the City of Goulburn, Gunning, Mulwaree, the City of Queanbeyan, Tallaganda, Tumut, Yarrowlumla and Yass so as to constitute the new Areas of Cooma-Monaro, Eastern Capital City Regional, Greater Argyle, Greater Queanbeyan City, Tumut, Upper Lachlan and Yass Valley, is amended as follows: (a) Omit clause 2 (1) from Schedules A to G in said Proclamation and insert instead: (1) The date for the first election of the Councillors of the new Council is 26 June 2004. (b) Insert new clauses 3 (1A) and 3 (1B) after clause 3(1) in Schedules A to G in said Proclamation: (1A) Any matters before the new Council with respect to the local development process or any other matter in which the Administrator has a pecuniary interest within the meaning of the Local Government Act 1993 is to be determined by a substitute Administrator appointed by the Minister for that limited purpose. (1B) The Administrator is to complete and lodge with the Acting General Manager by 8 April 2004, a disclosure of interests written return in accordance with Chapter 14, Part 2, Division 2 of the Act in the form prescribed by the regulations. -
1. INTRODUCTION the Mungabareena Reserve-Wiradjuri Reconciliation Project Was Undertaken in Efforts to Rehabilitate and Revegetate an Area of Riverine Floodplain
1 1. INTRODUCTION The Mungabareena Reserve-Wiradjuri Reconciliation Project was undertaken in efforts to rehabilitate and revegetate an area of Riverine floodplain. (Appendix 1) The project area had been utilised by stock (cattle) owners for agistment purposes. The cattle impacted on the area through urine and excrement that entered the waterways in the area, the ground was hardened by continuous movement of cattle and native vegetation regrowth was retarded by cattle eating the plants before they had a chance to become established. (Appendix 2). In order for the area to become rehabilitated a number of issues needed to be examined, discussed and implemented. As there were no money available to undertake the project, it was decided to approach funding bodies in an attempt to secure the appropriate amount of money needed to begin and complete a project of this type. Community concerns needed to be ascertained and the chance to do this came through extensive media coverage which allowed the community to participate in the project through volunteering in a physical manner, or in the provision of materials needed during the life span of the project. A management strategy for the project was developed and a management team put together to implement that strategy. The strategy included fencing the area, revegetation through community participation, the strategic placement of interpretive signage, walking tracks and picnic settings and surveys. In order to be equitable, the management team consisted of equal numbers of female and male persons. A number of organisations and individuals were also approached for assistance and for their endorsement of the project. -

This Plan outlines Council's actions over the next four years to make the Bland Shire more inclusive of people with a disability. The plan forms part of other major reforms within the disability sector, to encourage positive change to the lives of people with disability and supports the full participation of all community members in all aspects of the community. Council has already implemented a range of programs and strategies to remove access barriers and increase participation of people with disability in our community. This Plan builds on our previous work and seeks to strengthen the capacity of all Bland Shire residents. As an all encompassing planning tool, the Plan has four major focus areas: 1. Positive attitudes and behaviour; 2. Liveable communities; 3. Employment; and 4. Systems and Processes Adopting a broad focus across all of these areas will ensure the Bland Shire is continually striving for improvement to ensure our community is inclusive and offers opportunities for the full participation of all community members. Engaging the community is vital to the Plan's success and I urge community members and other local stakeholders to support its implementation. In particular, it examines control charting and syndromic surveillance methods, and explores how useful they are likely to be in dealing with typical biosecurity disease and pest surveillance. If focuses on disease detection, and methods for optimising surveillance networks and robust methods for minimising levels of inspection. This work provides a proof of concept of these approaches. The case studies, while based on real contexts, are intended only to be illustrative.
