Appendix 5: Road Manager Conditions (Last Updated 13 May 2020) Appendix 5: Road Manager Conditions (last updated 13 May 2020) Please note that the list of road manager conditions and restrictions in Appendix 5 may change from time to time. Appendix 5 should be reviewed regularly, to ensure the travel of heavy agricultural vehicles and combinations comply with any conditions of access that may apply. The table below identifies which road managers have applied conditions of access. These conditions are detailed in the following pages. For further information on how to comply with any conditions, please contact the relevant road manager for clarification. Note: In Appendix 5, “urban” has the same meaning as “built-up area”, meaning an area in which there are buildings on land next to the road or there is street lighting at intervals not over 100m for a This condition does not apply to state-controlled roads, subject to compliance with any other conditions that may apply. Bland Shire Council Wet weather On unsealed roads, travel is suspended during periods of prolonged rain within the 24 hours period after the rainfall event or when the surface of the road is wet. Note: When a prolonged rainfall event occurs, the restriction is applied to allow sufficient time for the road and road pavement to dry preventing damage. Road and structure condition information If relevant, Bland Shire’s website www.blandshire.nsw.gov.au will show travel/weight restrictions and information on road closures. Carrathool Shire Council No travel allowed on the following roads in the township of Hillston: • High Street, between Kidman Way and McGee Street. • Kidman Way, between Oxley Avenue and Cowper Street. • McGee Street/Kidman Way, between High Street and The Springs Road. • Mossgiel Road, for a distance of 1km west from the intersection with Lachlan River Road. • Oxley Avenue, south of Lake Woorabinda. No travel during school hours No travel during school zone restriction times between 7:30am to 9:30am and 2:45pm to 4:15pm on an official school day. A school zone refers to an area on a street near a school or near a crosswalk leading to a school. Restricted signed hours means official signage that indicates a reduced speed during nominate times as indicated. 3 Wet weather On unsealed roads and single lane narrow roads, travel is suspended during periods of prolonged rain within the 24 hours period after the rainfall event or when the surface of the road is wet. In this condition, a single lane narrow road is one that permits two-way travel but is not wide enough in most places to allow vehicles to pass one another without travelling on unsealed shoulders. Note: When a prolonged rainfall event occurs, the restriction is applied to allow sufficient time for the road and road pavement to dry preventing damage. Hay Shire Council Prohibited bridges Travel is not allowed on the timber bridge located at Maunde, over the Murrumbidgee River. This bridge has a 2.5 tonne load limit. Moree Plains Shire Council Restricted bridges Travel is not allowed on the following bridges, if the width exceeds the maximum allowable width dimension. In relation to Crime targets results as at the end of October, the following categories did not met the targets: • Robbery – 13 incidents year to date (YTD), 8 above the target. Incident occurring mainly in Orange. • Break and Enter (Non-Dwelling) - 89 incidents YTD. There was a recent increase of incident in Forbes with a number of Churches being targeted however this issue has now decreased (12 occurring in September and 3 in October).

Landers2 1 CSIRO Plant Industry, Canberra, ACT. 2601 2 Formerly NSW Agriculture, Agricultural Research Institute, Wagga Wagga, NSW (now Westbury, Tasmania 7303) Abstract Two cultivars of white lupin with smaller (Minibean) or larger (Maxi) than normal seeds have been developed in a 25-year program of crossing, selection, induced mutagenesis and field testing. Over 90% of the seeds of Minibean are less than 10 mm in minimum diameter whereas 55% of the seeds of Maxi are larger than 10 mm in diameter. Both cultivars flower in mid-season, but mature late, especially Maxi, which requires a cool, moist late spring and early summer to maximise seed size. Maxi produces large seeds which attract a premium as food in Middle Eastern countries. The smaller seeds of Minibean are better suited to sowing and harvesting with standard cereal machinery, and give higher plant densities, and hence higher yield potential, at standard sowing rates. The grain is aimed at on-farm, feed-lot finishing of stock, and as split grains and flour in various foods and feeds. The Mediterranean white lupin has been cultivated in parts of WA, NSW, and Victoria since the release of the late-maturing cultivar, Hamburg, and the early maturing cultivars Ultra and Kiev Mutant (1, 2, 3), to provide, initially, a high-protein stock feed supplement (5), and, more recently, a new source of a traditional, nutritious food for Middle Eastern people.
