INTRODUCTION The Clean TeQ Sunrise Project (the Project) is situated near the village of Fifield, approximately 350 kilometres (km) west-northwest of Sydney, in New South Wales (NSW) (Figure 1). The Project includes the establishment and operation of the following: • mine (including the processing facility); • limestone quarry; • rail siding; • gas pipeline; • borefields, surface water extraction infrastructure and water pipeline; • accommodation camp; and • associated transport activities and transport infrastructure (e.g. the Fifield Bypass, road and intersection upgrades). Clean TeQ Sunrise Pty Ltd owns the rights to develop the Project. Clean TeQ Sunrise Pty Ltd is a wholly owned subsidiary of Clean TeQ Holdings Limited (Clean TeQ). Development Consent DA 374-11-00 for the Project was issued under Part 4 of the NSW Environmental Planning and Assessment Act 1979 (EP&A Act) in 2001. Six modifications to Development Consent DA 374-11-00 have since been granted under the EP&A Act: • 2005 – to allow for an increase of the autoclave feed rate, limestone quarry extraction rate and adjustments to ore processing operations; • 2006 – to allow for the reconfiguration of the borefields; • 2017 – to allow for the production of scandium oxide; • 2017 – to amend hazard study requirements; • 2018 – to relocate the accommodation camp; and • 2018 – to implement opportunities to improve the overall efficiency of the Project. Table 1 – Specific Development Consent Conditions Section Where Addressed in this Development Consent DA 374-11-00 Schedule 3 TMP Road Upgrade and Maintenance Strategy 43. Prior to carrying out any development under this consent after 6 May 2017, the Applicant This RUMS must prepare a Road Upgrade and Maintenance Strategy for the development, in consultation with RMS and Council, and to the satisfaction of the Secretary. This strategy must: a) identify the road and intersection upgrades required for the project, including Sections 2 all those outlined in Appendix 5; b) include a program that details: Section 6 and 7 − the scheduling of road upgrades required to be implemented in accordance with Appendix 5; and − the maintenance of the relevant sections of the road network following the upgrades; and c) be consistent with the terms of the VPA outlined in Appendix 3. Throughout In accordance with the above requirements and the requirements listed in the Voluntary Planning Agreement (VPA) dated 13th December 2018, this RUMS will: • Detail the scope for the road and intersection upgrades; • Nominate the applicable specifications for the road upgrades; • Provide a schedule for the execution of the road and intersection upgrades; and • Provide a maintenance strategy for the relevant sections of the road network. 1.2 Structure of this Road Upgrade and Maintenance Strategy The remainder of this RUMS is structured as follows: Section 2: Describes the scope of the road and intersection upgrades. Section 3: Identifies the statutory requirements, design standards and Council and RMS requirements applicable to the works. Section 4: Describes the existing road and provides baseline traffic data. Section 5: Describes the expected construction and operational traffic. Section 6: Describes the road and intersection upgrade execution strategy and schedule. Long distance travel through Condobolin is not recommended with roads flooded and damaged. Road closures variously restrict light vehicles, heavy vehicles or all vehicles. Please take a safer alternate route or better still, defer travel if not essential. See attached map. Condobolin access to West Wyalong via Gipps Way is open – temporary repairs have been completed on the road. Caution as water remains over the road in a number of locations. Access for high clearance 4wd vehicles less than 3 tonne is available from Condobolin to Tullibigeal, Lake Cargelligo and West Wyalong via SR230 Lachlan Valley Way and SR1029 Tullibigeal Road. Caution as road condition is deteriorating Extra caution is advised as many roads are affected by current flooding or the residual effects from flooding, including soft shoulders, washouts, bog holes, potholes, slippery road surfaces, debris, water on roads and hidden hazards under the water. Conditions can change quickly. More land holders may lose access – make preparations before roads are closed by flooding . Tottenham area – residual damage from flooding, caution is advised: • Tullamore–Narromine road now open to vehicles under 3 tonne – severe road damage. • MR347 Dandaloo Road , Albert-Trangie – open with caution , temporary repairs. • SR3 Tabratong Crossing Road , Tottenham-Nevertire – open with caution , temporary repairs and one lane traffic access.

In relation to Crime targets results as at the end of October, the following categories did not met the targets: • Robbery – 13 incidents year to date (YTD), 8 above the target. Incident occurring mainly in Orange. • Break and Enter (Non-Dwelling) - 89 incidents YTD. There was a recent increase of incident in Forbes with a number of Churches being targeted however this issue has now decreased (12 occurring in September and 3 in October).

    Statement of Management Intent Eugowra Nature Reserve 1. Introduction This statement outlines the main values, issues, management directions and priorities of the National Parks and Wildlife Service (NPWS) for managing Eugowra Nature Reserve. This statement, together with relevant NPWS policies, will guide the management of the reserve until a plan of management has been prepared in accordance with the National Parks and Wildlife Act 1974 (NPW Act). The NPWS Managing Parks Prior to Plan of Management Policy states that parks and reserves without a plan of management are to be managed in a manner consistent with the intent of the NPW Act and the ‘precautionary principle’ (see Principle 15). 2. Management principles Nature reserves are reserved under the NPW Act to protect and conserve areas containing outstanding, unique or representative ecosystems, species, communities or natural phenomena. Under the NPW Act (section 30J), nature reserves are managed to: • conserve biodiversity, maintain ecosystem functions, and protect geological and geomorphological features and natural phenomena • conserve places, objects, features and landscapes of cultural value • promote public appreciation, enjoyment and understanding of the reserve’s natural and cultural values • provide for appropriate research and monitoring. The primary purpose of nature reserves is to conserve nature. Nature reserves differ from national parks in that they do not have the provision of visitor use as a management purpose or principle. 3. Context Reservation details: Eugowra Nature Reserve was reserved on 8 September 1972. Size: 116 hectares. Eugowra Nature Reserve is located approximately five kilometres north-west of Eugowra town centre and 30 kilometres east of Forbes. It lies within the NSW South Western Slopes Bioregion.
