Minutes of Parish Council Meeting held on Tuesday, 24 September 2013 in the Parish Hall at 7.30pm.

30. Declarations of Interest. None.

31. Approval of the Minutes of the Meeting held on 23/7/13. Approved and signed as a correct record.

32. Representations from the Public. None.

33. Matters Arising. 33.1 Car Parking opposite the Parish Hall. - It was noted that a reply has been received from North Council Planning Officer regarding the wall and this was noted. - It was noted that Councillor Wall has forwarded the letter from Churchbury Securities Limited to the Clerk for acknowledgement, which has been done. - It was noted that the Clerk has advised the Primary School and Parish Hall Management Committee of the details in Churchbury Securities letter. - It was noted that a reply has been sent to Mr B Hurst-Bannister.

The situation has changed in that site has been bought but Churchbury has not sold the parking space. It was known that it would not be advantageous for the Parish Council not to pursue the matter at the present time.

33.2 TAP (Town & Parish Fund). Councillor Risdon and the Clerk advised following their enquiries with and Parish Councils respectively as to if they wished to work with this Council, as follows: Councillor Risdon had spoken to the Chairman of Rackenford Parish Council who would speak to her Councillors. The Chairman expressed interest in joining with this Council.

The Clerk had been advised from Chulmleigh Parish Council Clerk that Chulmleigh 2 Minutes of East Worlington Parish Council Meeting 24.09.13

Recreation Association have a proposal for Chulmleigh, East Worlington and Witheridge to provide a programme of sports at the sports centre with return transport between the three parishes. In this connection, Ian Jury had provided further details which were given.

Proposed by Councillor Mrs Fryer, seconded by Councillor Webber and unanimously agreed to support funding for transport and also the sum of £200 Clerk for Parish Hall tables.

33.3 Highways. The Clerk had requested an update following the report received from the Highways Officer as a result of a drive around the Parish which had been received and noted that the contractor has returned to the Parish to clean several roads which have now been surfaced dressed; potholes should have been filled, the Parish lengthsmen have also visited and cleared a few locations; several hedge letters have been sent and it is understood that the locations have been cut. Any other works that the Highways officer had asked for are in the system waiting for funding. He was now handing over to his colleagues in Area North who are aware of and have access to any requests for work.

It was further noted that the Clerk has requested that the two wooden sign posts be renewed, following an enquiry from the Highways Officer in his report.

33.4 Wall at West Worlington. Correspondence was noted with Sir Hugh Stucley

Bt in this regard who had provided further information as regards ownership.

A letter to be sent to East Worlington PCC with this information, as they were the

Organisation who had originally contacted the Parish Council in this regard. Clerk 33.5 Possible talk by Tony Hogg, Police Crime Commissioner. It was noted that Kings Nympton Councillors did not wish to progress the issue and suggested that if the suggestion were to be viable, a much larger venue with more organisations and people should be invited. Parish Council had no thoughts. To be taken off the Agenda.

34. Reports. 34.1 Mr T Pullen, Chulmleigh Community College Academy Trust. The following is a brief overview: Angela Joslin & Tracey Dodd are enjoying work at the School. The pre-school and Foundation have moved into the classroom and settling in well. Pre-school's former room has been re-organised into a music room. Staff have spent time undertaking a general tidy up and re-arranging classrooms to maximise the space which has enabled the teaching staff to function more efficiently and enhance the learning environment. The children have settled in well. A 'Meet the Teacher' evening has been held. A 'Helping your child with reading" session has also been held. The Year 6 children are happy and settled in well at Chulmleigh Community College. During the summer holidays a major repair to the chimney was undertaken. Thanks go to parents for their help to help decorate a new classroom. There will be an open morning on 26/9/13 to which the local community are invited.

34.2 County Councillor R Edgell. Apologies given.

34.3 District Councillor Mrs S Croft. Apologies given.

34.4 Police. When sending his apologies, PC Micaleff advised as follows: Only had a 1 call in the past 2 months in the parish. That was regarding a parking dispute between two properties that has been given to another agency to deal with. There has been no reported crime. Any issues etc, please let me know.

34.5 Emergency Plan/Snow Warden Scheme. Councillor Mrs S Fryer advised that no sand bags were required. The Clerk to request more bags of grit salt to be placed under signposts at all Clerk strategic points.

34.6 Parish Hall. Mr S Baber advised that an Asbestos Survey had been carried out and was in order. He further advised that if the Hall ceiling is moved, this would have to be done under asbestos regulations. Regarding the Heritage Projects, there were two items that members of the Management Committee were keen to progress: (1) to prove it is a tythe barn and this would be further investigated at the Devon Record Office in and (2) to understand the history of the barn in living memory to give helpful information and how it has developed and changed.

34.7 Mrs S Squire, Parish Clerk. A written Report had been circulated following Mrs Squire's attendance at a Highways Conference organised by on Saturday, 14 September at Petroc Campus, Tiverton and was noted.

35. Finance. 35.1 Balances. Treasurer's Account as at 9/9/13: £1,708.12. Business Instant Access Account as at 9/9/13: £1,000.00.

35.2 A request was considered from East Worlington Parish Hall Management Committee for a grant. A letter of request and a copy of the latest set of accounts have been supplied to meet the criteria laid down for Parish Councils to follow. Proposed by Councillor Mrs Smyth to give the sum of £400.00, seconded by Councillor Webber and unanimously agreed.

35.2 The following payments were approved and authorised: Clerk Mrs S Squire Salary £ 249.10 Contribution towards Broadband £ 4.50 Photocopying £ 12.45 Mileage £ 10.00 Stationery (envelopes, shared with other Parishes) £ 2.20 Postage (12 x 60p - £7.20 & 5 x 90p - £4.50) £ 11.70 Reimbursement for electric meter £ 5.00 £294.95

HMRC PAYE £ 62.40 Broker Network Ltd Renewal of Insurance Policy due on 1/10/13 £265.00 Councillors had been circulated with the details ahead of the Meeting to study.

Information Commissioner's Office. Renewal of data protection registration £ 35.00 East Worlington Parish Hall Management Committee. Grant for 2013 £ 400.00

35.3 Review of Clerk's Salary. This item was been brought forward from the last

Meeting for further discussion. The Clerk left the room while the item was

discussed. The matter was again deferred as it had not been possible for Councillor TW Wall to contact the Devon Association of Local Councils between the last Meeting

and this Meeting to obtain further information. The Clerk again handed the 4 Minutes of East Worlington Parish Council Meeting 24.09.13

Chairman details which had been printed with the relevant information from the Devon Association of Local Councils. Next This again to be an item on the next Agenda. Agenda

35.4 Approval that the Clerk's salary is paid at every Meeting, instead of quarterly as at present, at the request of the person dealing with the PAYE element for ease of calculation with HMRC software. This would mean that Clerk to every 2 months, the gross amount would be £207.67, net £166.27 and PAYE of advise £41.40. person Proposed by Councillor Webber, seconded by Councillor Mrs Fryer and who does unanimously agreed. 36. Planning and Planning Correspondence. 36.1 Applications. There were no Planning Applications to consider.

36.2 Planning Correspondence. Application 56078 - cover for existing open air cattle yard & erection of a machinery store at Yeatheridge Farm, East Worlington. It was noted that an informal decision was sent to Council Planning Department, as it was not possible for a Meeting to be convened for the Application to be discussed by Councillors. It was further noted that an Approval Notice has since been received.

The following Decision Notices were noted, in addition to that for 56078, above: APPROVALS FOR 55822 - extension to dwelling at Horseford Lodge, East Worlington. 55827 - erection of agricultural building, 2 The Paddocks, East Burrow Close, East Worlington. An email from the Planning Officer has been received regarding the siting of the building.

36.3 Draft North Devon and Council Local Plan.

It was noted that a response had been sent. Further correspondence had been

received from North Devon Council regarding the development boundary which has

been advised to Councillor Wall.

A lengthy discussion took place.

The Clerk to enquire from North Devon Council Planning Department what the Clerk paragraph is going to be if it was composed by them (as indicated in their email) and what the consequences would be if no boundary was selected.

37. Correspondence & Notices / Publications Received (these were placed on the table & available to read). 37.1 North Devon & Torridge Councils Green Infrastructure Strategy (open space, outdoor sport & recreation study). This document was received after the last Meeting and forwarded to Councillors for comment so that the Clerk could respond on behalf of the Parish Council, the deadline date being 9/9/13. It was noted that the Clerk completed and submitted the Survey online on behalf of the Parish Council from her own knowledge of the Parish.

37.2 North Devon Council. The Clerk reminded Councillors of the North Devon Forum in the Civic Centre on 9/10/13 at 7pm.

37.3 Town Council. Details of a Planning & Environment School on 12/10/13. Councillors have been circulated with the draft programme for the day.

37.4 South West Highways. Details of essential highway remedial works - Phase 1 5 Minutes of East Worlington Parish Council Meeting 24.09.13

on the B3173 at from 26/8/13 to 15/11/13.

37.5 North Devon Council. Councillors have been circulated with details of training being organised in November following changes in the Planning regime.

37.6 North Devon Council. It was noted that training for Town & Parish Clerks has been organised in respect of the Code of Conduct on 2/10/13 at which the Clerk has been booked to attend.

38. Matters raised by Councillors/Clerk. 38.1 Lengthsman Visit. The Clerk advised that the next visit is on 8 & 9 October. Councillors are asked to bring details of areas requiring attention, notwithstanding the Report from the Highways Officer in July.

The following to be reported: Ditches near Adworthy to be cleaned and cleared in time for the Winter to prevent flooding and to add that Councillors are anxious that Clerk the Adworthy inspection is being attended to.

38.2 2014 Meetings. Proposed by Councillor Mrs Fryer, seconded by Clerk to Councillor Mrs Smyth and unanimously agreed that the Meetings would be book held on 28/1/14; 25/3/14; 27/5/14; 22/7/14; 23/9/14; 25/11/14. Parish Hall 39. Date of next Meeting: Tuesday, 26 November 2013 at 7.30pm in the Parish Hall. The Meeting ended at 9.19pm.
