1. Introduction 1.1 This study forms part of the evidence base for the emerging North Devon and Torridge Joint Local Plan. Its purpose is to identify the current role and function of the settlements in northern Devon (excluding National Park), based on a range of factors such as the services and facilities available and employment opportunities. This information will then be taken into account when deciding the spatial strategy for northern Devon.

1.2 Sustainability is a key theme of the planning system and the Local Plan has an important role in delivering sustainable development in northern Devon. This is especially important in northern Devon, which is very rural in nature.

2. Purpose of this Study 2.1 In order to guide the development needs of northern Devon beyond 2011, a Joint Local Plan is currently being undertaken, involving (NDC) and Council (TDC). The joint Local Plan will set out the key planning framework, vision and objectives for northern Devon and where development will be directed.

2.2 The study adds to an existing suite of evidence papers designed to assist the preparation and adoption of the emerging Local Plan. The study assesses the existing provision of community facilities and public transport provision across northern Devon’s urban and rural settlements. The resultant data will inform a settlement hierarchy, a critical requirement of the emerging joint Local Plan.

2.3 When considering the location of future development the local plan development strategy must accord with national planning policy where it seeks to direct development to the most sustainable locations which contain a variety of services and community facilities and where reasonable public transport services exist. In order to achieve this, the sustainability of settlements needs to be assessed in terms of the availability of services and facilities and levels of public transport provision. Those settlements with a broader range of services and facilities and higher levels of public transport provision and accessibility are considered to be the most sustainable.

3. Area Profile of northern Devon 3.1 The North Devon and Torridge area comprises about 1,903 square kilometres and has a population of around 157,5001 people living in a network of

historic market towns, rural settlements and coastal resorts. Population growth is approximately 1,000 people (0.6%) per year.

3.2 About half the population lives around the Taw and Torridge estuaries, in Barnstaple, Bideford, , Fremington, and Northam. The sea and the moors define the limits of the area and the pattern of development shows the maritime influence and the rurality of the area. Barnstaple is the only strategic town of sub-regional importance in northern Devon and is the main location in the area for the provision of further and higher education, for the District General Hospital, and for comparison shopping facilities. Bideford/Northam has a significant strategic complementary role and is linked to Barnstaple by the A39. These settlements together provide for many of the strategic service needs of the wider rural catchment, complemented by Fremington/ located between them along the B3233. The market and coastal towns of , , Great Torrington, and Braunton have a range of facilities that serve wider rural populations.

3.3 In addition, a number of rural settlements provide services for clusters of rural communities. These include , , , Hartland, , , and . In addition to Ilfracombe, coastal resorts include , Martin, Westward Ho! and , which provide a scale and range of facilities comparable to the large villages.

3.4 The North Devon Link Road and the Atlantic Highway run east-west, connecting the area to the M5 and to north Cornwall. The only rail link is the running between Barnstaple and . Other north-south links are of poorer quality and many rural communities are relatively isolated.

3.5 Exmoor National Park lies to the northeast and Dartmoor forms a barrier to the south. The area includes the catchments of the Rivers Taw and Torridge and their tributaries, which define the extent of the North Devon Biosphere Reserve, and to the west the headwaters of the River Tamar. The coastline is designated as an Area of Outstanding Natural Beauty and Heritage Coasts, which adjoin Exmoor National Park. The Area of Outstanding Natural Beauty covers 9% of northern Devon. Only about 5% of the area is urbanised. Most of the area is farmed and about 12% of the land area is wooded.

3.6 The estuary towns contain the main housing sub-market and employment areas. The economy comprises traditional agricultural and maritime sectors supplemented by light industrial activity, a large service sector and a growing green economy. The whole economy is augmented by with a distinct seasonality. During holiday seasons, there is a threefold increase in the population. The rural area has displayed some economic diversification trends but low overall levels of growth, in marked contrast to the relatively high levels of housing and population growth that has occurred within the towns of northern

Devon. Almost 70% of housing development in Torridge and 61% in North Devon occurred within the districts’ towns over the period 2001-2009.

4. Planning Policy and Guidance Context

4.1 National Planning Policy Framework 4.1.1 The National Planning Policy Framework2 (NPPF) sets out national planning policies for , which must be taken into account in the preparation of local and neighbourhood plans and is a material consideration in planning decisions. In addition, the Government published Planning Practice Guidance3 (PPG) in March 2014; this provides further details on government policy.

4.1.2 The NPPF introduces the ‘presumption in favour of sustainable development’. This is the golden-thread now running through the guidance, “If it can be demonstrated that proposed development is sustainable and fits with local policy then it should have a good chance of being approved”.

Local Plan requirements 4.1.3 Local planning authorities should set out the strategic priorities for the area in the Local Plan and should include strategic policies to deliver the homes and jobs; the provision of retail, leisure and other commercial development; the provision of community infrastructure and climate change mitigation and adaptation. Local Plans must plan positively for the development and infrastructure required in the area; be drawn up over an appropriate time scale, preferably a 15-year time horizon; be based on co-operation with public, private and voluntary sector; indicate broad locations for strategic development; allocate sites to promote development and flexible use of land; identify areas necessary to limit freedom to change the uses of buildings; identify land where development would be inappropriate; and contain a clear strategy for enhancing the natural, built and historic environment.

4.1.4 A key message to emerge from the Framework is the delivery of sustainable development, which is emphasised under a number of headings. Policies of particular significance to this study include: a. Supporting a Prosperous Rural Economy’ section: The policy has four elements: 1. growth of business and enterprise; 2. development and diversification of agricultural land; 3. tourism; and 4. community services.

The Framework states that planning policies should support economic growth in rural areas in order to create jobs and prosperity by taking a positive approach to sustainable new development which includes growth and expansion of all types of business and enterprise in rural areas promote the development and diversification of agricultural land-based rural businesses

rural tourism and leisure developments the retention and development of local services and community facilities in villages. b. Delivering a wide choice of quality homes: A key aim of this policy is to boost significantly the supply of housing. In rural areas the framework states local authorities should exercise the duty to cooperate with neighbouring authorities, be responsive to local circumstances and plan housing development to reflect local needs. The framework argues that to promote sustainable development in rural areas, housing should be located where it will enhance or maintain the vitality of rural communities and where there are groups of smaller settlements, development in one village may support services in a village nearby. For example, where there are groups of smaller settlements, development in one village may support services in a village nearby (paragraph 55).

The PPG provides further guidance including4:  It is important to recognise the particular issues facing rural areas in terms of housing supply and affordability, and the role of housing in supporting the broader sustainability of villages and smaller settlements.  A thriving rural community in a living, working countryside depends, in part, on retaining local services and community facilities such as schools, local shops, cultural venues, public houses and places of worship. Rural housing is essential to ensure viable use of these local facilities.  Assessing housing need and allocating sites should be considered at a strategic level and through the Local Plan and/or neighbourhood plan process. However, all settlements can play a role in delivering sustainable development in rural areas – and so blanket policies restricting housing development in some settlements and preventing other settlements from expanding should be avoided unless their use can be supported by robust evidence. c. Promoting sustainable transport: Developments should be planned to minimise travel and maximise sustainable transport. The Framework recognises that transport solutions in rural and urban areas will be different. In preparing Local Plans, local authorities should support a pattern of development that facilitates the use of sustainable modes of transport. d. Promoting healthy communities: The Framework recognises the important role the planning system can play an in facilitating social interaction and creating healthy, inclusive communities. Local authorities should create a shared vision with communities of the residential environment and facilities they wish to see. Local authorities should aim to involve all sections of the community in the development of Local Plans and in planning decisions, as

well as facilitating neighbourhood planning. Local planning policies and decisions should aim to achieve places which promote opportunities for meetings between members of the community; strong neighbourhood centres and active street frontages; safe and accessible environments; and safe and accessible developments, containing clear and legible pedestrian routes and high quality public space. e. Local Plan Evidence: The Framework requires that all Local Plans should be based on adequate, up-to-date and relevant evidence about the economic, social and environmental characteristics and prospects of the area. In preparing a local plan, North Devon and Torridge District must ensure their assessment of and strategies for housing, employment and other uses are integrated and take full account of relevant market and economic signals. To achieve this both Councils have been involved in a partnership of Councils for the Northern Peninsula preparing a joint Strategic Housing Market Assessment to assess housing needs to 2031. This assessment identifies the scale and mix of housing and the range of tenures that the local population is likely to need in northern Devon over the plan period.

To assist the delivery of housing requirements to 2031 both Councils have prepared a Strategic Housing Land Availability Assessment to establish realistic assumptions about the availability, suitability and the economic viability of land to meet the identified need for housing over the plan period.

4.1.5 This study adds to these two studies and helps to facilitate and assist the delivery of northern Devon Local Plan’s urban and rural strategies to 2031. The settlement hierarchy to emerge from this study will help guide development to the most sustainable rural locations over the plan period, a requirement of the National Planning Policy Framework.

4.2 Other Studies of Note 4.2.1 Further to the NPPF there have been a couple of key reports published over the past few years, which highlight some of the key issues affecting rural communities. Of particular importance: a. Living Working Countryside – The Taylor Report (July 2008). This report made recommendations on rural housing and planning where the overriding objective of the report was to help ensure the planning system brings a positive, lasting legacy of places in which people actually want to live. The report highlighted several problems in connection with the availability and cost of housing in rural areas, arguing that “affordable homes [in rural areas] are few and far between and business growth is too often restricted”. It made a number of specific recommendations, including “encouraging rural communities to develop small groups of affordable housing for local people to rent or buy where they meet criteria of local support” and “encouragement for new development on brownfield (previously developed) land to protect the

countryside.” The report also highlights the particular problems in relation to facilities and services in small rural settlements.

From the perspective of the rural facilities, a key point to note is that the Taylor report makes explicit the link between the availability of affordable housing in rural communities, and the sustainability of the businesses and facilities in those communities; “lack of affordable housing and local well-paid employment means many local people and those working in the community will be priced out, and the viability of local shops and services are thereby at risk…locally made decisions in these communities relating to just a few affordable homes can be crucial to the sustainability of the community, its shop, , school and local businesses. b. The Commission for Rural England published its State of the Countryside Report in July 2008. This is the tenth such annual report that has been produced. It is the final such report that will be produced, and the intention is to replace it with a more detailed study that will be published less frequently. This report identifies some general national trends, which can be usefully compared to the data derived from the survey of rural facilities. Specifically in relation to rural services, the report argues “Each year we have found there are fewer outlets for many services and poorer accessibility to services for people without cars. Use of the internet has risen markedly in rural areas (from 44% in 2002 to 62% in 2007), and rural internet users are more likely to use it for accessing services, but the availability of high-speed broadband remains low in sparsely populated areas.”

4.3 Local Plan Preparation 2007 to 2014

4.3.1 The form and contents of the emerging Local Plan has evolved over several years. When work commenced on the Local Development Framework in 2007, the intention was to produce range of Development Plan Documents, starting with a Core Strategy, in line with the Government’s legislation and planning policy guidance at that time. The following consultations on the Core Strategy took place: a. North Devon and Torridge Issues and Options Paper (November 2007) This document sets the scene and background for the northern Devon Local Plan. The consultation paper illustrates the main planning issues facing the area and provides a number of possible solutions to help resolve these issues. Feedback from the Issues and Options consultation together with the Sustainability Appraisal suggests that a proportion of northern Devon’s growth should be directed to those villages that have a range of local services. b. North Devon and Torridge pre-publication Draft Core Strategy (Jan 2010) This document was published in light of responses received at the Issues and Options stage. The Paper sets out the preferred locations for the

development alongside the emerging planning framework for the long-term future of northern Devon.

4.3.2 Following the introduction of both the National Planning Policy Framewrok and new planning legislation in 2012, the Councils decided to take a single document approach to producing a new Local Plan. To date the following Local Plan consultations have taken place: a. North Devon and Torridge pre-publication Draft Local Plan (Jan 2013) This document took forward the extensive work carried out for the Core Strategy, expanding the range of planning policies covered to include a section on Development Management matters. Significant changes to strategic matters such as the scale of housing to be planned for and revising the plan period to 203 were also consulted on. b. North Devon and Torridge Draft Local Plan (June 2014). This document was published in light of responses received at the pre-publication draft Local Plan. A significant addition to the Draft Local plan at this stage was the inclusion of Part Three: Rural Strategies. This part of the Plan contains village plans that set out local community aspirations and the location of new infrastructure, employment and housing development proposed in the identified Local Centres and Villages.

4.3.3 Of particular interest to this assessment are comments made about the Rural Area Strategy at all four consultation stages; a summary of these comments are set out below:

a. Where modest levels of growth need to be accommodated, the necessary infrastructure should be provided in step with the development. These conditions are most likely to be present in rural service centres and in clusters of settlements that share facilitates and help to increase levels of self-containment;

b. Concerns were expressed regarding the sustainability impact, such as increasing car journeys, poor public transport and potential imbalances between housing growth and future infrastructure capacity and employment opportunities;

c. It was recommended that a policy will need to be flexible enough to accommodate necessary development, meet local community needs, sustain services, and enhance village character while helping o sustain the quality of rural life and limit commuter pressures;

d. Local communities highlighted the need to give weight to community led planning, ensure development does not negatively affect designated landscapes and the character of villages, promote small infill development

that enhance rural distinctiveness and allow for village development to provide community facilities.

4.4 Sustainability Appraisal (2007, 2010, 2013 and 2014) The settlement strategy effectively progresses Sustainability Appraisal objectives, particularly for housing and communities and builds on sustainable development principles found in the NPPF. Evidence indicates that maintaining the viability of rural communities is key to raising standards of living for the wider community of the northern Devon area.

5. The process of forming the northern Devon settlement hierarchy 5.1 When considering the location of future development, the local plan development strategy must accord with national planning policy where it seeks to direct development to the most sustainable locations which contain a variety of services and community facilities and where reasonable public transport services exist. In order to achieve this, the sustainability of settlements needs to be assessed in terms of the availability of services and facilities and level of public transport provision. Those settlements with a broader range of services and facilities and higher level of public transport provision and accessibility are considered to be the most sustainable.

5.2 Sustainability Indicators 5.2.1 Having regard to the national and local planning context, consideration needs to be given to ranking settlements within the Districts of North Devon and Torridge in terms of the their ‘sustainability’. In terms of developing indicators to measure sustainability, there are several recognised definitions of the term ‘sustainability’. It is considered appropriate to use the definition provided within the NPPF, which is loosely based on the high level 1987 Bruntland Report definition of sustainable development, “meeting today’s needs without compromising the needs of future generations”.

5.2.2 The NPPF refers to the five guiding principles established in the 2005 UK Sustainable Development Strategy, these being: 1. living with the planet’s environmental limits; 2. ensuring a strong, healthy and just society; 3. achieving a sustainable economy; 4. promoting good governance; and 5. using sound science responsibly.

5.2.3 Policies set out in the NPPF constitute the Government’s view of what sustainable development means in practice for the English planning system. The NPPF establishes three dimensions to sustainable development which give rise to the need for the planning system to perform a number of roles:  economic role: contributing to building a strong, responsive and competitive economy;  social role: supporting strong, vibrant and healthy communities; and  environmental role: contributing to protecting and enhancing the natural, built and historic environment.

5.2.4 Table 1 outlines the broad sustainability indicators identified in the NPPF and how these relate to local considerations and the indicators used to examine the sustainability of settlements in North Devon and Torridge District.

5.3A Economic and Social Sustainability Indicators In order to assess the sustainability of each settlement in terms of maintaining high and stable levels of economic growth and social progress, each settlement has been assessed in terms of:  the number of schools, shops, ‘other community facilities’ located within the vicinity;  access to public transport and employment opportunities; and  travel to work patterns.

The community facilities and services that will be assessed include:  permanent library;  mobile library;  community / village halls  churches;  doctors surgery;  dentist surgery;  children’s play areas;  public houses / bars / inns;  restaurants / cafés / takeaways;  post offices;  pharmacy;  petrol station; and  banks or building societies.

5.3B Environmental Sustainability Indicators Appendix H lists the environmental designations that apply across the two Districts, including Sites of Special Scientific Interest (SSSI) and Special Areas of Conservation (SAC), Areas of Outstanding Natural Beauty (AONB) and areas liable to flood risk. These designations must be taken into account when determining the amount and type of development that may be appropriate for each settlement.

Whilst some areas of a settlement may be constrained by environmental considerations such as flood risks, or adjoin environmental designations such as Sites of Special Scientific Interest, this does not render the whole of the settlement ‘unsustainable’. Development may be acceptable if adequate avoidance or mitigation can be provided.

5.3C Prudent Use of Natural Resources It should be noted that the Councils have not identified any indicators to assess settlements in terms of the ‘prudent use of natural resources’. This sustainability indicator is not considered to be location-specific. For example, the use of renewable energy in new developments should take place on all developments

independent of their location within the Plan area. It is therefore not currently effective to examine each settlement in terms of this indicator.

5.4 Town and Parish Councils As part of the creation of the Northern Devon settlement hierarchy, each town and parish council was contacted to ascertain the provision of local services and facilities. In addition, information from Town and Parish websites was also used where available. Several parish and town councils have undertaken recent surveys as part of Village Design Statements or other studies.

5.5 Method of Evaluation 5.5.1 To enable a comparison to be made between the settlements and their sustainability the following methods have been employed: a. Scoring (quantitative) – each settlement is scored in terms of its performance against individual or groups of criteria (e.g. individual criteria could be grouped together to form an overall assessment of a single criterion e.g. accessibility). Figures shown in Table 3 are scores based on the criteria found in Appendix C and illustrate the number of shops or other facilities a settlement has; b. Ranking – settlements are given a rank in terms of their suitability or preference for development based on the assessment of sustainability in social and economic terms (e.g. rank 1 means that a settlement is best in terms of scoring or represents the most desirable option).

5.5.2 There are often multiples of certain types of community facilities within settlements. However, with the exception of convenience and comparison retail units, weight has not been given to the varying multiples of a community facility available within a settlement. It is clear the study is only a snapshot of facilities and services available at a given point in time. The study recognises that facilities, jobs and public transport routes are liable to change over time.

5.5.3 Whilst the economic and social sustainability indicators have been scored and ranked, this has not been done for the environmental sustainability indicators. Scoring and ranking the environmental indicators would suggest that some environmental designations are more significant than others and should be given more effective protection.

5.5.4 Appendix B illustrates the methodology used to establish the settlement ranking found in chapter 6 and Appendix C.

5.6 Categorising the Settlements 5.6.1 The next stage of the assessment is to use the scoring and written analysis to categorise each settlement into the hierarchy. When combining the

sustainability indicators (i.e the level of community facilities and services available and accessibility to urban centres), the following categories will look to identify those settlement / communities that provide:

a. Strategic Centres – These settlements offer the largest and most diverse range of key services and facilities. The settlement acts as a local transport hub for many communities inside and outside northern Devon; b. Main Towns – These settlements provide local services and facilities for the immediate town and neighbouring rural community. Local bus services serve the town’s local rural hinterland; c. Local Centres – Offer a good range of rural services and facilities such as a shop, primary school and daily bus service to a higher order settlement; d. Villages – Some rural services and daily bus service to a higher order settlement; e. Rural Settlements – Limited rural facilities / services f. Countryside – Limited or no services and facilities.

5.6.2 Both Councils consider these categories to best describe the types of settlement within northern Devon.

6. Scoring settlements within Northern Devon 6.1 This study has identified 181 settlements within Northern Devon, ranging from large urban areas such as Barnstaple to small rural communities and hamlets like that of Haytown in the parish of . A list of the settlements can be found in Appendix A. Figure 1 illustrates the geographic location of some of the larger settlements within Northern Devon. Information on the level of employment opportunities, the number and type of community facilities and services present and access to public transport within a settlement will enable the study to compare levels of sustainability to formulate a settlement hierarchy.

6.2 The availability of services and facilities within settlements 6.2.1 Using the weighted scoring system outlined in previous chapter (section 5.5) and in Table 2, the maximum score that can be obtained if a settlement contained every type of service and facility identified in the assessment is 72 points. A full classification of the scoring methodology along with definitions and caveats is to be found in Appendix B. The weighted scoring system is spilt into five distinct themes, namely retail, education, community facilities, public transport and employment. The following table illustrates the weighting methodology and the maximum scores a settlement can achieve in each theme.

6.3 The influence of services and facilities 6.3.1 One of the aims of this study is to identify linkages between settlements and to assess whether certain settlements acted as a local service provider for other settlements. To enable this analysis to take place, information was requested of Town and Parish Councils to identify where services and facilities were accessed if they were not located within the settlement in question. As the information received on such linkages was not as comprehensive as that received on the number and type of facilities within the settlement, the Councils have conducted further research to ascertain the linkages (based on knowledge of officers and Councillors, census information (including travel to work data) and public transport timetables). Together, this information provides a generalised picture of linkages between the settlements in northern Devon, although recognising there are many circumstances that can determine a resident’s choice of service, the nearest may not always be that preferred.

6.3.2 Trends show rural settlements located close to or adjacent to urban settlements are accessing key services and facilities in the urban settlement. For example the settlement of is located roughly 3 miles from Barnstaple town centre, which has a large range of retail provision, leisure and employment opportunities and community facilities. Landkey village does contain a post office, shop and primary school, however it looks to Barnstaple when accessing general health care provision, auto-repair garage, petrol station, banking and employment. It might be said that Landkey’s close proximity to Barnstaple has impacted the availability of services present within the village as well as its ability to retain its remaining services.

6.3.3 It is evident that some rural settlements accessed a variety of other / neighbouring rural settlements to obtain key services and facilities. For example, the villages of Burrington, Kings Nympton and look to the village of Chulmleigh for shopping, banking, health care and educational facilities. Whilst this study does not undertake a detailed statistical analysis of the survey data, general observations indicate an inverse correlation between the distance of urban services and the presence of rural services in a rural settlement. The village of Chulmleigh is a particular case in point. It is argued their distance from the influences of urban services and facilities (such as those in Barnstaple, Bideford and South Molton) as well as the increasing sparse nature of the local rural population supports the retention and increases the influence of rural services and facilities within Chulmleigh.

6.3.4 Different types of services or facilities can been seen to have different levels of influence over how far people are prepared to access them. Secondary schools located in rural areas serve a wide catchment area in rural areas but other services such as village shops have a much smaller catchment area. Of all the services and facilities surveyed, secondary schools, doctors’ surgeries,

4dentists and banking facilities were seen to have the largest sphere of influence in terms of attracting users from the widest area.

6.3.5 The survey results show several instances of rural settlements acting in a network of services and facilities. In such networks, each settlement provides some services or facilities whilst accessing other services in a neighbouring settlement, the result of which creates a network of rural settlements providing a complement of rural services. The survey found the following rural settlements to be exhibiting a network of service provision:

a. Guineaford, Kings Heanton, Marwood, Middle Marwood, Prixford, Milltown and Muddiford b. Newton Tracey, Lovacott and Horwood c. and d. and e. and Yeo Mill f. Clovelly and Higher Clovelly g. and Kentisbury Ford

6.4 Identifying higher order settlements within northern Devon 6.4.1 The following table ranks settlements with the largest range of services and facilities that resulted in the twenty highest scores. It provides a breakdown of that score in terms of the five distinct weighted scoring themes.

6.4.2 Results in Table 3 show a distinct variation between the top eight scoring settlements and all other scored settlements.

6.4.3 The highest scoring settlement in northern Devon is Barnstaple, scoring a maximum 72 points. Barnstaple contains all of the identified key and secondary community facilities, the town has the largest range of educational facilities and the most diverse range of convenience and comparison stores, 34 and 198 respectively. Public transport access to higher order settlements is substantially more frequent and diverse than other urban centres in northern Devon. Barnstaple scores maximum points for public transport and recognises that it acts as a local and regional transport hub, with daily services to Exeter, Bristol, Birmingham and London. Barnstaple also offers the largest and widest range of employment opportunities in northern Devon.

6.4.4 There is a clear distinction between the top eight settlements in Table 2 and settlements ranked 9th and lower. In most cases the top eight scoring settlements can be said to offer a large and diverse range of comparison stores, convenience shops and community facilities. Apart from the clustered communities of Northam, Westward Ho! and Appledore, the top eight settlements all have a primary and secondary school and access to an active local employment market. Access to public transport does vary in the top eight settlements.

6.4.5 It is evident that rural settlements located inland away from the coast and estuary score more poorly in terms of access to public transport. Unsurprisingly settlements located on a local transport route between two urban areas scored well. For example Fremington/Yelland and benefit from their location on the Barnstaple and Bideford bus route where it scores well in terms of frequency and travel time. However the Higher Order Settlements of Great Torrington, Holsworthy and South Molton, whilst scoring well in terms of retail, education community facilities and employment, have lower levels of public transport provision and access due to their rural locations.

6.4.6 It is clear the facilities and services located in the urban towns of Barnstaple and Bideford, the urban suburbs of Northam, Westward Ho! and Appledore and the rural settlements of Great Torrington, Holsworthy, Ilfracombe, South Molton and Braunton/Wrafton exert a strong influence over their respective rural areas by providing many of the goods and services required by rural residents.

6.4.7 Results also highlight the influence of towns outside the northern Devon area and in particular the urban settlements of , Tiverton, Launceston and . These settlements are found to have varying degrees of influence on northern Devon’s settlements. 21

6.4.8 Based on weighted scores alone, Table 3 shows there is a considerable difference between the facilities and services available in the top eight scoring settlements compared to all other settlements surveyed. Table 3 shows a difference of 13 points between 8th and 9th ranked settlements, which is the largest score separation found in all 181 ranked settlements. The ranked 9th highest scoring settlement of Fremington and Yelland scores well in terms of access to public transport and access to local employment markets, however there is a noticeable drop in the number of community facilities and schools when compared against settlements ranked higher, which reflects its proximity to Barnstaple.

6.4.9 Settlements ranked 1st to 8th can be said to be offering the greatest range and type of facilities and services to local urban and rural communities. These settlements are the most sustainable locations in northern Devon and as such are considered to be Higher Order Settlements. It is concluded that whilst Fremington and Yelland has a suburban character and provides a relatively good supply of facilities and services, its limited secondary educational provision and retail offer mean that it should not be classified as a Higher Order Settlement.

6.5 The influence of Higher Order Settlement on rural areas 6.5.1 Whilst the weighted scores offer a valuable insight, enabling the study to rank the sustainability of settlements, it is important to examine the impact of these services, goods and employment opportunities to provide a more detailed account of their influence. The study needs to establish how facilities and services located in each Higher Order Settlement provide for their respective rural communities. The following provides a brief summary of the influences exerted by each of the Higher Order Settlements.

Barnstaple’s (rank 1st) influence is by far the largest of the urban areas in terms of the availability and accessibility of key services and facilities. On a local scale the neighbouring villages of Ashford, Bishops Tawton, , Lake, Landkey, , amongst other are said to access the majority of their key services from Barnstaple. Due to Barnstaple’s complement of strategic services, goods and employment opportunities it can attract people from further afield. Its sphere of influence stretches beyond the northern Devon boundary in to Exmoor in the east and to a lesser extent to the south.

Bideford (rank 2nd) influences many rural communities and settlements located in the north west of northern Devon. The rural settlement such of , Fairy Cross, Horns Cross, , and Westleigh are heavily influenced by the services and facilities offered in Bideford.

Ilfracombe (rank 3rd) provides a focus for many of the smaller settlements located in the north east of the northern Devon area. Its services and facilities

support the rural settlements of , Combe Martin, Lee and amongst others.

Braunton and Wrafton (rank 4th) Braunton has strong links with Wrafton and with the surrounding villages (including Croyde, Georgeham, Knowle and ) as well as links to the Marine base at Chivenor. It acts as a significant local service centre providing local shopping, education, healthcare, work, leisure and community facilities. For higher order services including comparison shopping, higher education and alternative work opportunities, residents generally travel to Barnstaple or Ilfracombe

Great Torrington (rank 5th) provides the primary focus of services for settlements located in the west of the northern Devon area. The rural settlements such of , and are heavily influenced by the services and facilities offered in Great Torrington.

South Molton (rank 6th) is the main service provider for those villages located in the east of the northern Devon area. Its services and facilities support the surrounding rural settlements of , Bishop’s Nympton, Bish Mill, , Clapworthy, , King’s Nympton, Mariansleigh, North Molton and amongst others.

Northam, Westward Ho! and Appledore (rank 7th) provides for the needs of these communities, but the surrounding rural settlements and more likely to access higher order services and facilities in Bideford.

Holsworthy (rank 8th) provides the primary focus of services for rural settlements located in the south west of the northern Devon area. The surrounding rural settlements, such of , Chilsworthy. and , are heavily influenced by the services and facilities offered in Holsworthy.

It is recognised that some Higher Order Settlements beyond northern Devon, such as Bude, Okehampton, Launceston and Tiverton, will influence and provide services for some settlements at the edges of the Plan area.

6.6 Towards a Settlement Hierarchy 6.6.1 To recap the purpose of this report is threefold. Firstly the survey work aims to assist in the identification of sustainable rural settlements; secondly to identify possible links between settlements to gain a picture of the relationship of settlements to one another and the manner in which certain settlements may act as a local service centre for surrounding smaller settlements which few or no facilities of their own; and thirdly to enhance and complement existing information about rural services and facilities held by North Devon and Torridge District Councils and other agencies.

6.6.2 The main conclusions to be drawn from the weighted scores are that the larger the settlements, in terms of the number of services and facilities that are located within the settlement, the more sustainable the settlement. It is also found that a number of rural settlements clearly provide a role as a local service centre for smaller settlements in their vicinity. These settlements generally provide a primary school, a local shop, a good range of village community facilities, daily access to an urban centre via public transport and have some local employment opportunities.

6.6.3 Understandably a correlation exists between the size of a settlement’s area of influence and the number and type of services it contains. For example the settlement of Chulmleigh supports a large rural area in the southern part of northern Devon. Whilst the settlement does benefit from a number of service and facilities, its influence on the local rural area is particularly large due to its secondary school, a sparsely distributed rural population and limited alternative services and facilities.

6.6.4 Results show that different types of services and facilities can be seen to exert a different level of influence over other settlements. The presence of an active employment market with employment opportunities, a secondary school, a doctor’s surgery, a dentist and banking facilities contributed significantly to a settlement’s spatial sphere of influence.

6.6.5 General observations have found that despite some rural settlements recording a high number of services, their sphere of influence is limited by the presence of a larger urban settlement nearby. This is especially true for Woolacombe where its area of influence is limited by the presence of urban settlements of Braunton and Ilfracombe. Furthermore many of the services and facilities provided can be seasonal as a result of the settlement’s tourism role.

6.6.6 Analysis of settlement scores unsurprisingly identifies the settlements of Barnstaple, Bideford, Ilfracombe, Braunton and Wrafton, Northam (including Westward Ho! and Appledore), Great Torrington, Holsworthy, and South Molton as Higher Order Settlements. These settlements are considered to be the most sustainable in terms of their service and facility provision and influence on local community lives.

7. A Settlement Hierarchy for Northern Devon

7.1 This chapter recommends a hierarchy of settlements for northern Devon. It is influenced by results of the settlement scores found in chapter 6 and Appendix C.

7.2 Whilst a settlement hierarchy will indicate the most sustainable locations for development, it is not the only consideration when deciding the location, type and quantum of development. Development is also dependent on a number of other factors, including the strategic policy direction, environmental constraints and suitable sites being available for development. The hierarchy will however help to guide the search for sites when specific allocations and applications for development are considered.

The Categorisation of Settlements within Northern Devon 7.3 Various trends have emerged by analysing community facilities and services available within the settlements and the accessibility of these settlements to urban centres. Analysis shows settlements fall in to several distinct categories, these settlements are as follows:  Settlements which provide a high level of key services and facilities and act as local centre serving a large hinterland. The settlement can also access regional cities including Exeter via public transport;  Settlements which provide a reduced level of key service and facilities who can access neighbouring local towns via public transport and in many cases service a local rural hinterland;  Settlements that provide local services and facilities to a local rural hinterland. Daily (Monday to Friday) access to a local urban area is achievable via public transport;  Rural communities with limited services and limited access to public transport. Primary serving the needs of the settlement.  A number rural settlements acting together to provide a range of local facilities spread between these settlements (e.g. Kings Heanton, Marwood, Muddiford, Prixford);  Rural communities with very limited services and facilities; and  Other rural communities with no services or facilities for example hamlets and small ribbon developments.

7.4 The settlement categories provide a useful structure in which to apply a detailed hierarchy where certain criteria must be met in full in order to merit a certain status. Advancing the categories identified above, the study indicates the following settlement hierarchy.

Category one settlements – Strategic Centre 7.5 The following test is considered suitable and appropriate to define a strategic centre. A Strategic Centre must include: a) At least 16 or more convenience and 100 or more comparison stores; b) Primary, secondary and higher education facilities (3 to 18 years); c) A full score of 31 community facility points; d) A full employment score of 8 points; e) Very good access to public transport; a score of 8 (out of 8) points.

7.6 The settlements of Barnstaple (inc, parts of adjoining parishes) and Bideford are considered to be the most sustainable settlements within northern Devon. They provide the greatest quantity and range of services and facilities to meet the needs of local communities in northern Devon. These settlements provide:  A wide range of comparison and convenience retail facilities;  Educational facilities at a primary, secondary and higher level;  Contain the widest range of community services and facilities;  Highest levels of employment facilities and opportunities; and  Good public transport services via bus and rail (Barnstaple).

7.7 It is also evident that the settlements of Barnstaple and Bideford support and service their respective rural hinterlands. In terms of environmental sustainability, neither settlement has its built up areas restricted by the AONB designation. However both settlements have significant areas of the built environment within flood zones two and three (see Appendix H).

7.8 With regard to the settlement hierarchy it is considered appropriate to identify Barnstaple and Bideford as settlements offering local communities with Key Services at the top of the hierarchy.

Category two settlements – Main Centres 7.9 The following test is considered suitable and appropriate to define a Main Centre. A Main Centre must include: a) At least 6 or more convenience and 10 or more comparison stores; b) Primary and secondary education facilities (3 to 16 years of age); c) Score at least 20 (out of 29) community facility points; d) Employment score of at least 7 (out of 8) points; e) Reasonable access to public transport; a score of at least 3 (out of 8) points.

7.10 These settlements all have the good range of services expected in larger rural and/or suburban villages. When services and facilities are not available within these settlements they have good links to Barnstaple and Bideford or possibly towns outside of northern Devon, which is particularly evident when

accessing health services and higher education. Each of these settlements has either an infant and junior or a primary school within the settlement.

7.11 The assessment has found the communities of Northam, Westward Ho! and Appledore act collectively in their provision and access of key and local services and facilities. The assessment also identified that, whilst Braunton and Wrafton are separated by a strategic gap, they function collectively with most of the services located within Braunton village centre.

7.12 With regard to the settlement hierarchy it is considered appropriate to identify the following settlements (in table 4) as communities with some key services in the second tier of the settlement hierarchy. These settlements are to be known as Main Centres.

7.14 Each of these settlements has a convenience store (most associated with a Post Office) that could meet the essential day-to-day needs of local residents and neighbouring rural settlements. The majority of these settlements have either an infant and junior school or a primary school within the settlement.

7.15 It is considered appropriate to place the following settlements (listed in Table 5) in the third tier of the settlement hierarchy. These settlements are to be known as Local Centres.

It is considered appropriate to place the following settlements (Table 6) in the fourth tier of the settlement hierarchy. These settlements are to be known as Villages. A Village must include: a) A convenience shop (village shop) or a primary school and/or infant school and junior school; b) Score at least 5 (out of 29) community facility points; c) Employment score of at least 3 (out of 8) points; d) Limited access to public transport of at least 2 (out of 8) points.

Category five settlements – Rural Settlements 7.17 These settlements have a recognisable community, either individually or through a cluster of settlements, but have very limited or no immediate access to rural services and facilities. Such communities nevertheless generate local development needs that will contribute to supporting an active rural area. Rural Settlements must include at least one of the following facilities or services: Community/village hall, post office, public house, convenience shop, place of worship, sports playing field, primary school.

7.18 It is considered appropriate to place the following settlements (Table 7) in the fifth tier of the settlement hierarchy, although settlements could easily be added or removed from this list were a facility or service to be provided or lost within the particular community. These settlements are to be known as Rural Settlements.

8. How this information will be used

8.1 The settlement hierarchy set out in this assessment, along with the other studies in the evidence base (including the Town Studies), has been used to inform the spatial strategy in the joint Local Plan. The aim of the hierarchy is to direct development that serves local needs to the most sustainable and accessible locations.

Appendix B - Settlement Hierarchy Weighting Methodology

1. Retail

 Convenience: shops selling goods such as food, newspapers and drinks which tend to be purchased regularly and for which convenience of purchase is therefore important i.e. a general store, newsagent.  Comparison: shops selling non-food items including clothing, footwear, household goods, furniture and electrical goods which purchasers compare on the basis of price and quality before buying.

However, these schools have been acknowledged, and when they offer dual use facilities this has been noted in the text as a qualitative factor, but not ranked or scored. Education facilities for 16 - 18 year olds has been similarly acknowledged.

In order to ensure that differing availability of certain types of services, where there is likely to be more than one in some settlements, different ranking systems have been applied to the following facilities.

Ranking points applied: 3 = Community Hall 2 = Bank, Post Office, Hospital, Cinema / Theatre, Doctor Surgery / Heath Centre, Car Repairs / Sales, Petrol Station, Pharmacy, Dental Surgery, Library, Public House /Bar 1 = Restaurant / Café / Takeaway, Place of Worship, Veterinary Practice, Sport pitches and areas, Equipped play areas and Mobile Library. If the key community facility is only available part of the week. 0 = If the community facility is not present within the settlement

This information came from a variety of sources:

Permanent & Mobile Libraries Information on the location and opening times of permanent and mobile libraries was obtained from the website. Information on mobile library timetables was accessed from the website in September 2012.

Community/ Village Halls Information on the location of community/ village halls was obtained from Council records of village and community halls. This information was crossed referenced with search engines such as up ‘mystreet’ and ‘find mynearest’.

Places of Worship Information on the location of places of worship was obtained from search engines including the Yell.com website and was then crossed referenced with search engines such as ‘upmystreet’ and ‘find mynearest’.

This was checked against local village websites, church websites and Northern Devon Borough Council GIS layers.

Doctors and Dentist Surgeries The source of this information was the National Health Service service directories available on www.nhs.uk/servicedirectories. This information was crossed referenced with search engines such as ‘upmystreet’ and ‘find mynearest’.

This information has been gathered during survey work carried out specifically for the Settlement hierarchy during 2009 and subsequently updated during 2013.

4. Transport

Bus Travel Times: Where there are a number of bus stops, within a settlement and on the same route, the most central bus stop within the settlement is taken for earliest and latest bus times (i.e. High Street).

Number of Buses travelling to urban centres: When counting the number of direct routes to an urban centre, within specified time limits, this does not include a different bus route to the same urban centre.

Exclusions: This does not include any bus services, which only run during school term times.

Limited Services on Saturdays: When there are a reduced number of buses travelling on a route, compared to the number of services running Monday to Friday or if the first pick up times are later than during the week.

2 = A range of local employment opportunities such as a pub, shop, school, tea room within the settlement;

1 = Very limited employment opportunities other than rural and land based businesses within the settlement.

The source of this information was the Town and Parish Audits where returned, together with local knowledge, site visits and 2001 Census.

B) The Employment Market

Ranking applied to local employment market:

4 = A settlement which has more than 1001 employees through living and working in the ward and commuting in from elsewhere;

3 = A settlement which has between 501 and 1000 employees through living and working in the ward and commuting in from elsewhere;

2 = A settlement which has between 101 and 500 employees through living and working in the ward and commuting in from elsewhere;

1 = A settlement which has less than 100 employees through living and working in the ward and commuting in from elsewhere.

The source of this information is the 2001 Census UK Travel Flows, which is only available on a ward basis. As such, the figure for some of the smaller settlements (such as those at Chivenor in Heanton Punchardon ward, or part of Roundswell in Tawstock parish within Landkey, Swimbridge and Taw ward) may appear high as it reflects the number of people who come to work in the larger settlements in 41

that ward. This however does not appear to significantly affect the overall ranking.
