Member of the public Mr Jenkins addressed the Committee and spoke outlining reasons why he considered the above application should be refused.

P/05/949/FUL 66 Park Street, Bridgend CF31 4BB - Conversion of existing offices into 6 No. flats.

subject to the inclusion of the following Conditions 1 to 9 replacing Conditions 1 and 2 of the report:-

1. No development shall commence until a scheme for the realignment of the junction of the rear lane to the north of the development with St Leonards Road to the north has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be

4. No development shall commence until a scheme for the provision of a turning facility on the rear lane to the north of the development has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented before the development is brought into beneficial use. Such a turning facility shall be adequate to cater for all calling service and delivery vehicles wishing to access the flats within the development that gain primary access off the rear lane.

5. Notwithstanding the submitted drawings, no works shall commence on site until engineering details of the road layout with sections, surface water drainage and visibility splays to junctions, have been submitted to and approved in writing by the Local Planning Authority. The works shall then be implemented in accordance with the approved details before the development is brought into beneficial use.

6. No development shall commence until a scheme for the provision of 3.65m minimum width of access leading from the rear lane to the north of the development to the rear parking area has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented before the development is brought into beneficial use.

7. No development shall commence until details of the permanent materials for completing the approved accesses and parking areas have been submitted to and approved in writing by the Local Planning Authority. The access and parking areas shall be completed in accordance with the approved details with the individual spaces clearly demarcated in permanent materials in accordance with the submitted drawing No. 2512/21 prior to the approved development being brought into beneficial use.

Reason : In the interests of highway safety.

8. No development shall commence until a scheme for the provision of temporary traffic management during the improvement of the rear lane and junction with St Leonards Road has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented during the works to improve the highway.

Reason : In the interests of highway safety.

9. No development shall commence until a scheme for the provision of traffic signing and roadmarkings on St Leonard's Road has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented before the development is brought into beneficial use. Such a scheme shall include for warning signs and road markings on both approaches to the junction of St Leonard's Road with the rear lane serving the development.

Condition 3 of the recommendation shall be amended to read:-

Development shall be carried out in accordance with the agreed details before the development is brought into beneficial use.

Reason : In the interests of privacy.

11. No works shall commence on site until a scheme has been submitted to and approved in writing by the Local Planning Authority giving details of the measures to be taken for the protection of the retained trees on site during the course of the development.

Reason: Where there are policy issues to be addressed and the site visit will assist in gaining a better understanding of the policy issues. Where the effect on adjoining development requires careful consideration.

Member of the public, Mr E Saunders addressed the Committee and spoke outlining reasons why he felt that consideration of the above application be deferred for a full Committee site inspection. Following this, Agent to the applicant Mr R Hathaway outlined reasons why he considered the application should be granted subject to the Conditions recommended in the report of the Executive Director - Environment.

P/05/1135/FUL 88 Pisgah Street, , Bridgend CF33 6DA - 9 No. flats with car parking.

Reason: Where the visual impact of a proposed development is likely to be significant and which can only be fully appreciated on site.

Community Councillor Alan Jones addressed the Committee and spoke outlining reasons why Community Council considered the above application should be refused.

P/05/1267/FUL The Fountain Inn, 1 Park Road, Aberkenfig, Bridgend CF32 0EN - Erect dining room / coffee lounge extension and carry out works to the existing car park.

Reason: Where the effect on adjoining development requires careful consideration.

Mr S Finning addressed the Committee and spoke outlining reasons why he considered the above application should be refused. Failing a recommendation of refusal he recommended that Members should undertake a site inspection.

337 DEVELOPMENTS BY COUNCIL

RESOLVED: (1) That for the purposes of Regulation 3 of the Town and Country Planning General Regulations 1992, the Council authorise the carrying out of the following developments:-

339 TOWN AND COUNTRY PLANNING ACT 1990 SECTION 106 AGREEMENTS

RESOLVED: (1) That having regard to the following application, the applicant be required to enter into a Section 106 Agreement to provide a contribution of £3,799.35 (index linked from 7 July 2005) towards highway improvements at the junction of the industrial estate access and route A4065 (Abergarw Road) comprising improved junction radii, adjusted footway, crossing facilities and enhance visibility, prior to the development being brought into beneficial use:-

343 RETROSPECTIVE PLANNING APPLICATIONS

The Assistant Director Planning, advised Members that in view of the size of the agenda for the special meeting of the Planning and Development Committee scheduled for 30 th November 2005, it would now be necessary for this meeting to commence at 9.30am and not 10.00am as advised by Committee Services / Cabinet Support previously.
