1.0 INTRODUCTION

1.1 The Deposit Bridgend Local Development Plan (LDP) was made available for public consultation from the 4th July 2011 to the 9th September 2011.

1.2 In accordance with the Town and Country Planning (LDP) () Regulations 2005, the Council must now advertise any site allocation representation (Alternative Sites) as soon as reasonably practicable after the expiry of the consultation period.

1.3 It is important to stress that the Alternative Sites are those sites proposed by representors during consultation on the Deposit LDP and are NOT Council proposed sites.

1.4 The Regulations specify that a site allocation representation includes those that: -

a. Add a site; b. Alter a site; or c. Delete a site

allocated in the Deposit LDP.

2.0 ALTERNATIVE SITES CONSULTATION PERIOD

2.1 The period for representations to be made in respect of the Alternative Sites is 6 weeks. The consultation period commences on Friday 28th October 2011. Representations in respect of the Alternative Sites should be sent on the prescribed forms to:

Group Manager – Development, Bridgend County Borough Council, Civic Offices, Angel Street, Bridgend, CF31 4WB or by email to: [email protected] or online via www.bridgend.gov.uk/ldp before 5pm on Friday 9th December 2011.

2.2 Representations received after this deadline will not be accepted. It should also be noted that all representations made will be available for the public to view.

2.3 The process is necessary so that the Inspector can be confident that everyone affected has had the opportunity to comment before he/she makes a change to the Plan.

1 3.0 PURPOSE OF THE ALTERNATIVE SITES CONSULTATION

3.1 The purpose of this consultation is: -

• To enable the general public and interested parties to make representations to a site submitted as a representation to the Bridgend Deposit LDP.

• To help assess whether any new sites should be included in the Local Development Plan as a result of representations made to the Deposit LDP.

• To examine whether there are satisfactory reasons why new sites have been brought forward at this stage of the process.

• To provide an opportunity for the Council to consider any representations made to the Plan.

4.0 WHAT IS AN ALTERNATIVE SITE?

4.1 Alternative sites are those sites proposed by representors during the Deposit Plan Consultation and are not Council proposed sites.

4.2 The Alternative Sites Register outlines the site allocation representations that were received from the public and other organisations during the Deposit Pan Consultation, which sought to either: -

A. Add a new site for a specified land use to the Deposit LDP; B. Alter the boundaries of a site allocated in the Deposit LDP or amend details of the site; C. Delete a site allocated in the Deposit LDP; or D. Amend the settlement boundary of the Deposit LDP.

5. 0 CONTENTS OF THE ALTERNATIVE SITES REGISTER

5.1 The Alternative Site Register sets out the site allocation representations that were received during the consultation on the Deposit LDP. The Register is in four parts:-

5.2 Part A – New Sites: These representations propose a new site for a particular use or development.

5.3 Part B – Amended Sites: Representations seeking to amend the existing LDP Allocations are included in Part B. These representations either seek to put forward an alternative use of a site allocated in the Deposit Plan, (for example the proposal may be that a site allocated for housing in the Plan should be allocated for a facility); or seek to amend the boundary of a site allocation in the Deposit Plan.

2 5.4 Part C – Deleted Sites: Representations seeking the deletion of a site allocated for a particular use in the Deposit Draft LDP are included in Part C of the register.

5.5 Part D – Amend Settlement Boundary: Representations seeking to amend the Settlement Boundaries shown in the Deposit LDP are included in Part D. Representations essentially either seek to include additional land within the settlement boundary or conversely, to exclude an area of land currently shown within the settlement boundary.

5.6 It is important to note that some sites have been subject to multiple representations and appear in more than one part of the Register.

6.0 IDENTIFICATION OF ALTERNATIVE SITES

6.1 The Council has sought to identify the Alternative Sites, contained in the Register, on the basis of the information submitted by those individuals and organisations that have made representations to the Deposit LDP. In a limited number of cases, the information provided by those making representations has been vague. The Council has made every effort to accurately identify the site; however where this has not been possible the site has been identified on the limited information provided.

7.0 CONSEQUENTIAL AMENDMENTS TO THE LDP

7.1 Where a site allocation representation is seeking the allocation of a new site for a particular use or development or is seeking to amend the boundaries of a site allocated in the Plan, there may be consequential amendments required in other areas of the Plan.

7.2 For example a representation has been submitted seeking the allocation of Land at Cypress Gardens for residential use. The site is identified in the Deposit LDP as being outside the defined settlement boundary and within an area designated as a Special Landscape Area. Were the Inspector to be of the opinion that the site should be allocated for residential use, in addition to changing the residential allocation policy in the Plan, there would be consequential amendments required to the Settlement Boundary and Special Landscape Area Policies. These consequential changes have not been specifically included in the Register.

7. 3 In order to identify the potential consequential amendments that may arise following the consideration of the site allocation representations, it is advisable to check the Deposit Bridgend LDP and the Proposals Maps.

3 8.0 DEPOSIT PLAN REPRESENTATIONS

8.1 Prior to making a representation on an Alternative Site you may wish to view the full site specific representation which has been submitted. All representations received during the consultation on the Deposit LDP, together with associated supporting information (including Sustainability Appraisals where provided) are available to view during normal working hours at:  The Customer Service Centre, Bridgend County Borough Council, Civic Offices, Angel Street, Bridgend, CF31 4WB  all public and mobile libraries in Bridgend County Borough.

8.2 Each individual, group or organisation that submitted a representation during consultation on the Deposit LDP has been assigned a unique representor number. Within the Alternative Sites Register there is an Alternative Site Schedule (Appendix A), which identifies each Alternative Site and associated Representor Number(s).

8.3 To specifically identify a representation relating to an Alternative Site:

 Find the Alternative Site you are interested in, in the Alternative Sites Schedule (Appendix A) or from the Alternative Site Plans (Appendix B).

 Identify the Representor Number(s) of those who made representations in relation to the Alternative Site.

 Locate the relevant Representor Number(s), which are listed in numerical order and review the relevant representation in full.

8.4 The representations are also available to view or download from the Council’s website at:

www.bridgend.gov.uk/ldp

9.0 WHAT HAPPENS NEXT?

9.1 All representations received during the consultation period will be considered at an Examination held by an independent Planning Inspector, who will decide on any amendments that should be made to the Deposit Plan. The Examination is scheduled to take place between March - June 2012.

9.2 It is important to note that although the Council will inform the Inspector of its views on the issues raised through the consultation, only the Inspector is able to make the changes to the Plan.
