There has been significant press coverage of the issues, and the BBC have commented on them too, so I thought it would be helpful to outline the current arrangements, how the code applies in this case and some of the implications for the future. As you may know, the broadcasting arrangements applying to the Tokyo Games are the result of deals done some years ago. In 2012 the BBC acquired the exclusive UK broadcast rights for live coverage of both summer and winter Olympics up to and including the current Games. However, in 2015 Discovery reached an agreement with the IOC for a multimedia rights package encompassing fifty countries in Europe. That deal included the UK broadcast and on-demand rights for live coverage of the 2022 and 2024 Games. Subsequently, in 2016, the BBC agreed to sub-licence pay-TV rights to the current Games, in return for free-to-air rights to the 2022 and 2024 Games. As part of this sub-licencing deal, during the current Games the BBC is allowed to show two live streams at any one time from whichever events it chooses. The reason for concentrating on the rights is that they, rather than the actual coverage provided by a broadcaster of a listed event, are the focus of the current legislative regime.

    DIGITAL SWITCHOVER DSO — the Swedish experience Per Björkman Sveriges Television AB One of the most interesting, complicated, intriguing and political questions for the upcoming years in Europe will be the question of how to handle the spectrum in the UHF band (470 - 862 MHz). Up to now, this has been the frequency space used for analogue television but with the approaching analogue switch-off, this will change. In Sweden, the last analogue transmitter was shut down a year ago and the process for a new spectrum allocation is up and running at full speed. This article takes a closer look at the situation in Sweden. In Sweden, digital terrestrial transmissions started relatively early. Sweden was actually the second European country to launch DDT services, in March 1999, just a couple of months after the UK. During the subsequent years, it was expanded to five multiplexes (muxes), providing national coverage. Mux 1 is the Public Service (PS) bouquet with an outstanding coverage of 99.8% of the Swedish population. Muxes 2 - 4 cover some 98% of the population and Mux 5 about 70%. Today there are 30+ channels in the digital terrestrial network, most of them on subscription from the pay- TV operator Boxer. However, there is also a free-to-air choice comprising the PS channels and some commercial and local channels. In 2005, the close-down of the three analogue channels started. SVT had two channels – SVT1 on VHF and SVT2 on UHF – and the commercial broadcaster TV4 had one channel in the UHF band. During the close-down period, SVT, TV4, Teracom and the “Swedish Digital Commission” joined forces and launched a massive information campaign to prepare all households for the coming switchover.

    Press Release Potsdam 19.10.2018 Potsdam Declaration signed by 21 public broadcasters from Europe “In times such as ours, with increased polarization, populism and fixed positions, public broadcasters have a vital role to play across Europe.” A joint statement, emphasizing the inclusive rather than divisive mission of public broadcasting, will be signed on Friday 19th October 2018 in Potsdam. Cilla Benkö, Director General of Sveriges Radio and President of PRIX EUROPA, and representatives from 20 other European broadcasters are making their appeal: “The time to stand up for media freedom and strong public service media is now. Our countries need good quality journalism and the audiences need strong collective platforms”. The act of signing is taking place just before the Awards Ceremony of this year’s PRIX EUROPA, hosted by rbb in Berlin and Potsdam from 13-19 October under the slogan “Reflecting all voices”. The joint declaration was initiated by the Steering Committee of PRIX EUROPA, which unites the 21 broadcasters. We find is interesting to research why TV 2 decided to do this and further, how they did it. In addition to this, we want to see how the Danish consumers interact with this message and, given the large international response to the campaign and its message, we also want to investigate the international viewers' perception of the campaign.
