    AEROPORTI DEL MEZZOGIORNO 2007 AEROPORTI DEL MEZZOGIORNO 2007 Alessandro Bianchi Ministro dei Trasporti Ho trascorso quasi trent’anni della mia vita in Calabria e a Reggio Calabria in particolare. Sono stati anni che ho interamente dedicato allo studio e alla pianifica- zione del territorio, per cui ho ben presente l’importanza di un efficiente sistema di mobilità per l’Italia meridionale e insulare. Le regioni dell’Italia del Sud sono attualmente dotate di un sistema aeroportua- le moderno e quindi lo sforzo che bisogna compiere è in direzione della piena inte- grazione con le reti di trasporto europee, affinché il Mezzogiorno d’Italia diventi la vera testa di ponte continentale verso i paesi della riva sud ed est del Mediter- raneo. Un vasto piano di interventi infrastrutturali negli aeroporti dell’Italia meridionale è in corso di attuazione in esecuzione di Accordi di programma quadro per il tra- sporto aereo sottoscritti con le singole regioni. Sono il frutto di una efficace collabo- razione istituzionale tra l’Unione Europea, che li ha finanziati con i fondi strutturali, le regioni, che hanno impegnato importanti contributi, e il Ministero dei Trasporti e delle Infrastrutture impegnato a centrare l’obiettivo di rendere migliore servizio al cittadino-utente. Comunque è l’intero panorama del trasporto aereo dell’Italia meri- dionale che potrebbe uscire profondamente rinnovato grazie agli interventi del PON Trasporti. Dal punto di vista territoriale la geografia articolata dell’Italia rende prioritarie le esigenze di consolidamento di un vasto network senza privilegiare solo le tratte più redditizie, e la continuità territoriale è prerequisito irrinunciabile perché l’Europa sia veramente unita e perché le barriere geografiche non si trasformino in ostacoli allo sviluppo economico.

The context proposed is hypothetical, given that the high speed train alternative is not yet available on the route subject to research. In order to model passenger preferences relative to the characteristics of the alternatives, experimental design techniques are applied, which allow for the design of the market that will be evaluated by current airline passengers. Based upon the information collected, modal choices are analysed, estimating a logit model with both alternatives. Demand modelling allows us to predict the substitutability level of the high speed train in comparison with the plane for the city pair Athens – Thessaloniki and in reverse, for different types of traveler. The results obtained confirm that the high speed train will have an important impact on the airline market. The simulation of different policies related to service variables stresses the fact that this impact will mainly depend on the relation gender – price, age – time, occupancy – accuracy/ reliability and reasons for travelling – accuracy/ reliability. In contrast, in the city pair Thessaloniki – Athens, there is statistically significant correlation between gender and fewer stops or better connections and reason for travelling and price. Suggestions that were provided at the final part of the dissertation concentrate on gaining a better overview of passengers’ preference for each mode of transport and needs by conducting a respective research in train platforms.

As explained in the compilation (paragraphs 7-9, pages 220-221), in the professional and academic aviation literature the term "ownership" is indifferently used to refer to three distinct concepts: (i) The designation policy through which a country attributes the rights to operate, either domestically or under a bilateral Air Services Agreement, to a given airline(s) (e.g. the US Department of Transportation granting traffic rights to American Airlines but not to Continental Airlines on a non-open- skies destination). Designation policies were used in the past both at the national level (e.g. before the 1979 deregulation, the US Civil Aeronautics Board would attribute the right to operate on a given city-pair to a given airline) and at the international level. They seem now to be confined mainly to the international arena with the marginal exception of public services contracts. (ii) The national investment/establishment regime for airlines, whether operating only domestic flights, only international flights, or both. The investment regime may cover also non-scheduled carriers and, in certain instances, general aviation/business aviation carriers. Selon la nomenclature d’activités françaises, le transport aérien regroupe les activités régulières (code NAF 62.1Z) et le transport aérien non régulier (code NAF 62.2Z). Le transport aérien régulier regroupe le transport de personnes, de marchandises et de courrier sur des lignes régulières et selon des horaires déterminés. L’ensemble des vols charters, même réguliers, est exclu de cette classe. Le transport aérien non régulier regroupe les transports aériens de personnes et de marchandises réalisés par les charters, les avions-taxis, les locations d’avions avec pilote, ou encore les excursions aériennes. Les autres activités aériennes telles que les baptêmes de l’air, le parachutisme, les promenades en montgolfière, etc. ne sont pas assimilées à du transport aérien mais à des services récréatifs et services liés au sport. Le transport aérien, un outil indispensable de nos sociétés d’échanges Le trafic aérien mondial est en constante augmentation depuis 10 ans, indépendamment des événements géopolitiques récents. En 2001, l’activité « transport de passagers » est estimée à 364 milliards de dollars, en augmentation de 77% par rapport à 1991. La croissance du transport aérien de fret est de 9% par an, soit en moyenne 3 points de plus que celle du trafic passagers. La demande de transport aérien est principalement induite par la croissance économique, qui s’appuie dans un contexte mondialisé sur un besoin important d’échange et de mobilité des biens et des personnes.
