Québec’s negotiations team includes a representative of the regions who attends all of the negotiation sessions. He is the regions’ spokesperson at the negotiating table. The representative of the regions can count on the assistance of one delegate in each of the regions in question. The agreement-in-principle reached by the Government of Québec, the Government of Canada and the First Nations of Betsiamites, Essipit, Mashteuiatsh and Nutashkuan will serve as a basis for negotiating a final agreement that will compromise a treaty and complementary agreements. In other words, it is a framework that will orient the pursuit of negotiations towards a treaty over the next two years. WHY NEGOTIATE? Quebecers and the Innu have lived together on the same territory for 400 years without ever deciding on the aboriginal rights of the Innu. -

Van Kley, Advisor Professor Matt Goldish ____________________________________ Professor Alice Conklin Advisor History Graduate Program ABSTRACT Recent scholarship on the seventeenth-century Jesuit-Amerindian encounter in New France has emphasized the cultural disruptiveness and loss of the various native groups as a result of the missionary project. Crucial to understanding this loss of traditional Amerindian culture, however, is a parallel understanding of the cultural and intellectual forces coming from Europe which shaped and often restricted the Jesuits’ attitudes toward native customs. Examining the first fifty years of the cross-cultural encounter through the lens of dream interpretation, this paper argues that the Jesuits made several adjustments to their initial assumptions and responses toward native dreams. Although the Jesuits originally denounced all native dreams as superstitious, the advent of native convert dreams forced the Jesuits to recognize the placement of at least some native dreams within traditional Christian categories of visions and miracles, even though some of these dreams retained characteristics which they condemned in traditional native dreams. Over time, however, the Jesuits’ accommodating policy drew criticisms from competing missionaries. Because the dispute centered on events in China rather than Canada, the acceptability of convert dreams was resolved first by a silence on the issue in public records and later by a retraction of the papal condemnation of the Chinese Rites ruling and certain accomodationist practices. -

chapter three Naskapi Women Words, Narratives, and Knowledge Carole Lévesque, Denise Geoffroy, and Geneviève Polèse By sharing their stories and knowledge, Naskapi women have played a key role in the reconstruction of the cultural and ecological heritage of their people. The Naskapi, who live in the subarctic region of the province of Québec, today represent about nine hundred people, most of whom reside in the village of Kawawachikamach, located about fifteen kilometres from the former mining town of Schefferville, along the 55th parallel (see map 3.1). The first written reports of the Naskapi date from the late eighteenth century. It appears that, at the time of the Europeans’ arrival, the peoples to whom these reports refer did not form a single, integrated group rather they were several groups of hunters who ranged across the northern portion of the Québec Labrador peninsula (Lévesque, Rains, and de Juriew 2001). The evidence suggests that these were families or groups of hunters of Innu origin who, sometime around the mid-eighteenth century, had apparently migrated to the hinterland of the subarctic region from the North Shore of the St. Lawrence (where several Innu bands had settled). 6 Ontario Archaeology No. 96, 2016 Understanding Ethnicity and Cultural Affiliation: Huron-Wendat and Anthropological Perspectives Mariane Gaudreau and Louis Lesage It is a well-known fact that archaeological cultures constructed by archaeologists do not always overlap with actual past ethnic groups. This is the case with the St. Lawrence Iroquoians of the Northeast. Up until re- cently, conventional narratives viewed this group as distinct from all other historic Iroquoian populations. However, the Huron-Wendat and the Mohawk consider themselves to be their direct descendants. Our paper is an attempt to reconcile oral history and archaeological interpretations by suggesting that part of the dis- parity between Huron-Wendat and archaeological conceptions of the group identity of the St. Lawrence Iro- quoians lies in differential understandings of the very nature of ethnicity by each party.
