The report details the objectives, procedures, and results of the three research projects. Research methods included a review of pertinent Canadian, U.S., and world literature and interviews with 46 leaders in the field of education and training technology conducted for the following purposes: identify education and training practitioners' professional development needs in the areas of learning technologies; summarize current issuesnd trends in professional development practices for educators in the area of learning technologies and identify (by sector) "clusters" of objectives around which professional development activities are organized; and develop an English and French database containing existing professional development opportunities across Canada. The report recommends the following actions: discipline- and profession-based professional development opportunities delivered using the technologies; ongoing support for technology renewal/updating of educators and trainers; dialogue and debate on the value, nature, and objectives of teaching/learning and the role of learning technologies; and hardware, software, and technology infrastructure. The document contains 101 references. In 1995, Human Resources Development Canada (HRDC) and the National Education Organizations Committee (NEOC) partnered to establish a consultation project known as the Education/Training Provider Network (E/TPN). Comprised of representatives from career colleges, community colleges, community-based training organizations, private trainers, schools and universities, the E/TPN carried out a variety of consultations in an effort to: ascertain the readiness of educators/trainers to collaborate in new ways; outline a framework for action that would provide a variety of options and opportunities for collaboration in the education/training sector; perform a coordinating role for the education/training (E/T) provider community; and respond to the human resource development needs of the E/T sector itself. In January 1997, after the conclusion of an extensive consultation project, this pan- Canadian body released its report, Our Future is on the Line: Report of the National Consultations. Subsequent to that release, several working groups were formed to explore in more detail the recommendations contained in the report. One of these working groups, known as the E/TPN Professional Development and Learning Technologies Working Group, as set forth in Appendix A, sought to research two key areas: the professional development needs of practitioners, planning and policy- makers in information technology; and the issues and trends in professional development practices for educators and trainers in information technologies.
