Colchester – Package 1 Share with Pride 23-Jul-14/ 1 Colchester Station – Project and Planning History PROJECT SCOPE Colchester Station is a key interchange on the Great Eastern Mainline (LTN1) and is historically difficult to block for engineering access. The route through Colchester carries mixed traffic, with large commuter numbers, the single point of access for Electric Freight to Felixstowe Port and a growing leisure market at weekends. The original scope was to deliver 36 Point Ends in Modern Equivalent Form and circa 4100 Linear Metres of Plain Line. The primary driver for the renewal was poor ballast condition leading to Track Quality issues and the associated performance issues. TRACK ACCESS The renewal work for the S&C and PL at Colchester was originally proposed to be delivered a number of years earlier (some elements as long ago as 2008/9). The original planning workshops with the Route, National Express and the Freight Operating Companies explored different vehicles for delivery: - 2x 8 Day Blockades – to complete all works. -1x 16 Day Blockade – to complete all works. - A series of “conventional” 28 and 52 hour Possessions – totalling 26x 52 hour weekends spread over 2 years. These options were discussed in detail with the TOCs and FOCs. There were a number of caveats concerning a blockade strategy. The FOCs would still have had to pass trains through Colchester due to a lack of capacity on the non electrified diversionary route and the TOCs requested to run a service in from both Country and London through the midweek elements of the blockade due to the physical number of passengers they needed to move. -

Document II-4 ENTRAL ORK OUNTY ONNECTIONS TUDY CENTRAL YORK COUNTY CONNECTIONS STUDY 1 INTRODUCTION This document summarizes the potential highway corridor improvements – called strategies – that are being tested and evaluated for Phase II of the Central York County Connections Study (CYCCS). Phase II Highway Strategies are a starting point in the development and consideration of candidate improvements for the study; they are not recommendations, nor are they the only strategies that will be studied. Phase II strategies are conceptual in nature, and not yet detailed, specific proposals. Strategies considered later in the study during Phase III, as well as those ultimately recommended by the study, may differ considerably from the initial strategies currently under evaluation in Phase II. Specific aspects of these initially proposed strategies may be dropped, carried forward or combined in different ways, depending on the results of the analyses conducted during Phase II. The study is guided by a Purpose and Need Statement, which articulates that the study is to identify transportation and related land use strategies that enhance economic development opportunities and preserve and improve the regional transportation system. In 2016 a large catch-up* in infrastructure investments is being confirmed by several Latin American countries, driven by the knowledge that economic growth relies heavily on quality infrastructure. The transport sector is going to firmly benefit from the expected increase in public and private funds. The continent being one of the most urbanized regions in the world, a large focus goes into urban rail projects: Mexico, Guatemala, Paraguay, Colombia, Chile, Brazil… are planning new projects for metro, light rail, high speed rail, monorail and passenger trains. One country is clearly taking the lead: Argentina. Besides boosting its investment climate and PPP laws, Argentina made public the ambitious 8-year 14.187 m USD investment in Buenos Aires` commuter network. Related key projects are the city`s RER and tunneling of the Sarmiento line. Although policymakers have adopted a variety of strategies for reducing or mitigating congestion, relatively little attention has been paid to policies to promote more efficient use of the highway system. One such pol- icy is congestion pricing, under which drivers are charged a higher price for use of a highway at times or places with heavy traffic and a lower price in the opposite circumstances. This study—prepared at the request of the Chairman of the House Committee on the Bud- get—explains how congestion pricing works, reviews the best available evidence on projects that make use of such pricing in order to assess the benefits and challenges of the approach, and discusses federal policy options for encouraging congestion pricing. In keeping with the Congressional Budget Office’s (CBO’s) mandate to provide objective, impartial analysis, this study makes no recommendations. West of England - Outline Business Case Project Title: A4174/Wraxall Road Roundabout Signal Scheme Project Owner: Richard Gillingham, South Gloucestershire Council Promoter and partners: South Gloucestershire Council Description of Intervention: Wraxall Road Roundabout is located on the A4174 Avon Ring Road in South Gloucestershire south- east of Kingswood and north-west of Cadbury Heath (see below). The northern and southern arms of the roundabout are the dual carriageway A4174. The side-road arms of Wraxall Road Roundabout are Wraxall Road to the west and Tower Lane to the east. A4174/Wraxall Road Roundabout To the north the A4174 continues through the A420 Roundabout that provides access to Kingswood and forms a major arterial route into Bristol. Further north the A4174 continues through the East Fringe to the M32 and the A38 beyond that to the west. The A4174 terminates some 3.6km to the south at Hicks Gate Roundabout at the intersection between the A4174 and the A4 with the latter providing a key strategic route into Brislington and Bristol, to the west, and towards Bath in the east. Wraxall Road Roundabout currently experiences congestion with delays mainly on the side-road arms during the weekday morning peak period of nearly 30 seconds according to journey time data, and delays of over a minute on most approaches during the weekday evening peak period. Delays on the A4174 southbound approach are nearly one and half minutes during this period. There are a number of development sites in the North and East Fringe that are either committed or in the planning process.
