Remote Meeting 16Th September 2020 Draft MINUTES OF THE REMOTE MEETING OF THE STANTON ST QUINTIN PARISH COUNCIL HELD BY ZOOM ON 16th SEPTEMBER 2020 1. Present: Mr A. Andrews (Chairman); Mr E. Crossley; Capt J. Godwin; Mrs G. Horton Mrs Carey (Clerk) 2. Apologies: Nil 3. Absent: Mrs S. Parker; Mrs R. Whiting 4. Public Question Time: There were four members of the public present Rob Hill, Director of Global Capital Projects, Dyson and Debbie Greaves, Project Manager joined the meeting and spoke about the proposals for the roundabout on the A429. There would also be a second roundabout on the A429/Hullavington village. This would remove the dangerous junction that there is at present. The work had started earlier this year and will impact on the main highways in October/November. The work should be completed shortly after Christmas Debbie Greaves stated that there will be a website update next week and a newsletter sent out 5. Chairman’s announcements and declarations of interest: Nil 6. Minutes: The Minutes of the Meetings held on 8th July and 24th August 2020 were taken as read and will be signed as being a true record at the next proper meeting. 7. Matters Arising: a. Highway issues: • Litter by the garage: Continue to monitor • Damage to the Village triangle/verges in Lower village: Update from Wiltshire Council. This Highways Improvement request has been added to the list of requests to be considered by the Chippenham CATG. Clerk to pursue this with Wiltshire Highways • JunctionDraft of Seagry Road with 429: See update given above • Parish Steward visits: Clerk to obtain dates of future meetings • Speed Limits: Issue sheets had been submitted to CATG • Posts on village green – issue sheet had been submitted. It was agreed to defer this until the outcome of the Village Green application was known but to pursue the possibility of posts on the triangle of land in Avils Lane and by the Church • Flood on road by Bouverie Park – the Parish Steward had raised this with Wiltshire Council • Crossing on A429 from Lower Stanton St Quintin to the bus stop outside Buckley Barracks: An Issue Sheet had been raised with CATG b. Area Board/Rural Parish Forum: On going c. Ownership of the Village Green; This is being processed by Wiltshire Council. d. Trees on the Village Green: Mr Andrews had met with BT who are to take off two or three limbs from the tree in the corner to allow them to access the pole with a ladder e. Cutting of grass by War memorial: Mr Andrews will clarify who is responsible for this with Mr Greene 8. Correspondence: a. Freedom of Information request: A request had been received. The Clerk was getting the information together and it was agreed to make the Village Hall available at a mutually convenient time. b. Public consultation re proposed development at Lower Stanton St Quintin: Letter from Collier Planning stating that a public consultation was being carried out and letters had been sent to the nearest residents (167 addresses) c. Boundary Review; Notification from Wiltshire Council that the consultation on proposed boundary changes will take place between 10th September and 31st October 9. Archiving of old Minute books: A letter had been received from Wiltshire Archivist suggesting that the old minute books could be lodged with them. After discussion it was agreed that the Parish Council would hold onto the Minute books for the time being and look at this again next year. 10. Planning; The following applications had been granted permission: 20/04349/FUL The Chase, Stanton Park, Leigh Delamere Single storey extension 20/03720/LBC MoD, The Street in Hullavington Refurbishment and alterations to ablutions and utility areas including repairs and upgrade of services 20/05631/TCA Stanton St Quintin Primary school Draft Work to trees in a Conservation Area 11. Accounts for payment: The following accounts were approved for payment. B. Clarke - Grass cutting 115.00 NALC - Local Council Review sub 17.00 12. Report from Capt J. Godwin: Capt Godwin reported that there would be one extra squadron of 100 soldiers and families. This would mean there could be more children at the school. He reported that C Site is a Military Training Area and there are potential hazards. He was advising people to keep away. He will prepare a notice to go on the website and notice boards. 13. Items of report and future agenda items: • Traffic lights at the garage - it was agreed to raise this at CATG • Any work for the Parish Steward should be forwarded to Mrs Horton. It was asked if the gullies in Avils Lane could be included • Footbridge from Bouverie Park – It had been reported that this would be repaired. Capt Godwin to chase this • Remembrance Day Service - Mr Andrews will ask if the Service is to go ahead 14. Date of next meeting and future agenda items: It was agreed to hold the next meeting on Wednesday 21st October at 7.30 pm via Zoom. Meeting closed at 8.18 pm Chairman Draft.

The subsequent history of the Quakers in the county can be traced from the MS. records of the various quarterly and monthly meetings, from the Friends' Book of Meetings published annually since 1789 and the List of Members of the Quarterly Meeting of Bristol and Somerset, published annually since 1874. For the MS. records see Jnl. of Friends' Hist. Soc., iv, 24. The records are now at Friends House, Euston Road, London. From the beginning of the eighteenth century, the Quakers' story is of a decline which was gradual until 1750 and thereafter very rapid. The Methodists and Moravians largely supplanted them. An interesting example of the change over from Quakerism to Methodism is to be found in Thomas R. Jones' The Departed Worthy (1857). This book tells the life story of Charles Maggs, a distinguished Melksham Methodist. When Maggs first went to Melksham just after 1800 he made the acquaintance of two Methodists named Abraham Shewring and Thomas Rutty. The family names of Shewring and Rutty both occur in Melksham Quaker records between 1700 and 1750. Even more interesting is the fact that Abraham Shewring was known as " the Quaker Methodist " and that Charles Maggs found that " the quiet manner in which the service was conducted scarcely suited his warm and earnest heart "* WILTSHIRE QUARTERLY MEETING, c. 1667-1785 By 1680 the number of Quaker meetings in Wilts had reached its maximum.

    Final Information Farming Weekend 14 - 16 July 2017 The Idea This is a fantastic weekend away together. We are going to take a select group to stay on our friends’ farm in Wiltshire. We will be doing farm work all day on the Saturday, and a bit more on the Sunday. On Sunday morning we will have our own church at the farm. Come expecting to work hard, and you will have great fun. The work is not compulsory; we just want everyone to experience “farm life”. Accommodation We shall be sleeping in tents, with showers and toilets available in the camping barn. When you arrive, the first job is to put up the tents. Bring a pillow, sleeping bag & karrimat or an air bed. Tent too, if you have one! If you don’t have a tent, please talk to us. Food Let us know of any special dietary needs. Please bring a cake to share. We will be eating outside in the garden under shelter. Travel We’ll assume people will sort their own, but happy to coordinate lift shares for people near each other, just ask if this helps you. Cost The cost is £30, for food, camping accommodation, farm expenses. This is a non-profit w/e, we simply want folk to benefit from the experience. Safety This is an important issue on a working farm. Clear advice will be given, however parents need to also assume responsibility for their children and take care! Clothing You need to bring scruffy clothes, and have some long sleeves/long trousers for working in the crops, and shifting hay bales.

    Biddestone Broadsheet The Fete is Coming - get involved May 2015 No 419 Page 1 Gladys & Gareth Jacques In the afternoon of Easter Sunday, 5th April 2015, a small gathering of family and friends of the Jacques and members of the Biddestone and Slaughterford Branch of the Royal British Legion met in Biddestone Cemetery to share in a short commemorative service led by Alison Flint. We gathered around the flow- ing cherry tree planted there by the RBL in 2013 to mark Gladys' 90th birth- day and it was the perfect spot to inter their ashes there together. A plaque was placed at the foot of the tree, dedicated to the memory of Gladys and Gareth and to honour their long years of service to this village and the RBL. Long may they rest in peace. D-Day Lunch The Committee of the Royal British Legion Biddestone and Slaughterford Branch are pleased to an- nounce that we will again be holding our Annual Dinner to mark the anniversary of D-Day at The White Horse, Biddestone on Friday 5th June 2015 at 7.30 pm.     Joseph Neeld and the Grittleton Estate In the Buttercross Bulletin dated November 2009, Grittleton House was mentioned in an article by Keith Woodman entitled 'Philip Rundell Royal Silversmith and his connections to North Wiltshire'. Isabel Blackburn, in this current article, tells what happened following his death in 1827. When Rundell died a considerable fortune was left to Joseph Neeld II, Philip's nephew. This changed not only Joseph's fortunes but also those of the Grittleton Estate. Joseph Neeld Joseph Neeld (1789-1856) was a solicitor from Bristol who, for 14 years, had looked after his wealthy and miserly uncle the silversmith Philip Rundell. In 1827 Neeld was rewarded with an inheritance of some £900,000 thus becoming one of the richest men in Britain at a stroke. In 1828 he bought the small manor of Grittleton, Wiltshire from the Houlton family. This comprised the village, a 17th century house and some land. He seems to have begun work shortly thereafter and certainly by 1831 when he married Lady Caroline Ashley-Cooper, daughter of the Earl of Shaftesbury, the remodelling of the house was under way. The marriage was a disaster, as she left him after four days, possibly because she found his illegitimate daughter installed at Grittleton. There was an acrimonious divorce within the year and Neeld lived a bachelor life thereafter with his mother in the expanding monster of a house, filling it with paintings and works of modern sculpture. He patronised the sculptors E.H. Baily, John Gibson, Sievier, Bienaimé, Gott, Wyatt, E.G. Papworth, R. Monti and Tadolini.

Parish Summary The Parish of Stanton St Quintin is in the Chippenham Community Area in the north of Wiltshire. Stanton St Quintin is a small village and civil parish, with a population, according to the 2011 census, of 851. There are 240 residential properties. The St Quintin suffix is the surname of a 13-century lord of the manor. It is about 4 miles (6.4 km) north of Chippenham and 5 miles (8.0 km) south of Malmesbury. The parish includes the hamlet of Lower Stanton St Quintin, 0.6 miles (0.97 km) to the northeast on the A429. The M4 Motorway and Junction 17 built in 1971 runs near the southern edge of the parish. The village has a hall and a primary school. The primary school caters for 4 -11 years old and has approximately 100 pupils. Within Stanton St. Quintin is the Anglican Church of St Giles it is a Grade II listed building, dating from the 12 the century. In 1888 the chancel was rebuilt by C.E. Ponting and the nave windows by Christopher Whall were installed. Near to Saint Giles is Stanton Manor, listed in the Doomsday Book. The Hotel was once owned by Elizabeth 1’s Lord High Treasurer, Lord Burghley.
