Abstract Field data and laboratory studies conducted in the 1990s reported the rate of pilot readback errors and communication problems increased as controller transmissions became more complex. This resulted in the recommendation that controllers send shorter messages to reduce the memory load imposed on pilots by complex messages. More than 10 yrs have passed since a comprehensive analysis quantified the types and frequency of readback errors and communication problems that occurred in the en route operational environment. Hence, a content analysis was performed on 51 hrs of pilot and controller messages that were transmitted from five en route facilities in the contiguous United States between March and August 2006. This report contains detailed and comprehensive descriptions of routine air traffic control (ATC) transmissions and how ATC message complexity and message length affected pilot readback performance. The results show that message complexity had a statistically significant effect on the production of errors of omission only, while message length affected both the production of errors of omission and readback errors (substitution and transposition errors). When pilots requested that controllers repeat their messages, often these messages included the names of fixes, waypoints, and intersections, as well as the name of the next controlling sector or facility. Five recommendations are made: (1) No more than three aviation topics should be included in an ATC transmission. (2) A route clearance should be given as a stand-alone transmission. (3) The names of all fix, waypoint, location, and other identifiers should be repeated, and if necessary, spelled out following their first recitation. For example, “CLEARED DIRECT COBAD THAT’S CHARLIE OSCAR BRAVO ALFA DELTA” or “CLEARED DIRECT COBAD C-O-B- A-D.” (4) Slang should not be used or accepted as part of aviation phraseology. The ADIZ and the FRZ were established and operated via temporary flight restriction, or TFR, until the FAA developed a final rule that took effect on February 17, 2009. That rule codified the ADIZ and the FRZ in 14 Code of Federal Regulations (CFR) part 93 as the DC Special Flight Rules Area (SFRA).

    SECTION IV: Project Proposals 4.1 Abstract To address the needs of the El Paso ISD community, the district proposes a balanced strategy with vertical alignment to serve the academic, and social and emotional wellbeing of students and staff. Targeted services for elementary populations include professional development (PD) for elementary school staff to implement differentiated learning strategies that address the variable needs of students along with comprehensive tutoring for RTI. Specialized PD will be provided to all campus teachers, instructional coaches, and administrators to better understand specific learning losses and how to differentiate for students, per their individual needs, to include SEL support. These sessions will also provide training to develop plans on differentiated student support. Three to five long-term subs will be hired at each campus to assist with coverage for teachers to plan and support teachers and teams with pull-outs/push-in efforts. These permanent campus subs will be included in PLCs, trainings and other supports to ensure high quality coverage of classes and groups. Substitutes will allow teachers to plan, assess data, and adjust instruction. Tutors will assist with RTI in the form of small groups and will assist teachers enabling staff to reach more students in greater depth. To compliment academic PD, El Paso ISD will also offer positive culture building and customer service PD to improve the districts relationship with internal stakeholders and external partners. Afterschool community learning centers will be placed in the schools with the largest gaps in learning loss. These after school community learning centers will model the 21st Century Community Learning Centers that align with the Every Student Succeeds Act.

    REDUCING LOSSES IN HIGH RISK FLOOD HAZARD AREAS: A GUIDEBOOK FOR LOCAL OFFICIALS Prepared by The Association of State Floodplain Managers for The Federal Emergency Management Agency 1985 PREFACE As indicated by its title, this publication is intended to provide guidance to local officials in their efforts to reduce flood losses in high risk flood areas. Since some of these high risk flood areas have not been specifically identified by the Federal Insurance Administration, the implementation of appropriate floodplain man- agement criteria for those areas is not required for participation in the National Flood In- surance Program. However, for those communities which have experienced losses to life and property in those high risk flood areas and which have an interest in addressing those hazards, the community options and management strategies which follow are available for their consideration and, where appropriate, their use. The community options, with ac- companying examples of adopted local/state measures, or suggested model ordinance lan- guage, should provide useful guidance to the local decision maker. The Federal Insurance Administration believes that reducing flood damages in high risk flood hazard areas can and should be addressed at the local or state level. Therefore, while not a condition of participation in the National Flood Insurance Pro- gram, the use of these community options and management strategies is encouraged.
