In the wake of Anonymous Reporting John Hinckley’s 1981 assassination attempt of President Ronald Reagan, the www.SAFE2TELL.org April 13, 1981, issue of Time magazine quoted President John Kennedy who said, “If anyone wants to do it, no amount of protection is enough. All a man needs is a willingness to trade his life for mine." While the discussion regarding 1-877-542-7233 civility during public discourse is interesting, I prefer to focus on the more tangible issue of “What do we do if we’re present when it happens?” Ken Hilte, MSM, Chief Of Police Department of Public Safety 5675 South Academy Blvd., A-100 Colorado Springs, CO 80906 Another Spree Shooter The January 24, 2011, issue of Time magazine reports that the emotionally disturbed Tucson gunman fired 31 rounds in 15 seconds. Nineteen people were wounded and six died. Reports indicate that while Congresswoman Gabrielle Giffords was the shooter’s intended and first victim, shooting her from a distance of two - three feet, the remaining victims were struck as the shooter randomly fired rounds at the crowd. The shooter was stopped when bystanders, men and women alike, pounced on him. -

1 Bound By Oath | Season 2 | Episode 5: Under Color of Law John: In 1958, at 5:45 in the morning, Chicago police burst into the home of James and Flossie Monroe and dragged them out of bed at gunpoint. And they scared the hell out James and Flossie’s six children. Houston Stevens: The children we made a lot of noise. We screamed. We did a lot of yelling to alert all the neighbors. Cause we didn't know who these were. It was 14 white guys armed with pistols drawn. Jacqui Abrams: They pulled out a picture and showed me a picture. “Is this James Monroe?” Of course it is! Yes, that's him, but who are you? Ralph Stevens: All I can say is that I tried to block it out like a nightmare because it felt like, and I lived that way for many, many years growing up, like it was a nightmare. It was denial -- my way to suppress and deny how traumatic it was. John: James Monroe had not committed the crime he’d been accused of, and the police did not have a warrant to search his home or arrest him. So the family sued, seeking damages from the officers. But rather than suing in state court, James and Flossie did something that Congress had said they could do way back in 1871. They filed suit against the officers in federal court under Section One of the Ku Klux Klan Act. Today Section One is known as Section 1983. And it’s one of the most important and most frequently litigated civil rights laws on the books. -

Final Report Airline Competition Plan Philadelphia International Airport Prepared for Federal Aviation Administration in compliance with requirements of AIR21 Prepared by City of Philadelphia Division of Aviation Philadelphia, Pennsylvania August 31, 2000 Final Report Airline Competition Plan Philadelphia International Airport Prepared for Federal Aviation Administration in compliance with requirements of AIR21 Prepared by City of Philadelphia Division of Aviation Philadelphia, Pennsylvania August 31, 2000 SUMMARY S-1 Summary AIRLINE COMPETITION PLAN Philadelphia International Airport The City of Philadelphia, owner and operator of Philadelphia International Airport, is required to submit annually to the Federal Aviation Administration an airline competition plan. The City’s plan for 2000, as documented in the accompanying report, provides information regarding the availability of passenger terminal facilities, the use of passenger facility charge (PFC) revenues to fund terminal facilities, airline leasing arrangements, patterns of airline service, and average airfares for passengers originating their journeys at the Airport. The plan also sets forth the City’s current and planned initiatives to encourage competitive airline service at the Airport, construct terminal facilities needed to accommodate additional airline service, and ensure that access is provided to airlines wishing to serve the Airport on fair, reasonable, and nondiscriminatory terms. These initiatives are summarized in the following paragraphs. Encourage New Airline Service Airlines that have recently started scheduled domestic service at Philadelphia International Airport include AirTran Airways, America West Airlines, American Trans Air, Midway Airlines, Midwest Express Airlines, and National Airlines. Airlines that have recently started scheduled international service at the Airport include Air France and Lufthansa. The City intends to continue its programs to encourage airlines to begin or increase service at the Airport. -

Bradshaw, Advisor The purpose of this dissertation is to analyze the dominant ideologies and hegemonic social constructs the television series Friends communicates in regard to friendship practices, gender roles, racial representations, and social class in order to suggest relationships between the series and social patterns in the broader culture. This dissertation describes the importance of studying television content and its relationship to media culture and social influence. The analysis included a quantitative content analysis of friendship maintenance, and a qualitative textual analysis of alternative families, gender, race, and class representations. The analysis found the characters displayed actions of selectivity, only accepting a small group of friends in their social circle based on friendship, gender, race, and social class distinctions as the six characters formed a culture that no one else was allowed to enter. iv ACKNOWLEDGMENTS This project stems from countless years of watching and appreciating television. When I was in college, a good friend told me about a series that featured six young people who discussed their lives over countless cups of coffee. Even though the series was in its seventh year at the time, I did not start to watch the show until that season. -

EXECUTIVE BRIEF Motion and Title: Staff recommends motion to approve: a Contract for Air Service Development Consulting Services (Contract) with Ailevon Pacific Aviation Consulting LLC (Ailevon), a Florida limited liability company, commencing on February 1, 2021, and expiring on January 31, 2024, with one 24-month option to renew for an amount not to exceed $200,000 per contract year for a total not to exceed amount of $600,000 for the initial term. Summary: This Contract provides for professional and technical consulting services on an as-needed basis in support of the air service development program for the Palm Beach International Airport (PBI). Ailevon's principal place of business is Atlanta, GA. Air service development consulting services may include, but are not limited to, air service strategy and planning, airline route study and forecasting, competitive service analysis, business case development for new/expanded air service, development of incentive programs, catchment area demographic and leakage studies and analysis of air traffic demand and airfare data. The Contract provides for a not to exceed amount of $200,000 per contract year with an initial three-year term and an option to renew for an additional 24 months at the County's sole option. Due to lack of availability of qualified Small/Minority/Women Owned Business Enterprises providing the services required by this Contract, the Office of Equal Business Opportunity issued a waiver of Affirmative Procurement Initiatives on July 30, 2020. -

DEREGULATION AND THE PRACTICING ATTORNEY HERBERT D. KELLEHER* W ITHIN the next month Congress will probably enact legis- lation substantially changing federal economic regulation of the domestic air transport industry for the first time since such regulation was imposed in 1938. While there is still considerable debate concerning the substance and form of the final bill, some measure of regulatory reform appears inevitable. All the available economic evidence demonstrates that the artificial suppression of competitive market forces by predecessors to the present Civil Aero- nautics Board, acting within the latitude afforded by the Federal Aviation Act, has encouraged unnecessarily high fares; carrier inefficiency; excess capacity; undue concentration in the industry; and has denied passengers a choice of price and service options that would be available to them in a less regulated environment! The popular term for reform proposals--"deregulation"-is actually somewhat of a misnomer. What is contemplated by the proponents of regulatory change is basically a redirection of gov- ernment policy toward allowing greater competition through par- tial relaxation of entry and pricing controls.
