Press Release on Modification Works for the MTR Diamond Hill Station In
CB(1)786/12-13(01) PR021/13 25 March 2013 Enhanced facilities to make MTR Diamond Hill Station the future East Kowloon railway hub MTR Diamond Hill Station will be transformed into a major new railway hub for East Kowloon when the first phase of the Shatin to Central Link (SCL) commences service in 2018. Modification works will begin in mid-April to upgrade and enlarge Diamond Hill Station to serve as the future interchange station between SCL and the Kwun Tong Line. A new SCL concourse and platforms will be built and a wide array of enhanced facilities will be added there including the installation of 3 new lifts, 12 escalators, additional Ticket Issuing Machines, Automatic Teller Machines, shops, and new public toilet facilities. “We take on the feedback from the community on barrier-free facilities. By reorganising the station layout and exploring ways to overcome technical challenges, we have been able to maximize the number of lifts and escalators we can put into the station, “said Mr Jay Walder, Chief Executive Officer of MTR Corporation. “Passengers will enjoy the convenience brought by the new facilities at the Kwun Tong Line of Diamond Hill Station from the end of 2015, while the facilities at the new extension will be unveiled with the completion of the SCL in 2018,”said Mr Philco Wong, General Manager – Shatin to Central Link of MTR Corporation. In the intervening period, a number of temporary arrangements will be implemented at the station to facilitate construction works. “In planning the modification works, we will do our best to minimize the inconvenience caused to the passengers. -

LC Paper No. CB(4)610/15-16(05) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Progress Update of the Construction of the Shatin to Central Link (As at 31 December 2015) Introduction This paper reports to Members on the progress of the main construction works of the Shatin to Central Link (“SCL”) as at 31 December 2015. Background 2. SCL, with a total length of 17 kilometres, consists of the following two sections – (a) Tai Wai to Hung Hom section: this is an extension of the Ma On Shan Line from Tai Wai via Southeast Kowloon to Hung Hom where it will join the West Rail Line; and (b) Hung Hom to Admiralty section: this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. 3. SCL will have ten stations. Apart from bringing improvements to the existing Tai Wai Station, the SCL project will involve construction of new stations or extension of existing stations at Hin Keng, Diamond Hill, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin, Hung Hom, the Hong Kong Convention and Exhibition Centre, and Admiralty. It is a territory-wide strategic railway project (alignment layout at Annex 1). Admiralty Station and Ho Man Tin Station will become integrated stations providing interchange service to passengers of SCL and South Island Line (East)(“SIL(E)”), as well as passengers of SCL and Kwun Tong Line Extension (“KTE”) respectively. 4. The Approved Project Estimate for the entire SCL project is $79,800 million (in money-of-the-day prices) and the project is funded by the Government under the “concession approach”. -

LC Paper No. CB(4)1029/20-21(01) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Operating Arrangements for the Tuen Ma Line (Translation) Introduction The Tuen Ma Line (“TML”) under the Shatin to Central Link (“SCL”) project will be commissioned on 27 June 2021. This paper informs Members of the operating arrangements for the TML. Background 2. The SCL project consists of two Sections: (a) the Tai Wai to Hung Hom Section comprising the stations of Tai Wai, Hin Keng, expanded Diamond Hill, Kai Tak, Sung Wong Toi, To Kwa Wan, Ho Man Tin and expanded Hung Hom. This section will join the original Ma On Shan Line and the existing West Rail Line to form the TML, while the TML Phase 1 (“TML1”), comprising the section between Tai Wai and Kai Tak, was commissioned in February 2020; and (b) the Hung Hom to Admiralty Section comprising the stations of expanded Hung Hom, Exhibition Centre and expanded Admiralty – this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. The alignment of the TML and updated MTRCL route map are at Annex 1. 3. The SCL is funded and owned by the Government under the concession approach. In preparation for the commissioning of the TML, the Government, the Kowloon-Canton Railway Corporation (“KCRC”) and the MTR Corporation Limited (“MTRCL”) make an arrangement similar to that of the commissioning of the TML1 in February 2020. Prior to the commissioning of the TML, the Government will vest the TML in KCRC which is wholly owned by the Government and then KCRC will grant the right to operate the TML to MTRCL under the service concession approach. -

Rev Issue Date Amendment Incorporated First Issue October 2020 NA Chapter 3 (Rev. 0) 1 Project Administration Handbook for Civil Engineering Works 2020 Edition SYNOPSIS This chapter sets out the procedures for the acquisition and control of land required for projects managed by CEDD, DSD, HyD and WSD. It does not cover the land requirements of quasi-government bodies such as the MTR Corporation Limited (MTRCL), but it describes the procedures necessary to avoid any possible interference with these land requirements. The authority for land matters is the Director of Lands (D of L) who exercises his duties through the respective District Lands Offices (DLOs). The role of CEDD, DSD, HyD and WSD in land matters is either as a works department requiring the temporary use of the site and associated areas, or in some instances as the operation department requiring the permanent use of the land. Because of the large number of departments that have a pertinent interest in land matters, it is necessary for formal procedures for the reservation, allocation, acquisition and clearance of land to be followed before any land can be made available for works to proceed. This chapter does not give details of procedures to be followed by the Lands Department (LandsD), which are covered by Land Instructions (LIs). However, reflections have been made to concur with the procedures laid down in the LIs. -

PR003/20 17 January 2020 Tuen Ma Line Phase 1 commences service on 14 February 2020 The MTR Corporation is making its final preparation for the opening of Tuen Ma Line (“TML”) Phase 1 on 14 February 2020, commencing services at three new stations, namely Hin Keng Station, the expanded part of Diamond Hill Station and Kai Tak Station. The MTR Corporation will provide special fare promotions for TML Phase 1. Upon the opening of TML Phase 1, passengers travelling on the Ma On Shan Line (“MOL”) will be able to travel to Kai Tak Station in East Kowloon via Hin Keng Station and Diamond Hill Station without the need to interchange. The expanded Diamond Hill Station will become a new interchange station between TML and the Kwun Tong Line, allowing passengers to travel from the New Territories (NT) North and NT East districts to the East Kowloon and Hong Kong Island East districts in a more efficient and convenient manner. Such new routing will help relieve the current peak passenger load between Tai Wai and Kowloon Tong Stations on the East Rail Line. At the end of January, all passenger trains on the MOL will carry out non-passenger trains testing along the new railway section, i.e. between Hin Keng and Kai Tak Stations. Train frequency of the MOL during peak hours will be slightly adjusted to around 3.5 minutes intervals, similar to the operation arrangements upon TML Phase 1 Opening. Passengers are reminded to pay attention to our announcement and arrangements. The timing for the full opening of TML would depend on the implementation of the suitable measures at Hung Hom Station extension and its connecting structures, and is expected to take place in 2021. -

KCRC EAST RAIL EXTENSIONS SPECIAL ISSUE 3/2007 The Arup Journal Foreword After 10 years' planning, design, and construction, the opening of the Lok Ma Chau spur line on 15 August 2007 marked the completion of the former Kowloon Canton Railway Corporation's East Rail extension projects. These complex pieces of infrastructure include 11 km of mostly elevated railway and a 6ha maintenance and repair depot for the Ma On Shan line, 7.4km of elevated and tunnelled route for the Lok Ma Chau spur line, and a 1 km underground extension of the existing line from Hung Hom to East Tsim Sha Tsui. Arup was involved in all of these, from specialist fire safety strategy for all the Ma On Shan line stations, to multidisciplinary planning, design, and construction supervision, and, on the Lok Ma Chau spur line, direct work for a design/build contractor. In some cases our involvement went from concept through to handover. For example, we were part of a special contractor-led team that carried out a tunnel feasibility study for the Lok Ma Chau spur line across the ecologically sensitive Long Valley. At East Tsim Sha Tsui station we worked closely with the KCRC and numerous government departments to re-provide two public recreation spaces - Middle Road Children's playground at the foot of the historic Signal Hill, and Wing On Plaza garden - examples that show the importance of environmental issues for the KCRC in expanding Hong Kong's railway network. This special issue of The Arup Journal is devoted to all of our work on the East Rail extensions, and our feasibility study for the Kowloon Southern Link, programmed to connect West Rail and East Rail by 2009. -

PR011/20 12 February 2020 Tuen Ma Line Phase 1 Ready for Passenger Service on 14 February The Tuen Ma Line (TML) Phase 1 will start passenger service on Friday, 14 February 2020. On the same day, two brand new stations at Hin Keng and Kai Tak will become part of the MTR network, and an expanded Diamond Hill Station will become the interchange station between the Kwun Tong Line and Tuen Ma Line, which will further enhance connectivity in the MTR network and provide greater accessibility to passengers. “We are delighted to share our excitement that the launch of TML Phase 1 passenger service is just around the corner,” said Mr Alan Cheng, General Manager - Special Duties of MTR Corporation today (12 February 2020) at a media tour of the TML Phase 1 and its three new stations at Hin Keng, Diamond Hill and Kai Tak. Passengers can enjoy the convenience brought by the enhanced station facilities in Hin Keng and Kai Tak stations. They can buy monthly passes in the enhanced ticketing machines, in addition to purchasing single journey tickets and adding value to Octopus cards. At the new Smart Customer Service Centres, customers can obtain passenger information including entrance and exit directions, enquire about MTR journeys and access the Help Line service conveniently. During the tour, apart from having a first glimpse of the new railway stations, media were also updated on the new interchange arrangements at Tai Wai and Diamond Hill stations. “With the imminent commencement of the new rail line, we are looking forward to bringing our passengers a convenient and fast alternative route for travel between the New Territories East and Kowloon East,” Mr Cheng said.
