The CIP (Capital Improvement Plan) workshop scheduled for June 23, 2021 is part of the established process used by the Township to set direction for capital investment and reinvestment in the variety of assets owned and maintained by the Township. The Township shows nearly $250 million in capital assets owned according to accounting records and that is likely understated, so it requires considerable investment just to maintain all those assets. Township assets vary from roads, bridges, parks, sewers, sewer pump stations, storm sewers, streetlights, traffic signals, parking facilities to major buildings and historic properties.

The workshop materials reflect a menu of capital projects some of which have been in the CIP plan for years and some are newly identified needs. The CIP list has been culled and vetted initially by staff so the Board of Commissioners is not starting from scratch, but before an actual proposed CIP can be prepared the challenge is to balance the need and desire for projects versus the available funding much of which is typically provided by incurring debt.

The challenge of budgeting a CIP for 2022 is very different this year because the Township is receiving federal American Rescue Program funds in the amount of $25.5 million between 2021 and 2022 which must be obligated for eligible uses by 12-31-2024 and fully expended by 2026. These funds which are more fully addressed in a separate memorandum may be spent for operating or capital needs and are specifically eligible for stormwater and sanitary sewer capital needs. Funds may also be retained to replace lost revenue due to COVID in 2020 and then can make their way to the CIP for other capital projects. So, the Board of Commissioners will be able to consider balancing use of some of the federal funds for capital needs with use of funding for operations to help residents by avoiding tax increases.

Last year, the Board of Commissioners took a different approach and pre-determined the amount that would be borrowed to both finish paying for the 2020 CIP budget and pay for the 2021 CIP budget. Typically, the CIP is drafted, and the decisions made during that process dictate how much borrowing will be needed to finance the program. That pre-determined $13.0 million borrowing set a definite boundary around how many projects could be included in the CIP budget for 2021.

3 Then due to expected COVID related revenue loss the Board elected in of 2020 to defer $8.1 million in CIP projects from 2020 to 2021 or later years. This means a number of projects that already were determined to be a priority in 2020 consumed much of the 2021 CIP budget. The net effect is that projects that originally were slated for 2021 were pushed out to 2022 and that means the initial CIP project list for 2022 is very substantial at $13.6 million without any new projects.

The purpose of the attached spreadsheets and supporting documents is to provide you with a list of projects that might be considered for the 2022 CIP Budget and the 2023-2027 CIP Plan. Staff has gone through a process to identify which projects are deferred from 2021 to 2022, those that are more critical needs and projects that have grant funding attached. The CIP presentation will focus on a list of projects recommended for a 2022 CIP budget because they have been deferred to 2022, those that represent critical needs or are on a list of new CIP project requests. The CIP plan will include the list of projects in the 2023 - 2027 years.

The lists still use the CIP grading process showing projects as A, B or C in a priority ranking. Projects the Board authorizes to move forward are generally classified as “A” projects. Projects listed as “B” projects are valuable or new projects the Board of Commissioners may want to consider moving up to an “A” project and finally there are “C” projects that are needed improvement projects but which might be deferred for a later year in the CIP Plan. The presentation at the CIP workshop is designed to make the options regarding the CIP plan clear and hopefully generate the important direction staff needs to have from the Board of Commissioners.

The Board of Commissioners has in the last several years followed a policy of restraining the growth of total Township debt. This requires the Board to select a list of CIP projects that reflect new debt funding of about $8.8 million or less since the Township is retiring debt at approximately that rate annually. This objective is being achieved by not incurring any debt in 2021 so by the beginning of 2022 total outstanding debt will be further reduced to its lowest level in over a decade. This also means that by the end of 2021 the CIP fund which has a current balance of approximately $7.3 million is projected to be nearly depleted. The CIP funding in 2022 will need to rely on new debt financing early in the year and any use of American Rescue Program funding.

Township staff will provide an update on the Township’s projected Capital Projects Fund cash flow and outstanding debt as part of the CIP Workshop. It is hoped staff will get clear policy direction from the Board on potential capital investments, so staff can work over the summer to prepare a draft CIP budget and plan for Board consideration in the fall.

My hope is this format for the CIP workshop continues to provide a clear view of the financial impact of project decisions in a very concise manner and helps set priorities for the Board of Commissioners. Again, the goal of the CIP Workshop is for the Board of Commissioners to give staff direction so the proposed CIP better reflects the Board’s priorities and is ready for introduction with the annual budget in the fall.

Please bring your copies of the 2021-2026 CIP Plan as it has the project sheets that provide detail on the individual projects (it has the beige cover). Obviously, Commissioners may also have additional projects they might like to see included in the CIP that staff does not yet know about

4 and of course those should also be discussed. Again, I hope this process aids the Board of Commissioners in efficiently setting priorities for the 2022 CIP.

VIL-1 Villanova: Sidewalk on County Line Road from N Spring Mill Road to Clairemont Road

With the 2018 opening of Stoneleigh, pedestrian and vehicular traffic has increased in this area. Since there is no sidewalk along County Line Road between Spring Mill Road and Clairemont Road, residents are forced to walk on County Line Road, a major thoroughfare and one which the Lower Merion Police Department cited for an abundance of speeding issues. This proposed sidewalk on the east side of County Line Road would help connect the community with Stoneleigh, Villanova University, the SEPTA regional rail, and upcoming Villanova Middle School. The proposed sidewalk would be along the following three properties: 1829 County Line Road (Stoneleigh); 1853 County Line Road; and 301 Clairemont Road. The work includes, but is not limited to: tree removal; site clearing; removal and reinstallation of existing fences, statue, and signage; regrading; placement of approximately 1,600 linear feet of 5' wide ADA compliant sidewalk with approximate 4' wide verge; curb replacement; reconstruction of driveway aprons; construction of ADA compliant ramps; new trees and plantings; and restoration. The project will require coordination with Natural Lands, Lower Merion , Villanova University, and adjacent private property owners where the sidewalk is planned. The project also includes the upgrade of the intersection at County Line Road and N Spring Mill Road, which consist of: new mast arms, signal, video detection, emergency pre-emption, pedestrian signal heads, and pushbuttons; signing and pavement markings; regrading; replacement and upgrade of the ramps and associated portion of sidewalks to be ADA compliant at three corners (one corner was previously upgraded); and curb replacement. Construction planned for 2023 / 2024. Please note that the preliminary order of magnitude cost to widen the intersection and provide left turn lanes at each approach would increase the cost shown by an additional $600k to $800k.

The available right-of-way width along this section of Montgomery Avenue varies from 3' to 20' behind the curb. Therefore, the preliminary estimate includes design and acquisition of right-of-way at 1850 Montgomery Ave in 2021 with construction planned for 2022. B.1 River Road Culvert Improvements The existing roadway culvert located at 200/198 River Road is susceptible to significant blockage by rocky debris and sediment from up stream erosion during heavy rain events, causing surface flooding and sediment deposition on the roadway, severely restricting the passage of emergency vehicles and the public on River Road. The project consists of the replacement of the existing pipe culvert with a higher capacity and more easily maintained concrete channel, with a removable grated top and the re-establishment of the original open channel to the river, by the removal of a previously installed extension of the culvert, which also is susceptible to clogging. C.1 River Road - Evaluation and Creation of Quiet Zone Federal Railroad Administration (FRA) requires that locomotive horns be sounded at all public roadway-rail grade crossings, except where there is no significant risk to persons, where supplementary safety measures fully compensate for the absence of the warning provided by the horn, or where sounding the horn as a warning is not practical. Communities may create "quiet zones" in which the sounding of locomotive horns is banned (except in an emergency) if the required safety improvements are established. C.2 Skate Park Over the years, the Township has received requests for a Skatepark. A grass roots group of residents has organized. They have garnered interest and support from additional residents, and have begun meeting with individual Commissioners. This project will allow us to dedicate time to evaluate a possible location, while continuing to engage the community and encourage fundraising and grant efforts toward construction. The ideal location would be 13,000 to 15,000 square feet area with access to drinking water and restroom, as well as, shade. Funds in 2023 are for design, with construction tentatively planned for 2024 to provided time to fundraising and identify other funding opportunities. Costs shown are preliminary.
