Hi s t o r i c Mo n r o e Co u n t y Office of the Monroe County Clerk/Register of Deeds This office has charge of all court files, commissioners’ proceedings, birth and death certificates, indexing of all discharge of military personnel, passports, records of all persons authorized to practice certain professions, records of all notary bonds, certificates of persons conducting business under an assumed name, issuance of all marriage licenses and concealed weapon permits, along with many other duties as provided by legislative action. We will welcome inquiries regarding the various matters in connection with this office, as we are happy to have the opportunity of supplying information to the people of Monroe County. The Ottawa and Pottawatomie Indians occupied villages in the area now known as Monroe County, during the period prior to 1600. Many trails were cut through the Michigan wilderness as a result of the migratory lifestyle of these Native Americans. These early trails are still visible today in the form of highways, which were developed along their routes. Monroe County was first explored in the 1600s by French missionaries from Montreal. French Canadians arrived in the late 1700s and established the first permanent settlement along the River Raisin in the area now known as the City of Monroe. A trading post and fort were established here in 1778. Francois Navarre was the first white settler in 1780. The first settlement was called Frenchtown when about 100 French families came here from Detroit and Canada. The American Flag was first raised in Michigan at Monroe in honor of President James Monroe. St. Antoine’s Church on the banks of the River Raisin was the second church in the State of Michigan. Monroe County was established in July, 1817 as one of the first steps in the organization of the Michigan territory after the War of 1812. The old settlement of Frenchtown, which centered upon the square of the present Courthouse, took the name of Monroe and became the County Seat in September, 1817. Monroe County, at first, included the land now known as Lenawee and Washtenaw Counties 2018 Directory of Monroe County, Michigan 6 and portions of Wayne and Jackson Counties in Michigan and the northerly portion of what is now Lucas County, Ohio and the City of Toledo. Lenawee County was attached to Monroe County for administration purposes from 1822 through 1826. (See Original Boundaries and Evolution of Monroe County maps on page 5) Controversy over the county’s southern boundaries culminated in the bloodless Michigan-Ohio War of 1836. To settle this dispute, the United States Congress gave the State of Ohio the southern portion of Monroe County lands which included what is now the City of Toledo (Port Lawrence). In return, Michigan received land that is now known as our Upper Peninsula. This settlement finally established t h e p r e s e n t day boundaries of M o n r o e County. The original Courthouse was a t w o - s t o r y structure, built of logs and located across the street from the present Courthouse at the current site of the Presbyterian C h u r c h . I t housed not only the Court, but also the jail and the jailers’ quarters, and served as such from 1818 to 1839. A new stone Courthouse was constructed in 1839 on the site of the present Courthouse. I t s e r v e d Monroe County until February 28, 1879 when it was destroyed by fire, with almost a total loss of all records. There still remains in the County Clerk’s Office some of the partially burned records, and some records dating back to 1856, which are still legible and are used for historical facts. The present Courthouse was built in 1880, and there have since been three additions. The first was built in 1954 directly behind the original structure along Washington Street. The second was constructed in 1966 along First Street and the most recent was built in 1986 on the site of the former County Jail. During the early morning hours of April 13, 1992, an arsonist set fire to the Monroe County Courthouse. Fires were set in four separate locations, with extensive damage to the Probate Court, the Historic Circuit Courtroom, Treasurer’s Office and main entrance. The restoration and remodeling took some ten months to complete, at a cost of $930,00000. The arsonist has yet to be apprehended, despite the offering of a $25,00000 reward by the County Board of Commissioners for information leading to the arrest, prosecution and conviction of the person(s) responsible. Several other buildings have been built or acquired to house County offices. The Johnson-Phinney home was purchased with other adjacent property in 1960 and was then known as the Courthouse Annex. This historic structure was moved in 1977 from its original location next to the Courthouse to the corner of Second and Cass Streets, where it housed the Monroe County Chamber of Commerce for some time, and now is owned by the City of Monroe and used as a Conference Center. The Stoner- Kemmerling Building, across from the Courthouse, dating back to the 1840s, was purchased in 1970, 2018 Directory of Monroe County, Michigan 7 and extensive remodeling of that facility began in late 1988 and was completed in 1989. The former Monroe Auto Equipment Building was purchased in 1974, and was vacated and sold in 1987 with the construction of the latest Courthouse addition. The City/County Law Enforcement and Detention Center was built at Second and Washington Streets in 1981. During 1990, the former Standard Federal Bank Building at the corner of South Custer (M-50) and Herr Roads, was acquired to house the County Health Department. Several facilities have been built over the years to house other County departments, including Animal Control, Youth Center, Emergency Management, Cooperative Extension.

The Historical Commission and Museum occupy the former Monroe Post Office building at South Monroe and Second Streets, the site of the former home of Judge Bacon, father-in-law of General Custer and where the famous General lived for a time with his wife Elizabeth. The Drain Commission occupies a new County-owned building at 1005 South Raisinville Road behind the Community Mental Health facility. The former Drain Commission facility on South Macomb Street houses offices of the Monroe County Register of Deeds (County Clerk), Monroe County Equalization Department and Monroe County Treasurer’s Office. These offices were previously located in the courthouse and were moved to make room for the expanding court system. Monroe County is a general law County which derives its full authority from the Sate of Michigan. The County is governed by a legislative board which is presently called the Board of Commissioners. It consists of nine (9) persons representing districts throughout the County, which have been divided so as to have approximately equal population. The Board elects from its membership a Chairman and a Vice-Chairman for purposes of moderating the meetings. The Vice-Chairman chairs meetings of the Finance Committee. Several other committees, consisting of fewer members, are appointed by the Chair. 2018 Directory of Monroe County, Michigan 8 According to United States Census Bureau statistics, the population of Monroe County has grown from 1,340 in 1810 to 145,945 in 2000.
