CAPITAL ORDINANCE PROVIDING FOR VARIOUS IMPROVEMENTS TO TOWNSHIP FACILITIES AND ROADWAYS AND THE ACQUISITION OF EQUIPMENT FOR THE DEPARTMENT OF PUBLIC WORKS, BY AND IN THE TOWNSHIP OF FRANKLIN, IN THE OF GLOUCESTER, STATE OF NEW AND APPROPRIATING $65,000 THEREFOR FROM THE CAPITAL IMPROVEMENT FUND OF THE TOWNSHIP

WHEREAS, the Township of Franklin, in the County of Gloucester, State of New

Jersey (the “Township”), wishes to undertake various capital improvements to Township facilities and roadways and acquire capital equipment for the Public Works Department; and

WHEREAS, the cost of said improvements or purposes is estimated to be $65,000; and

WHEREAS, the Township desires to authorize the appropriation and expenditure of

$65,000 from the Capital Improvement Fund of the Township for the purpose of undertaking various capital improvements to Township facilities and roadways and acquiring capital equipment for the Public Works Department.

BE IT ORDAINED AND ENACTED BY THE TOWNSHIP COMMITTEE

OF THE TOWNSHIP OF FRANKLIN, IN THE COUNTY OF GLOUCESTER, STATE OF

NEW JERSEY (a majority of the full membership thereof affirmatively concurring), AS

FOLLOWS:

SECTION 1. The capital improvements or purposes described in Section 2 of this Capital Ordinance are hereby authorized as general capital improvements to be undertaken by the Township. For the said improvements or purposes, there are hereby appropriated the amount of

$65,000 from the Capital Improvement Fund of the Township to fund the total cost.

SECTION 2. The capital expenditures authorized by this Capital Ordinance include, but are not limited to, improvements to wells at various township facilities ($30,000); the purchase of equipment for the Department of Public Works, including but not limited to, a tire mounting machine and spin balancer ($8,000); and engineering costs associated with the resurfacing of Pennsylvania Avenue ($27,000) which is otherwise being paid for through a grant.

SECTION 3. The expenditure of the $65,000, consisting of an appropriation of

$65,000 from the Capital Improvement Fund of the Township for the improvements or purposes set forth in Section 2 hereof, is hereby authorized and approved. The , the Clerk, the Chief Financial Officer and any other official/officer of the Township are each hereby authorized and directed to execute, deliver and perform any agreement to undertake the improvements or purposes set forth herein and to effectuate the transaction contemplated hereby.

SECTION 4. The capital budget of the Township is hereby amended to conform with the provisions of this capital ordinance to the extent of any inconsistency herewith and a resolution in the form promulgated by the Local Finance Board showing full detail of the amended capital budget and capital programs as approved by the Director of the Division of Local

Government Services, New Jersey Department of Community Affairs is on file in the Office of the

Clerk and is available for public inspection.

SECTION 5. This ordinance shall take effect immediately after final adoption and approval by the Mayor as described in N.J.S.A. 40:49-2.

I, Barbara Freijomil, Clerk of the Township of Franklin, County of Gloucester, do here certify that the foregoing Ordinance was introduced at the Regular Meeting of the Township of Franklin held on May 12, 2020 and thereafter duty advertised in the legal newspaper of the Township at least seven (7) days prior to it being considered for final passage and adoption at a subsequent meeting to be held on May 26, 2020 at which time any person interested therein will be given an opportunity to be heard.
