Inland Port Site & Feasibility

Purpose -Dade County Board of County Commissioners issued a resolution directing the County to identify and report on land which would be suitable to develop an Inland Port.

The development of an inland port provides increased; cargo volumes, business activity, employment, tax revenues and will reduce environmental impacts. More specifically:

 PortMiami is an island, increasing the Port’s footprint to handle more cargo is more cost effective at an inland site. Expanding the Port’s footprint by extending the island is not feasible.  The cost of storing empty containers and staging cargo pre-export or post-import at an inland site increases the cargo capacity on-port.  The inland location will reduce travel times and truck emissions. Over time it is expected that up to 200,000 truck trips could be eliminated. o Import cargo currently unloaded in MDC’s industrial area (Medley and surrounding area) often generates an empty container moved back to the Port. This is often followed by moving the empty back to the industrial area to load the container for export. Staging these containers near Medley for export reuse will eliminate two over the road truck moves back and forth to the Port.  The best sites would be large enough to provide truck parking and other services that benefit cargo movement. FDOT has produced significant data on the negative impacts related to truck parking shortages.

Uses Initial core and potential future supply chain services include:

Core Uses  Empty container storage eliminating truck trips to and from the port to return an empty followed by it being picked up again for loading export cargo.  Storage of import or export cargo staged until it is needed at the Port. Reducing the days containers dwell on the Port create additional capacity.  Truck parking

Potential Uses in Future Phases  Chassis pools and chassis storage  Storage and handling of materials that become containerized exports  Cold storage for perishables  Cross-docking to transfer cargo between 40 foot containers and 53 foot over the road truck trailers  Warehousing and light manufacturing If the site is rail accessible other benefits can be captured  Heavy weight cargo can be transported by rail that might otherwise be subject to highway weight restrictions  Trains can move at night during off-peak hours and after the truck gates at PortMiami have been closed

Location The image below illustrates where the heaviest concentrations of industrial activity related to containerized cargo (shaded in yellow) occur and their proximity to the port (shaded in green). The highest value locations are where containers can be placed as close to these centers of industrial activity. The highest concentration of this industrial activity is in Medley west of Miami International Airport.

Site Criteria The site should be a minimum of 75 acres. For long-term growth a site that could expand to 150+ acres is desirable. Additional criteria have been considered to prioritize potential sites including:

 Proximity to the industrial areas where concentrations of imported containerized cargo are destined, export cargo is loaded and containers become empty.  Limited impact on adjacent and nearby parcels. Surrounded by industrial or vacant areas not designated for residential use.  Nearby access to one or more principal interstates or major arteries limiting truck travel on local roads.  Distance to rail access.  Vacant land is preferred reducing costs associated with demolition and brownfield development  Government owned property, especially Miami Dade County owned, is preferred over privately owned parcels. o Several sites identified contain private and government owned parcels. If contiguous government parcels exceed 75 acres the site primary designation is identified as government.  Access to utilities  Lower number of parcel owners would site makes acquisition less complicated  Inside or outside the UDB  Current zoning

Initial prioritization of sites was based on the criteria listed above. Highest ranked sites require additional investigation to identify any; deed restrictions or easements, wetlands, environmental and archeological restrictions or any other impediments to acquisition.

Potential Sites Fifteen geographically feasible locations with vacant sites over 75 acres were identified.
