OBJECTIONS: Though the Town Council supports the general principle of converting the historic Chapel into housing to bring an historic, empty local building back into use, the current application is not deemed acceptable for the following reasons:  The proposals for 19 studio, one bed and two bed apartments are considered to be over-development of the site, due to size of many of the dwellngs being less than the recommended minimum and the lack of any onsite parking provision. The previously approved application for 12no apartments with basement parking is considered to be more appropriate development for a site of this size.  The lack of any offroad or onroad parking to serve the development is considered to be a major flaw. Even if none of the residents have/ use vehicles (which is highly unlikely), there would still be need for parking in close vicinity for deliveries of large/heavy items, food shopping, visitors etc. The proposed car park passes for public car parks which are some distance (by foot) away are not considered sufficient to mitigate against the lack of any parking provision on site. The very limited amount of time restricted on-road parking in the immediate vicinity of the site is not considered to be adequate for this purpose.  The proposed bin store (see proposed bin sizes in design & access statement) does not seem large enough for the quantity of bins required to provide adequate waste/recycling facilities for 19 dwellings.This should be clarified by ERF.  The applicant has made no provision for any affordable housing on site, which is contrary to the requirements of the LDP. Affordable housing for local people should be a priority.  The Town Council supports the request of CPAT for records/photos of both the outside and inside of the historic building, prior to any works taking place on site. Should permision be granted, this should be made a planning condition. Finally, we would like to point out that the local Town Council was not contacted as part of any pre-application consultation for this site. 516/19 Welcome:

The Chair welcomed Members to the meeting and invited views on whether the 50 th anniversary of Colwyn Bay Bonfire and Fireworks Event could/should go ahead in November 2020, given the ongoing restrictions on gatherings and requirements for social-distancing to reduce the spread of COVID-19.

RG advised the Sub-Committee that she is involved in national level meetings regarding events. Following national advice, CCBC Safety Advisory Group (SAG) had advised that events up to the 1 st July should not happen. Conwy Events team had been hopeful that events would be permissible again by November, however, there is still a lot of uncertainty and no real guidance to say that an event can or cant proceed. Events (mass gatherings) would fall under green in the Welsh traffic-light system (low priority) and progression to green is dependent on the level of R (rate of reproduction of the virus). An autumn spike in the rate of reproduction is feared and this could result in restrictions being tightened again, even if they have been relaxed.

CCBC had still been looking to support the GB Rally event in October, but Motorsport UK had concerns over the 70,000 attendees the event attracts and the event was cancelled last week. Wales Rugby Union has said that there would be no events for the rest of 2020. RG also informed Members that Gwynedd CC had now written to all event organisers to advise that no events should happen in 2020.

RG had attended a similar Fireworks meeting with Town Council earlier in the week and they had yet to make a decision on whether to proceed with their event, and were looking at timelines to ascertain the latest date when a decision would have to be made. RG had advised that the SAG would not support an event going ahead unless measures were in place to ensure social distancing. This would require a much higher level of stewards/security than in the past.

JA advised Members that Police guidance from March/April had not changed and that the Police (and all blue light services) would not currently support any public gatherings. It is impossible to foresee whether these restrictions would still be in place by November. He stated that organisers of an event would need to display competence in social distancing, and that the Bonfire Night was a significant event and asked how the organisers could satisfy the SAG and ensure public safety? He warned that there could be significant added pressures and complications and that public safety must be paramount.

LY agreed that a decision date to cancel would need to be decided. Even if social distancing measures are reduced within the next few weeks, the event would still be affected. She recommended that local data could be looked at (the R rate), rather than national statistics.

MW expressed concern over the social distancing measures that would be required and pointed out the issues faced by the Town Council, on an annual basis, to get enough stewards for the event. If stewards were required to assist with maintaining social distancing, how many additional stewards would be required and how would these be obtained?

JA agreed that all events post-Covid would need to look at how conflict could be managed within large crowds due to the potential of more incidents of aggravation.

CH discussed how Members of the Pandemic Crises Response Team (PCRT) had felt that the event would be impossible to run in its current format and had wondered if there were other alternatives. They had discussed the possibility of a display on the beach, where residents would have 3 miles of bay/promenade to view the display from, rather than congregating within a constrained area within the park.

TE advise the group that a display on the beach would have to be considered in the context of being a brand new event, which would require a new event safety plan, site plan, traffic management plan and steward plans and would therefore need a lot more time (and more meetings) to prepare.

RG agreed that a new location would create a different event and thought that people would still turn up in large numbers to view the fireworks and asked how that would be managed? A new location could also double or triple the attendance numbers (as had happened with the Llandudno event), and people would have an appetite for attending an event after spending months in lockdown. She mentioned Theatr and that, due to social distancing measures, their capacity was down to 83 from 600. RG added that Conwy Events team would be happy to help if a change of location was decided upon, but that the requirement to restrict numbers and ensure public safety would result in a much higher event cost than currently budgeted for.

LY agreed and stated that an Emergency Action Plan would need to be looked at, as a priority.

TK informed the sub-committee that the fireworks were usually ordered in May/June, and that there was a minimum of 8 weeks lead-in time required from the date of event. However, ordering later reduced the choice of fireworks available and increased the potential costs. In relation to the beach being used instead, he mentioned that both the tide and wind speed/direction would need to be taken in to consideration and that a new risk assessment and site plan would need to be drawn up. He reiterated that currently, the fire service was not supporting any mass gathering events.

MW expressed concern about the difficulty that may be faced from trying to build a bonfire, just before the event, and before high tide. He also wondered how stewards would be able to control access to the promenade. JA discussed the impact this would have on the policing of the event, should a Police Officer have to assist the stewards at control points. JA also highlighted TKs point that the Fire Service not supporting events would have a major impact on the ability of the event to go ahead.

TK confirmed that it would not be possible to build a bonfire on the beach. CH stated that he couldnt see the event being able to go ahead in Eirias Park, due to the issues with social distancing. He wanted events to go ahead in Conwy, but reluctantly proposed cancelling the event this year.

PBP mentioned that to hold the event on the beach would require a Marine Licence to protect the ecology and diversity. He also agreed that trying to enforce social distancing in the dark would be very difficult. RG informed Members that a Marine Licence would cost approx. £2,000 and agreed with the previous comments that people would not spread out along the promenade as people want to be in the middle of the action. At Llandudno Fireworks event they have approx. 17,000 people in a short period merging in a larger area.

MW countered that regardless of the location, whether the event be held in the park or on the beach, that the same problems would exist, i.e. social distancing and public safety. MW proposed a vote on whether to cancel the event at this point, or delay the decision to a later date. Four Members voted to cancel the event and two voted to delay the decision.

Resolved to recommend, for the reasons stated above, that the 2020 Bonfire and Fireworks event in Eirias Park be reluctantly cancelled, on public safety grounds.

TE informed the sub-committee members that she would need to take the recommendation of the Sub-Committee back to the next Town Council meeting and confirmed that she would inform the Members of the decision taken by the Council at a later date.

Dear Louise,

Thank you for taking the time to contact us in relation to the coastal path diversion for the works at Splash Point and I note your comments in relation to the use of the current route.

We are not, and would not be, aware of any enforcements taking place as a result of uses ignoring statutory signage on the diversion route as this would be a Police matter.

Please allow us to provide some background information in relation to the diversion.

 The diversion of the existing shared coastal path, which forms part of National Cycle Network Route 5, is due to the coastal defence works and the active travel improvements currently being completed at Splash Point  As a result of not being able to provide an equivalent shared alternative route that both cyclists and pedestrians can use, cyclists have been requested (using the powers of the Highway Act) to dismount and use the pedestrian diversion route that has been provided, which due to its physical constraints, is not suitable to be cycle. Hence why the regulatory signage has been deployed. This signage is enforceable under the Highway Act and is enforceable by the police only.  The police have been made aware of the issues arising due to non-adherence to the temporary traffic signs requiring cyclists to dismount, and have stated that they will, where necessary look to enforce this requirement. However it can be appreciated that during this unusual time, that police resources may be utilised/focussed on other matters.  Following observations onsite, reports on both social media and from our local councillors, CCBC and the contractor have increased the presence of signage along the affected route. The additional signage is working with significantly more cyclists dismounting. This had been observed by both the Contractor and our staff over the last couple of days but there are still some who ignore the signage.  CCBC has contacted both Sustrans and Cycling UK who have in turn been in discussion with their members and clubs to try and appeal to the cycling to comply with the requirements to dismount. Several social media post have been made by CCBC, Sustrans and Cycling UK. Unfortunately it does appear that a small minority are still choosing to ignore the requirements.  CCBC and the contractor has installed temporary chicane fencing at the bottom of Cliff Gardens to slow down cyclists who have decided to ignore the signage and were continuing to free wheel to the corner of the promenade at speed. Unfortunately it is not possible to install smaller/narrower chicane barriers because this would restrict other users accessing the path such as those with wheelchairs/mobility scooters and other minority users who require DDA complaint access.  CCBC have explored the option of closing the diversion route altogether for both pedestrian and cyclists (it would not be possible to restrict access to cyclist alone), however this would result in coastal path users requiring to follow a diversion between and Porth Eirias along Abergele road which would impact on all users  pedestrians and cyclists, and would add additional risks to these users.  As an increased deterrent, CCBC intend to fit temporary CCTV along this diversion route

The works are scheduled to finish in mid-July and the diversion route will be removed.

Hopefully all users of the new section of shared coastal path will respect each other.

Going forward Conwy Council have received additional funding to improve further sections of the coastal defence in this area and will review how the cyclists and pedestrians can be managed when undertaking future works.

Hi Roz  good to hear from you.

The concept of Community Skips unquestionably provides a valuable service to communities who wish to dispose of more bulky items than can be accommodated through their general waste collections. It provides an opportunity for people who do not have access to transport to take their items to MRF at Mochdre to dispose of the items locally and it removes a certain percentage of Fly Tipping from public spaces.

It was the cessation of Welsh Gov funding that stopped our process of monthly Environment Days much to the disappointment of our communities across the county, since which time, a number of Town Councils have gone on to fund their own skip days which are very popular. The service is booked via our ERF Customer Services Team who book the skips and skip supervisor and invoice at the end of the booking. They can provide costs for the service which is supplied via our Refuse section.

One very important thing to watch is the control over ending an event. The disposal capacity is limited by the number of skips you provide (at a cost per skip) and communicating this to the public can be challenging, the risk being that they bring more bulk items than you have skip space for and we have seen post event situations with piles of waste left behind after the skip has finished and gone. This becomes Fly Tipping.

The key to managing this is to have Local Members / Town Councillors available on the day to control the inflow and not allow waste items to be deposited outside of the skip to be left un- attended and a 15-20 minute staffing after the final skip has gone to turn away late vehicle arrivals.

Apart from the above detailing, they are a great community service and we would be very encouraging of the prospect of them continuing via Town Councils.

1. To install a tree socket, manhole cover and power supply for a West End Christmas tree (please note that an ongoing revenue budget would be required for the purchase/installation of the tree each year (£521), for the purchase of new tree lights in year one (approx. £750) and for the installation/maintenance and removal of the lights each year  cost unknown, as part of larger contract.

2. To supply/make and install a wooden community notice board, similar to those elsewhere in our area. The Town Council would presumably have to be responsible for inspecting/maintaining the noticeboard once it is installed.
