Combined Authorities and Metro Mayors What is a combined authority (CA)? A combined authority (CA) is a legal body set up using national legislation that enables a group of two or more councils to collaborate and take collective decisions across council boundaries. It is far more robust than an informal partnership or even a joint committee. The creation of a CA means that member councils can be more ambitious in their joint working and can take advantage of powers and resources devolved to them from national government. EXECUTIVE SUMMARY 1.1 Following a tender process carried out in accordance with the Publíc Contracts Regulations 2006, the London Borough of Enfield ('the Authority') entered into a contract for the provision of legal support services for the Lee Valley Heat Network with Temple Bright LLP on 1Oth December 2014 ('the Contract'). The decision for the award of the contract was taken by the Director of Regeneration & Environment on 7 November 2014 (KD 3992). 1.2 Due to their experience and skills, the Contract identified certain key personnel (the 'Key Personnel') as crucial for the delivery of the services. However, the Key Personnel have now left Temple Bright on amicable terms to establish their own law fírm, Lux Nova Partners LLP ('Lux Nova'). 2. RECOMMENDATIONS It is recommended that the Authority approves the novation of the Contract from Temple Bright LLP to Lux Nova to ensure the continued engagement of the Key Personnel. 1 RE 15/53 - Part 1 3. BACKGROUND 3.1 The Authority entered into the Contract with Temple Bright LLP following a 'Part B' procurement carried out in accordance with the Public Contracts Regulations 2006. The Authority did not need to publish an OJEU Call for Competition Notice for Expressions of lnterest, and simply placed an advertisement on the London Tenders Portal seeking expressions of interest from legal firms. -
Tees Valley Giants
5TEES VALLEY GIANTS TEES VALLEY GIANTS A series of five world-class art installations matched only in scale by the ambition of Tees Valley Regeneration in its instigation of the project. Temenos is the first iteration of the five sculptures that will combine as the world’s largest series of public art - the Tees Valley Giants. The epically scaled installations created by Turner Prize winning sculptor Anish Kapoor and pioneering structural designer Cecil Balmond, will soon grace the Tees Valley, with the first of these, Temenos, located at Middlehaven, Middlesbrough. Over the next decade four more structures will be located within each of the other four Tees Valley boroughs: Stockton, Hartlepool, Darlington and Redcar and Cleveland. Although each work is individually designed and specific to its location, the structures will be thematically related, visually linking the Tees Valley and highlighting the ambition for social, cultural and economic regeneration of the Tees Valley as a whole. Massive in impact, scale and world status, Tees Valley Giants is symbolic of the aspiration and ongoing commitment of Tees Valley Regeneration to enhance the way in which the Tees Valley is viewed and experienced. TEMENOS Temenos Greek, meaning ‘land cut off and assigned as sanctuary or holy area.’ Temenos is a bold contemporary artwork which also recalls the heritage of Middlesbrough and the Tees Valley. Its construction will call on the traditional twin skills of the region: precision engineering and heavy industry. Standing at a height of nearly 50 metres and spanning almost 120 metres in length, Temenos will stand shoulder-to-shoulder with Middlesbrough’s landmark Transporter Bridge. -

AIM’s audited accounts to 30 April 2005 show a pre-tax loss from continuing operations of £107k and gross assets of £7.5 million. Since then AIM has disposed of another division and consequently pre-tax losses for the year to 30 April 2006 are expected to increase.
