Message from the Director 10 Years of Hargeysa International Book Fair

It has been an immense pleasure for me to see Hargeysa In- ternational Book Fair grow into this huge success, attracting over 100,000 local, regional and international guests since its inception. Each year I look forward to seeing so many longtime friends and colleagues, as well as so many new partners—and to personal- ly welcome you to to celebrate and promote literature, culture, arts and help establish the institutes to preserve and promote this. It’s a very exciting time for us at Redsea Cultural Foundation and in many ways, we have several milestones to mark; First of all, we are of course celebrating the 10th anniversary of the Hargeysa International Book Fair. We also have emerged over the years on the national and regional stage as a leading voice promoting literature, arts and culture and most vis- ibly to all; we have now opened the Hargeysa Cultural Centre- our new permanent location.

Clearly, after a decade of steady progress, 2017 has been a watershed year—a year of achievements and reaching milestones. There are people who deserve much credit for these incredible achievements- the distinguished and highly committed members of the board of directors, staff, longtime friends, supporters and volunteers… there is no way to adequately thank them for what they help build. Without their focused commitment to promoting literature, arts and culture in our society (as well as access to it), without their dedication to building a solid organization that could make this possible, we would not be celebrating these milestones. The business community, successive Somaliland governments, international partners, donors, civil societies, institutions and our local community have invested in us, supported, shaped and co-hosted our guests, partners and events over the years. Without them, we simply would not be where we are today. It is therefore a collective achievement we are celebrating.

In short we have a decade of good work behind us, but still a lifetime of challenges and hard work ahead to achieve the best for our young nation. I very much look forward to benefiting from the good thinking, the energy and enthusiasm generated by our collective enthusiasm, to help us chart the road ahead.

Message from the Director 10 Years of Hargeysa International Book Fair

The 10th Hargeysa International Book Fair will open its doors at 8.30am on Saturday the 22nd of July 2017 and will run for full six days. Our theme this year is connectivity and the guest country South Africa. So far the themes explored at Hargeysa International Book Fair have included freedom, censorship, cit- izenship, collective memory, visualization the future, Journey, Imagination, Spaces and Leadership & Creativity.

Connectivity is impacting the world in ways we could never have imagined, through roads, railways, airlines and most importantly Internet cables. Through connectivity we are reshaping the world map and as a result we become stronger and better community.

In the Africa continent, connectivity in all forms is taking root- but some forms are growing at much faster rate than others. Connectivity through infrastructural activities such as transpor- tation, energy and communications is revolutionary develop- ment backed by many of our government to pull our society, economy and country forward. On the other hand the Internet has grown in our continent unprompted and increasingly the world online is borderless experiences shared in real time. As result we were able to live stream the entire HIBF2016 online for free to a wide audience across different time zones. As a result of greater connectivity we were able to project our ideas, our values and principles to a much greater audience, and because Leadership & Creativity 2016 Spaces, 2015 IImagination 2014

Connectivity is the key to our connectedness, it allows us to share our literature, our culture, our music, our ideas and val- ues with each other and find a common ground. We connect be- tween the societies and individuals thought the humankind cre- ated knowledge, literature, art, culture and music. With enough care, creative confidence and a willingness to change things, to- gether, we can all benefit from the increased connectivity.

The anniversary:

At our 10th anniversary we want to celebrate our collective achievement, as a society, as a country, as an organization, as esteemed guests and all our guest countries. We want to cele- brate all that connects us, all that keeps us connected and find ways for greater connectedness and cooperation.

We are in particularly honoured to have Professor Ali Jimale Ahmed from Queens College join us for the first time. We are delighted to welcome backscholars includ- ing Professor Ahmed I. Samatar (founding Dean of Macalester’s Institute for Global Citizenship), Professor Iqbal Jhasbhay (former Ambassador of SA to Eritrea), Dr. Mpalive Msiska, Dr. Mi- chael Walls, Dr. Martin Orwin (University of London), Dr. Idiris Elmi (UNESCO), Dr. Abdul Rahman Lamin (UNESCO), Dr. Hibo Assoweh (University of ), and Dr. Saeed Farah Jire (Zakaat Registry Office, Somaliland). From our guest country, we are honoured to be joined Dr. David Monyae (Confucius Institute), Dr. Raphael d’Abdon (UNISA), and poet and author Phomelelo Machika.

We welcome acclaimed international poets, writers, journalists and artists including Bill Herbert, Nadifa Mohamed, Ahmed Is- mail Hussein “Hudeidi”, Chuma Nkolowo, Chris Print, Wan- gari Grace, Kate Stanworth, Khainga Ookwemba, Julia Farring- ton, Stephanie Braquehais, Jared Ombui among the others are our international guests who will discuss with their counterpart local scholars and artists on the theme of the year.

The Guest Country is South Africa.

On account of its heroic victory over the most heinous system of apart- heid, oppression, and exploitation followed by the judicious adop- tion of its highly plausible policy of peace, reconciliation and togetherness among its multi-ethnic, multi-cultural na- tion state, has deservedly symbolised both the African continent’s historical pride as well as its hopeful future. We are delighted to have Ambassador Dr.Iqbal Jhazb- hay, Dr David Monyae, Co-Director at the University of Johan- nesburg Confucius Institute (UJCI) and Dr. Raphael d’Abdon, writer, scholar, spoken word poet, editor and translator who teaches UNISA and Phomelelo Machika, poet who contributed to anthology of poetry by South African Women, and featured in Throbbing Ink, a poetry collection by six South African Coun- tries.

Talking about culture and heritage

On the top of the two specific panels for the theme and guest coun- try of the year, the program covers a mix range of current issues: from pure literature critique and poetry reading sessions, to dis- cussions on climate change and its effects on Somaliland, including the current droughts; from Sustainable Development Goals seen in the eyes of Somali culture and with words of Somali traditional po- etry and wisdom, to purely entertainment events of live music and theatre performances; from children’s literature and entertainment sessions including circus plays to high level economic development debates and the current state of democratization process in Somali- land. The book launches and presentations will however make the major pillar of the program and the line-up of debut authors and

acclaimed international and local authors will launch their newly published books. The 10th Anniversary of the HIBF plans 10 ma- jor panels and debates on current issues, 10 international authors presenting their books, 10 renowned Somaliland based authors launching their books, 10 young debut authors presenting their first published works; 10 special side-events including children entertainment, circus and community cohesion dinner; 10 films or documentary films, including 5 children films/cartoons, will be screened in different places of the city and 10 cultural and tourist visitsboth in cultural and historical places of the city (HCC, Sary- an Museum, National Library, the National Theatre) and outside of Hargeysa (including Laasgeel, Berbera, Bullaxaar, Camuud and Gacan Libaax highlands);and the program will take place in 10 dif- ferent locations of the city.

Dr. Saeed Farah Jire introduce the intergenerational connectiv- ity within the society, and how the youth in Somaliland can un- lock their potential.

Youth in Somaliland have an important role to play in the de- velopment of their country. A person or a group of social activ- ists with an innovative idea can make a difference. Among other things youth can drive change Somaliland through politics and social action. Despite the potential to drive change, youth are marginalised in much of public policy space and economic life of the nation. The session explore way we can take steps towards creating an environment conducive to your contribution to So- maliland development.

Khadra M. Baarud (Halgan) is a social activist, journalist and social & political science student at Golis University. Khadra is currently pursuing her Degree in Social and Political Science.

Khadija Abdillahi Sheikh is a Banker and a Social Entrepreneur with ample experience in Financial Services. Currently she is an Executive at Dahabshil Bank International, serving as Head of Quality Assurance. She is the force behind ‘’Dahabo - Banking for women’’, the first women dedicated line of banking services in the region. She is a business owner who founded Hooyonimo, an online blog and shop which offers mothers a range of quality products as well as free localised content in the Somali language on topics like: Pregnancy and Childcare. She is also founder of Somali Women Leadership Network (SOWLNET) a membership based network of highly skilled and qualified Somali women that exchange beliefs, dreams, ideas and expertise. SOWLNET highlights the accomplishments of Somali women through the #PowerfulSomaliwomen initiative.

Hamse Suldan Adan is a social activist, and the force behind Somaliland Patriotism Cell. Hamse have a B.A in Economics and Business Management from Hargeysa University and Postgraduate Diploma from Conflict and Resolution. Currently Hamse is the Marketing person for

HIBF is pleased to launch Jonathan Starr’s new book “It takes a school” about Abaarso School, a unique school in Somaliland whose students, against all odds, have come to achieve success beyond anyone’s wildest dreams. The book goes into real depth about Somaliland vs. Somalia and really teaches people about Somaliland. With the author, two examples of these students will tell their stories. Nimo Ahmed Ismail and Mustafa Mohamed Elmi are Abaarso’s first graduates from US universities. Both Nimo and Mustafa came back to teach in Somaliland after this wonderful achievement. Saryan Museum is the first museum in Somaliland, ded- icated to the history of Somaliland and its struggle to reclaim its state- hood; as we mark and celebrate our future, it is important to reflecting on how far we’ve come and preserve our history.

Gaax and Hanqadh are two new books just published by Ismail Ubax and Maxamed-Haykal, two of the most celebrated contem- porary Somali writers. 08.00-10:00: Theme of the year: connectivity: Prof Ali Jimale, Sheikh Almis Yahya and Said Salah Ahmed

Plenary speech by Professor Ali Jimale Ahmed will focus on lecture “Limning the Contours of a New Form of Connectivity: African Solutions for African Problems”. Prof Ali Jimale Ahmed, Queens College and the Graduate Center of the City University of New York. Prof Jimale is the chair of Comparative Literature at Queens College, and teaches courses in African, Middle Eastern, and European literature. His books include The Invention of Somalia, Fear Is a Cowamongst others. He was one of the first scholars to challenge and deconstruct the politicised narratives around Somali identi- ty and culture and homogeneity.

Sheikh Almis Yahya Ibrahim, a scholar and very re- spected Imam in Somaliland will explain intergener- ational connectivity within the society of Somaliland: how youth can be aware of their culture,heritage, re- ligion and also connect to the rest of the world and learn from the past and the future.

Poet and renowned playwright Said Salah Ahmed will analyse the theme of connective in Somali from the cultural and heritage point of view. Understanding the word “connectiv- ity” and contextualizing it into Somali culture.

10.00-12.00 Panel: On South Africa – the guest country

Just glaring over the past tumultuous 100 years, South Africa, on account of its heroic victory over the most heinous system of apartheid, oppression, and ex- ploitation followed by the judicious adop- tion of its highly plausible policy of peace, rec- onciliation and togetherness among its multi-ethnic, multi- cultural nation state, has deservedly symbolised both the African continent’s historical pride as well as its hopeful future. Therefore, the HIBF, marking its 10th anniversary, and poised to further develop its literary and cultural achievements, finds it most auspicious in this august occasion to have the Rainbow Nation of South Africa as our guest Country.

The panel will be led Dr. Iqbal Jhazbhay, South Africa’s current Ambassador to the State of Eritrea, formerly Pro- fessor at the University of South Africa and the previous Director of the Unisa Centre for Arabic and Islamic Studies. Dr. Jhazbhay has authored the book, ‘’Somaliland: An African struggle for nationhood and international recognition’’, some twenty-two aca- demic articles and chapters on Islamic thought, Somaliland and South African foreign policy.

Dr. David Monyae is the Co-Director at the University of Johannesburg Confucius Institute (UJCI). He is an International Relations and For- eign Policy Expert who holds a PhD in Interna- tional Relations. As Policy Analyst, at the De- velopment Bank Southern Africa (DBSA), Dr. Monyae undertook major research on Regional Economic Com- munities (RECS) in Africa, with special focus on infrastructure for investment opportunities for DBSA. He designed and intro- duced DBSA’s Policy Briefs and Working Papers, and represent- ed the Bank in major infrastructure projects in Africa. Dr. Monyae lectured South Africa’s foreign policy and Africa’s International Relations in the Department of International at the University of the Witwatersrand for nine years. He has published widely and is also a respected political analyst featuring in both national and international media outlets.

Dr Raphael d’Abdon is a writer, scholar, spoken word poet, editor and translator, he is a lecturer at the Department of English Studies at the Uni- versity of South Africa (UNISA). He has pub- lished articles, essays, translations, interviews, short stories and poems in several volumes and journals. In 2013, he compiled and edited the collection Marika- na: A Moment in Time (Geko), published his debut poetry col- lection sunnysidenightwalk (Geko), and was one of the featured poets at the “Poetry Africa” festival in Durban. He lectures at

the Mzansi Poetry Academy, he is the co-editor of the academic journal scrutiny, and he is a member of ZAPP (The South Afri- can Poetry Project) and IPP (International Poetry Project), two joint-projects of the University of Cambridge, UNISA and the University of the Witwatersrand, whose chief aims are to pro- mote poetry in schools in South Africa, UK and beyond, and to instill knowledge, understanding and a love of poetry in young learners.

Phomelelo Machika is a lover of words whose writing is mainly social commentary. Her poetry has been published in various volumes of the Tim- bila Poetry Project. She has contributed to an an- thology of poetry by South African Women, Basa- dzi Voices (UKZN Press, 2006). She also published a Sepedi collection of poetry titled PeutšatokologoIo (Timbila, 2005). She was also one of the featured poets in Throbbing Ink 2003, a poetry collection by six South African poets.

1.30pm- 3.30pm Picnic, poetry and Laas Geel trip for all guests. In collaboration with the Ministry of Culture and Tourism, HIBF2017 will take its guests for a picnic and poetry reading at Laas Geel. This includes Hargeysa City through the poetic words of HIBF Guests. Foreign poets who attended HIBF for the last 10 years remembered their (mostly first time) visit in Hargey- sa through poetic words. Dr. Mpalive Msiska is editing a short volume of these poems and featured poets include Jack Mapan- je (Malawi), Osundare (Nigeria), Idiris Elmi (Djibouti), Chuma Nkolowo (Nigeria), Mpalive Msiska (Malawi) and Phylis Mu- thoni (Kenya). Renowned poet Bill Herbert, who also translated Hadraawi and Gaarriye, will read some of his recent reflections and poetry on his multiple trips to Somaliland and friendship with literary people of Somaliland.

“Language Connects: HIBF ties France”

Venue: Edna Adan University Hospital

Francophone are not limited to Djibouti where the official administrative language and teach- ing medium are mainly French. In Somaliland, there are many French speaking Somali diaspora who have returned from France and have be- come part and parcel of Somaliland community. Recently, to cater for those returnees, the first French-language school has opened in Hargeysa, with some thirty students enrolled at the University Hospital Center Edna Adan in Hargeysa for weekly meetings. And the library of the Hargeysa Cultural Center dedi- cates a whole section to the works in French language.

Panel: This year, HIBF wants to connect France with Francophone Somali literature, present- ing and exploring prose and poetry written in French by Djiboutians, as well as French influ- ence in Somali music. Introduced by Eole Sure, 2nd Counselor, Embassy of France in Kenya, five authors whose literary works were originally written in French,

including, Rashid Hashi (writer and poet of fiction), Dr Hibo Moumin Assoweh (poet and expert in literature Djiboutian fran- cophone), Dr. Abdirachid Mohamed Ismael (linguist and writ- er) and Idiris Y Elmi (writer and translator of works in Soma- lia-French or French-Somali) and Stephanie Braquehais (author of Lignes de Fuite, a novel based on railway that connects Dji- bouti and Ethiopia) . The French Language School in Somaliland will be introduced by Abdirahmaan Ali Dahir and Mrs Halima Youssouf Aden both French speaking and currently leading the school within the Edna Adan University. The session will end with a film screening and musical show in French.

Chuma Nwokolo, Jr. is a Nigerian lawyer, poet, writer and the publisher of African Writing mag- azine. He is author of the poetry collections Mem- ories of Stone and The Final Testament of a Minor God. His novels include One More Tale for the Road and Diaries of a Dead African, an extract from which was published in La Internazionale as one of the three best stories worldwide in 2001. His Young Adults novels include The Extortion- ist and Dangerous Inheritance. His short story an- thologies include The Ghost of SaniAbacha, a wit- ty and satirical collection of twenty-six stories mostly set in Nigeria. Other anthologies include his latest, one of the commemorative volumes to mark the centenary of Nigeria’s amalgama- tion, How to Spell Naija in 100 Short Stories. He was writer-in-res- idence at the Ashmolean Museum in Oxford.

Djibouti and Ethiopia, together home of mil- lions of Somali speakers and a partners of So- maliland in many regional social, political and economic development will join together to cover the contribution of Ethi- opian and Djiboutian scholars to African studies globally and Inter-university col- laboration between institutions. The pan- el will also discuss the role of higher edu- cation in the development of the Horn of Africa and wider Eastern region of Africa. This theme will be among the new features of the Book Fair that fits in to the theme of the year “connectivity”. Djibouti had always a special session in HIBF since we started 10 years ago. Research in Somali Language: towards the Somali Studies International Association Congress in 2018. For the 10th Hargeysa International Book Fair a panel of specialists will present the latest work in Somali language and linguistics. There are developments in all areas of the field: descriptive and theoretical linguistics, computational linguistics, literary linguistics etc. The presentations will also look to what can be expected in the language-focused events at the SSIA conference in 2018. Nasir Ali (Institute for Peace and Conflict Studies, University of Hargeysa), Dr. Abdalla Duh (Punt- land State University) and Dr. Hibo Moumin Assoweh (University of Djibouti) are leading their respective institutions in Research Capaci- ty Building projects. Recently, many Horn of Africa institutes aim to produce research that shapes policy and social develop- ment, and Rift Valley Institute partnered some of these institutions to support Somali research institutions to undertake research that is generated by Somali researchers. Duh and Ali will pres- ent on the challenges and achieve- ments of Somali researcher and share their most recent work on current issues such as the drought response and accountability of governments to the citizens. Hibo and Abdalla will cover the situation in Djibouti University led projects in Re- search and Development.

Children Panel: Maxamed Xirsi Guuleed, Muse Isse (Muuse Dalmar) and Wangari Grace

Maxamed Xirsi Guuleed is a teacher and writer of more than 10 books, including Aanooyee albaabka ii xidha, Hableheenna, Shirrabidhalabuur, Cilmiboodhari Caash- aqiisii, Goobjooge, and many other books. Maxamed translated or co-authored children books in Sweden (Soma- li-Swedish) and he will share the im- portance of children literature. Muse Isse (Muuse Dalmar), editor of Car- ruurteenna, Somali children’s magazine published by the Somali Nordic Culture which is a non-profit organisation comprising of students, writers, storytellers, librarians, journal- ists and artists; Wangari Grace is a Kenyan children’s literature author whose book “The forever tree” will be launched here for the first time at HIBF. Chair: Fardus Mohamed. Fardus has been running the weekly Children’s event at the Hargeysa Cultural Centre. She published her first book, a collection of stories for children in 2016.

17.15-18.15: Meet the authors

17:15: Nadifa Mohamed is a renowned Somali-Brit- ish novelist and author of two books, Black Mamba Boy and The Orchard of Lost Souls, and she writes for the New York Times, Guardian, Telegraph and other newspapers too. She was awarded, among the oth- ers, Granta’s ‘Best of Young British Novelists’ award in 2013, and was nominated for the Guardian First Book Award. She has also won a Somerset Maugham Prize and the Prix Albert Bernard since then for her second novel. Nadifa will be talking about ‘tackling documentary fic- tion: how writers can use fiction to tell real stories?’

Professor Ali Jimale Ahmed, a poet, essayist, scholar, and short story writer, will share his latest literary production with HIBF audi¬ence. The author will go through some of his long list of books on Somali literature.

HCC is pleased to host a community building dinner. We have invited members of the diverse communities living and work- ing in Somaliland to a wonderful evening of food, Somali cul- ture and celebration. We hope this dinner will bringing people together and help us to build on our shared values to achieve a common vision and a sense of belonging for all communities. In Somaliland, the diversity of people’s different backgrounds and circumstances are appreciated and positively valued; We hope to celebrate this diversity and hope this leads to strong and positive relationships between people from different backgrounds in the workplace, in the schools and within neighbourhoods.

Cismaan Cabdinuur Xaashi, author. Cismaan Cabdinuur Xaas- hi (aka Khaliifka) teaches Somali language and literature at Ilays University in Laascaanood. A former TV program producer in mid-eighties, and column writer on national newspapers, now Cismaan researches on Somali language and he already pub- lished several books and collection of poems. Cismaan is pre- senting his latest book on Somali language and its structures “Tiraabteenna oo aan toddoba xaraf ku jirin”

Rashiid is working now on his second book about the stateless culture of Somali pastoral clan system. He is stressing that stateless culture as the basic reason for Somalis to confront the foreign powers in the 19th century as well as the defeat of the Mohammed Cabdille Xasan.

Maxamud Sh. Dalmar, a historian of Islamic civilization, jour- nalist and the author of Irdho.

Prophet Muhammad (PBUH) has been described by different authorities as the only man in his- tory who supremely succeeded on both secular and religious levels” (Michael Hart author of ‘the hundred: a list of the most influential persons on history); AS “perhaps the greatest leader of all the time “(Time magazine 1974) etc. His lord God describes Mu- hammad as ’mercy sent to all and the entire creation”. No de- scription captures the essence of the personality of the proph- et. The book is an attempt to demonstrate how this concept of mercy and compassion has been the driving force behind the astounding successes of the message of Muhammad world- wide. Historical examples cited include the legendry Saladin in the Middle Ages and the noble behavior of ordinary and simple Muslim individuals and families during the 1994 genocide in Rwanda which saved many people from certain horrific death and which in turn lead to a surge in conversation to the faith of Mohamed. Mohamud Sh. Ahmed Dalmar’s first book-length satirical work, Irdho, which contains almost 900 verses poem, is an imaginary fictionalised story about the SomaliLanguage, coming to

Europe, and seeking asylum in the UK, with the result of his bid for asylum being refused. Dalmar is working on his second book on the prophet Mohamed (PUH), and he introduces it here.

10.00-11.00 Panel: On droughts and Water Harvesting in So- maliland and on Sustainable Development Goals.

There have been consistent patterns indicative of climate change in Somaliland over the past two decades. Frequent droughts with ever increasing severity in the past decade in particular suggests that such natural events will continue with a great- er economic and social impacts in the future. Such events are generally expected to hit harder most vulnerable social groups, especially nomad¬ic and agro-pastoralist populations. Key con- cerns in Somaliland include serious threats to food security and health, considerable economic decline and degradation of pasto- ral and agricultural land and freshwater resources in longer run. Evidence also sug¬gests that severe environmental degradation caused by climate change lead to increased may lead to migra- tion out of rural ar¬eas toward cities and other countries, and potentially conflict between migrants and residents in receiving areas. Implications of mass migrations include abandoning of nomadic way of life which forms the foundation of the Soma- li pastoral culture, and therefore potentially a graduate decline of prominent features of Somali cultural heritage. The panel on Sustainable Development Goals will discuss the cultural and wider social implications of recent droughts in Somaliland.

Development Goals were told to me. The 17 Sus- tainable Development Goals that the world has set for the next 15 years are not foreign to Africa and to Africans. Just wear a look at the cultural humus of the continent. Eradicating poverty, pro- tecting the planet and guaranteeing prosperity for all in the context of a new sus- tainable development agenda have also been objectives that are drawn between the lines of proverbs, tales and African wisdom. We will share these African principles, which will become the practical actions that will feed the Sustainable Devel- opment Goals.
