It was found that 56% of 1988-89 funding went to Aboriginal communities and regional language centers, 20% to state schools, 5% to independent aboriginal schools, 2% to Catholic schools, ani the remainder to institutions, private companies, and individuals. The program currently assists 91 Aboriginal languages, with over 5,000 people benefitting directly or indirectly. Achievements, still in the early stages at the time of the review, included educational and linguistic materials development, greater teacher recognition of student difficulties, increased student pride in language learning and community support for related projects, better student retention, greater opportunities for cross-cultural learning, and greater appreciation of Aboriginal language and culture. Problems included funding and resource allocation difficulties, staffing shortfalls, inadequate awareness and school administrative support in some cases, differential quality and quantity of materials developed, lack of appropriate public policy, and administrative Jrganization. Proposals are made for Aboriginal language policy, regional representation, additional regional language centers, funding, community involvement, curriculum development, staff training, and research. Program data and descriptions and notes on the study's methodology are appended. Most cf these programs have beenreviewed and a report of these is available or will soon be issued. TheAustralian SecondLanguages LearningProgram (ASLLP) was reviewed by MrMossDixon andDr Anne Martin in early 1990. That report has been issued as Occasional Paper No 4. TheAdult Literacy Action Campaign was reviewed by Ernst & Young in late 1989 and is available from the International Literacy Year Secretariat (GPO Box 9880, Canberra ACT2601). The findings of thispresent evaluationwere discussed andincorporated into theAACLAMEReport to the Minister. THE CONSULTANTS LYNETTE RILEY-MUNDINE Lynette Riley Mundine is Aboriginal Research Fellow andHead of the Aboriginal Resource Unit at the University of New England.She is a qualified teacher and is currently completing aMasters degree in Education.Lynette has a wide range of experience inthe Aboriginal and education areas including curriculum planning, resource evaluation, staff training and policydevelopment. She has co-written four books including "Black Australia" and"Colonial Australia" and haspresented and published numerous papers, including one on Aboriginal Language Maintenance. BRYN ROBERTS Bryn Roberts is a Partner at Pitman Roberts. He is aqualified teacher, has a Master of Arts degree and has recently completed his Doctorate in Education. Bryn has a wide range of experiencein the Aboriginal area which includes consultancy work inhealth, education, prisons, law, tourism, language, fashion, the arts and business. He has written numerous books and is the authorof "Aborigines in Business". He grew up in a bilingual bicultural environmentand taught in a bilingual school in Far North Queensland. 3 PREFACE This review of the National Aboriginal Languages Program (NALP) some two years after its inception has been requested by the Ministerfor Employment, Education and Training, theHonorable John Dawkins. Its purpose is to establish factors whichcontribute to the success or failure ofAboriginal language education projects funded throughNALP, with a view to incorporatingthese activities into the planning stages following the implementation of theNationalAboriginal and Torres Strait Islander EducationPolicy [AEP]. NALP is administered by the Department of Employment, Education and Training [DEET] which is reviewing all its Aboriginal programs as part of the current developments of the AEP. The review was conducted over an eightweekperiod in September/November 1989. 35 organisations and communities in Western Australia, SouthAustralia, Queensland, New SouthWales and the Northern Territory were visited. 176 community members, councillors, language workers, students, teachers, school principals, academics, linguists, administrators, public servants and five NALP Panel memberswere consulted. A draft report was submitted for comment in December 1989 andthe final report completed in January1990. A review of the final report was undertaken and completed in May 1990. CONTENTS PAGE CHAPTER 1.     On numeral complexity in hunter-gatherer languages PATIENCE EPPS, CLAIRE BOWERN, CYNTHIA A. HANSEN, JANE H. HILL, and JASON ZENTZ Abstract Numerals vary extensively across the world’s languages, ranging from no pre- cise numeral terms to practically infinite limits. Particularly of interest is the category of “small” or low-limit numeral systems; these are often associated with hunter-gatherer groups, but this connection has not yet been demonstrated by a systematic study. Here we present the results of a wide-scale survey of hunter-gatherer numerals. We compare these to agriculturalist languages in the same regions, and consider them against the broader typological backdrop of contemporary numeral systems in the world’s languages. We find that cor- relations with subsistence pattern are relatively weak, but that numeral trends are clearly areal. Introduction Numerals are intriguing as a linguistic category: they are lexical elements on the one hand, but on the other they are effectively grammatical in that they may involve a generative system to derive higher values, and they interact with grammatical systems of quantification. Numeral systems are particularly note- worthy for their considerable crosslinguistic variation, such that languages may range from having no precise numeral terms at all to having systems whose limits are practically infinite. As Andersen (2005: 26) points out, numerals are thus a “liminal” linguistic category that is subject to cultural elaboration. Fishcare WA and Environment Australia also made a substantial financial contribution to the project . 2 Project Summary During a collaborative study involving researchers and members from Murdoch University, the Kimberley Land Council, the Kimberley Language Resource Centre and numerous communities of the west Kimberley, a total of 79 endangered freshwater sawfish Pristis microdon were captured (and released) from King Sound and the Fitzroy, May and Robinson rivers between 2002 and 2004. Forty of these individuals were tagged. This culturally significant species, is not only an important food source, but is included in a number of stories and beliefs of the peoples of the Fitzroy River, where it is referred to as ‘galwanyi’ in Bunuba and Gooniyandi, ‘wirridanyniny’ or ‘pial pial’ in Nyikina, and ‘wirrdani’ in Walmajarri (see Chapter 2). In relation to the biology and ecology of the species (Chapter 1), of the 73 individuals sexed, 43 were female, ranging in length from 832 to 2770 mm TL, and 30 were male, ranging in length from 815 to 2350 mm TL.

    UPPSALA UNIVERSITY master thesis The department for linguistics and philology spring term 2007 A grammatical sketch of Ngarla: A language of Western Australia Torbjörn Westerlund Supervisor: Anju Saxena Abstract In this thesis the basic grammatical structure of normal speech style of the Western Australian language Ngarla is described using example sentences taken from the Ngarla – English Dictionary (by Geytenbeek; unpublished). No previous description of the language exists, and since there are only five people who still speak it, it is of utmost importance that it is investigated and described. The analysis in this thesis has been made by Torbjörn Westerlund, and the focus lies on the morphology of the nominal word class. The preliminary results show that the language shares many grammatical traits with other Australian languages, e.g. the ergative/absolutive case marking pattern. Here I focus on the cases of Mangarla and Nyikina people of the South Kimberley region in north-west Western Australia. Mangarla is a Western Desert linguistic variety and a member of the very large Pama-Nyungan genetic subgroup of Australian languages. Nyikina is a member of the Nyul-Nyulan family, and very far distant from Mangarla in genetic terms.

In "A Description of the Mathematical Concepts of Groote Hylandt Aborigines," Judith Stokes describesan Anindilyakwa mathematical language in its cultural context, refuting popular-generalizations about the limited counting ability of the Aboriginal people."Facts and Fallacies of Aboriginal Number Systems" by John Harriscriticizes anthropologists' and linguists' neglect of and bias concerning existing data about the mathematics of Aboriginalgroups. In "Aboriginal Mathematical Concepts: A Cultural and Linguistic Explanation for Some of the Problems," BarbaraSayers suggests that the mathematical problems of some Aboriginal schoolchildrenare real, but have a cultural rather than linguistic basis.

Hamacher Department of Indigenous Studies, Macquarie University, NSW, 2109, Australia [email protected] Abstract The night sky played an important role in the social structure, oral traditions, and cosmology of the Arrernte and Luritja Aboriginal cultures of Central Australia. A component of this cosmology relates to meteors, meteorites, and impact craters. This paper discusses the role of meteoritic phenomena in Arrernte and Luritja cosmology, showing not only that these groups incorporated this phenomenon in their cultural traditions, but that their oral traditions regarding the relationship between meteors, meteorites and impact structures suggests the Arrernte and Luritja understood that they are directly related. Note to Aboriginal and Torres Strait Islander Readers This paper contains the names of, and references to, people that have passed away and references the book “Nomads of the Australian Desert” by Charles P. Mountford (1976), which was banned for sale in the Northern Territory as it contained secret information about the Pitjantjatjara. No information from the Pitjantjatjara in that book is contained in this paper. 1.0 Introduction Creation stories are the core of cosmological knowledge of cultures around the globe. To most groups of people, the origins of the land, sea, sky, flora, fauna, and people are formed by various mechanisms from deities or beings at some point in the distant past. Among the more than 400 Aboriginal language groups of Australia (Walsh, 1991) that have inhabited the continent for at least 45,000 years (O’Connell & Allen, 2004) thread strong oral traditions that describe the origins of the world, the people, and the laws and social structure on which the community is founded, commonly referred to as “The Dreaming” (Dean, 1996).
