Prof. Dr. Halil İnalcık BİYOGRAFİSİNE SIĞMAYAN BİR BİLİM ADAMI: HALİL İNALCIK Mehmet KALPAKLI* Halil İnalcık, yaz günlerinin bitip mevsimin sonbahara evrildiği bir Eylül gününde İstanbul-Kızıltoprak’ta doğdu. Babası Kırım’dan göçen bir ailenin ferdi Osman Nuri Bey, annesi Ayşe Bahriye Hanım’dır. Ailenin Ankara’ya taşınması ile ilk eğitimini 1923-1930 yılları arasında Ankara Gazi Mektebi’nde aldı. Orta öğrenimine Sivas Muallim Mektebi’nde başlamıştı. Ertesi yıl Ankara’ya döndü ve eğitimini Gazi Muallim Mektebi’nde tamamladı. Bir gün, coğrafya dersinde sınıflarını Gazi Mustafa Kemal Atatürk’ün ziyaret edip en ön sırada oturan küçük Halil’e önündeki haritayla ilgili sorular sormasını, her zaman göz yaşları içinde anlatmaktadır. Mezuniyetin- den sonra, Sadri Maksudi’nin tavsiyesiyle dönemin en seçkin okulu olan Balıkesir Muallim Mektebi’ne girdi. Bu okul, pek çoğu yurt dışında tahsil görmüş değerli öğretmenlere sahip bir bilim yuvası, adeta bir akademi idi. Nitekim, hocaların pek çoğu daha sonra açılacak üniversitelere hoca olarak atanmışlardır. Balıkesir’deki hocaları arasında Abdülbaki Gölpınarlı da vardı. İlk gençlik yıllarını Balıkesir’de geçirdi. 15 Eylül 1935’te mezun oldu. Yine Sadri Maksudi’nin yüreklendirmesi ve tavsiyesiyle Dil ve Tarih, Coğrafya Fakültesi’ne girmeye karar verdi. Sınavları birin- cilikle kazandı. DTCF, Atatürk’ün direktifleriyle kurulmuştu. Bünyesinde yerli ve yabancı (başta Hitler zulmünden kaçanlar olmak üzere) çok değerli bilim insanlarını barındıran eşsiz bir bilim yuvasıydı. Tarih Bölümü’nü 1940 yılında tamamladı. Fuad Köprülü, M. Göker, Yusuf Hikmet, Herbert Louis, Bekir S. Baykal gibi hocalardan dersler almıştı. Köprülü’nün tavsiyesi ile 30 Nisan 1940’ta mezun olduğu DTCF’nin Yeni Çağ Kürsüsü’ne asistan (ilmi yardımcı) olarak atandı. Faik Reşit Unat’ın yol göstermesiyle Saray Arşivi’nde bulunan Abdülhamid için derlenmiş Bulgar meselesine dair 10 ciltlik malzemeyi değerlendiren bir tezle Doktor ünvanını aldı. Yıl: 1942 idi. Tanzimat ve Bulgar Meselesi başlıklı bu tez aslında Türkiye’deki ilk ciddi sosyal-ekonomik tarih yaklaşımına sahip bilimsel çalışmadır. Halil İnalcık, bu teziyle 19. yüzyıl Balkanlar’ındaki kitlesel isyanların gerçek sebebinin eski Osmanlı sisteminden kalan ağalık rejimi ile yerli Hristiyan köylünün topraklara sahip olma mücadelesi olduğunu kanıtlıyordu. Bir yıl sonra 15 Aralık 1943’te “Viyana’dan Büyük Ricat’e Osmanlı İmparator- luğu ve Kırım Hanlığı” başlıklı teziyle Doçent oldu. Hemen akabinde askere gitti. O yıllar II. Dünya Savaşı’nın en karanlık günleriydi. Alman orduları Batı Trakya’yı işgal etmişlerdi. Neyse ki, Türkiye bu savaşa dahil olmadı. Halil İnalcık iki yıl sonra 1946 yılının başlarında terhis oldu. Askerlik hizmeti öncesinde DTCF Arapça Bölümü’nde okuyan Şevkiye Işıl ile nişanlanmıştı. Bir süre sonra evlendiler. 1948 yılında kızları Günhan doğdu. * Bilkent Üniversitesi Tarih Bölümü 1 Her Yıl Bir Büyük Türk Bilgi Şölenleri / 2. Prof. Dr. Halil İnalcık 1949 yılında ihtisas için İngiltere’ye gitti. Londra’da bir buçuk yıl kaldı. Başta School of Oriental and African Studies (SOAS), British Museum ve British Library ve Public Record Office olmak üzere çeşitli kurumlarda bilimsel çalışmalar yaptı. Paul Wittek, Bernard Lewis, V. Menage gibi alimlerle çalıştı. Avrupa tarihi üzerine araştırmalar yaptı. O yıllarda Fernand Braudel’in Akdeniz kitabı yayınlanmıştı. Büyük yankı uyandıran bu çalışmayı okuyan Halil İnalcık, Braudel’in yaklaşımını çok beğenmiş ve Annales Okulu’nun tarih yaklaşımını benimsemiştir. Türkiye’ye dönüşünde Belleten’de bu konuda bir makale yazıp Annales Okulu’nu Türk akade- misine tanıtmıştır. Nitekim, Ömer Lütfü Barkan

The Transformation of the Ottoman State into an Empire, demonstrated at the example of Grand Vizier Mahmud Pasha’s life and accomplishments The following seminar paper deals with Grand Vizier Mahmud Pasha’s life and the processes that turned an Ottoman principality into the Ottoman Empire. Starting with Sultan Mehmed’s II appointment in 1444, important practic- es such as the nomination of a grand vizier changed significantly. Moreover, Mehmed II built a new palace which reflected the new imperial self-percep- tion, a new code of law was installed, and the empire was centralised. All these developments become especially visible in the life of Grand Vizier Mahmud Pasha Angelovic. The paper examines secondary literature as well as contem- porary sources of Kritobolous and Ibn Khaldun. Sources on Mahmud Pasha’s life are rare and need to be analysed with caution as his posthumous legend influenced the production of literature about his life. 1. Introduction Mahmud Pasha Angelovic, born at the beginning of the 15th century in a town in Ser- bia, became one of the most influential grand viziers of the Ottoman Empire. How did that happen? In 1453, Mehmed II conquered Constantinople and made it the capital of one of the biggest empires of the early modern period.

Hammer remarks, though, that its text cannot serve as a historical source, but is rather a kind of coffeehouse literature (lowbrow narratives presented by a story teller). Following this verdict, scholars did not show any particular interest in the menakıb for a lengthy period, although the text was printed in Turkey in the second half of the 19th century2. In 1854 an edition (using the manuscript Dresden Cod. turc. 181 and one of the Berlin manuscripts) with a French translation appeared in Friedrich Heinrich Dieterici's Chrestomatie Ottomane3, but this served largely didactic purposes. Thus, the view of scholars did not change, and Franz Babinger remarked as late as 1927 in his Geschichts- schreiber der Osmanen that the menakıb were of no historical value4. The story of the transmission of the Halvetiye Sufi order from geographical and political margins to the imperial center in both ideological and physical sense underlines Amasya’s contribution to the making of the socio-religious scene of the Ottoman capital at its formative stages. The city exerted its agency as it urbanized, “Ottomanized” and catapulted marginalized Halvetiye Sufi order to Istanbul where the Ottoman socio-religious fabric was in the making. This study constitutes one of the first broad-ranging histories of an Ottoman Sufi order, as a social group shaped by regional networks of politics and patronage in the formative fifteenth and sixteenth centuries.

    Scholars and Sultans in the Early Modern Ottoman Empire During the early Ottoman period (1300–1453), scholars in the empire carefully kept their distance from the ruling class. This changed with the capture of Constantinople. From 1453 to 1600, the Ottoman government coopted large groups of scholars, usually more than a thousand at a time, and employed them in a hierarchical bureaucracy to fulfill educational, legal, and administrative tasks. Abdurrahman Atçıl explores the factors that brought about this gradual transformation of scholars into scholar- bureaucrats, including the deliberate legal, bureaucratic, and architectural actions of the Ottoman sultans and their representatives, scholars’ own participation in shaping the rules governing their status and careers, and domestic and international events beyond the control of either group. abdurrahman atçıl is Assistant Professor and a fellow of the Brain Circulation Scheme, co-funded by the European Research Council and the Scientific and Technological Research Council of Turkey, at IstanbulSehir ¸ University. [Property is a piece of the soul.] Turkish proverb Introduction It is a well known, but oddly very little studied phenomenon that from the mid-15th century, when the Ottoman imperial enterprise was consolidated with the conquest of Constantinople under Mehmed II (the Conqueror) (r. 1451-81), to the decree of Tanzimat in 1839, thousands of individuals, who acted as offices-holders or contractors of the Ottoman state, were executed without any judicial inquiry, solely with the decrees of the sultans or imperial grandees acting on their behalf. As dramatically, the properties of thousands of individuals and families, who performed as office-holders or contractors, were confiscated either after their executions or their natural deaths, without any legal justification.     7 Government, administration and law Colin Imber The functions of Ottoman government were, in essence, to raise revenue with which to support the sultan’s army and court, to conduct war and rela- tions with foreign powers, to uphold law and order, and to support what the ruling elite regarded as the right religion. Most day-to-day public functions – for example, the construction and maintenance of mosques, education, wel- fare of the poor, the provision of a water supply in towns and the upkeep of bridges and cemeteries – were the responsibility of vakıf s (endowments of land or other sources of income used for the charitable purpose dei ned by the founder), established through the private benei cence of individuals. The founders of the greatest vakıf s were, it is true, the sultans and their ministers, and their foundations – notably the imperial mosques in Istanbul – served to project the grandeur and munii cence of the dynasty. Nonetheless, they were legally autonomous institutions and, strictly speaking, outside the realm of government. The scope of Ottoman government was therefore limited but in this respect no dif erent from the governments of other pre-modern states. Furthermore, while the problems which the Ottoman government faced between 1453 and 1603 may have grown in scale and complexity, the basic functions of government remained unchanged. Equally, the institutions and oi ces that were in place during the reign of Mehmed II (r. 1451–81) were still in place and, in appearance, largely unchanged in the reign of his descen- dant Mehmed III (r. 1595–1603 ).

By analyzing the events and characters from both early (i.e. the fourteenth and fifteenth centuries) and late Ottoman history, the aim is to understand how the established image(s) of ‘Serbia’ and ‘Serbs’ functions within popular Turkish historiography, a discipline which addresses a considerable portion of the society. This work, in order to achieve a comprehensive historiography survey, consists of the evaluations of the narratives of the authors with diversified political backgrounds. By doing so the thesis strives to understand the similarities and divergences among the authors and thus encourage a comparative discussion of historiography. For the comparison Western and Turkish academical works on Ottoman history, and for the theoretical framework studies regarding Turkish historiography, theories of nationalism were used. As a result, this study offers a broad, representative and yet critical reading of the Turkish historiography on the common histories of the Ottoman Empire and Serbia as well as examples and indications of anachronisms, distortions and instrumentalization of the history.

  • Notes on the History of Some Turkish Monuments in Thessaloniki and Their Founders
    NOTES ON THE HISTORY OF SOME TURKISH MONUMENTS IN THESSALONIKI AND THEIR FOUNDERS The first centuries of Turkish rule over Thessaloniki certainly do not belong to the best-known period of its long history. As regards the first period, before the battle of Ankara in 1402, the opin­ ions of the historians are very contradictory.1 On the other hand, the date of the definite occupation does not give any trouble. After this date, 1430, the development of the city followed an entirely different course, the conditions of which had been prepared in the fifty years before it. The intention of these pages is to give, on the basis of the activities of A number of Turkish administrators and founders and the works left by them, an enrichment of the picture of the life of that city and also to give A different explanation of some difficult problems. After the Turkish breakthrough in Macedonia in the eighties of the 14th century, which was made possible by the vacuum of power on the Balkan pen­ insula, the position of Thessaloniki became untenable. The fall of the key- fortress of Serres 2 was followed by that of the other Macedonian cities, Edessa, Kastoria, Verria, Bitola, Strumica and others. Surrounded by Turkish terri­ tory on every side, Thessaloniki capitulated only after A long siege. In accord­ ance with their tried-out methods,3 the Ottomans first set up A kind of pro­ visional government in the conquered city which was A transitional form to the definite occupation. Against this background we can explain the well-known privileges the Archbishops Isidorus and Gabriel received from the new overlord and their “generous and humane” 4 behaviour towards the citizens of the conquered 1.
