Introduction

The Equality Act 2010 requires public bodies (such as the Council) to have due regard to:

• eliminate unlawful discrimination, harassment and victimisation and any other conduct prohibited under the Act • advance equality of opportunity between people who share a protected characteristic and people who do not share it • foster good relations between people who share a protected characteristic and people who do not share it

The Equality Act 2010 defines the following protected characteristics against which it is illegal to discriminate:

• Age • Disability • Gender Reassignment • Marriage and Civil Partnership • Pregnancy and Maternity • Race • Religion or Belief • Sex • Sexual Orientation

Population

In 2019, Reigate & Banstead Borough had an estimated population of 148,748 (ONS 2019 Mid Year Estimates).

This population is projected to increase to 154,320 in 2025 (ONS 2018 population projections).

Sex

In 2019 the population of the borough was 49% male and 51% female.

• 32,461 borough residents were aged 16 or under. This represents 21.8% of the population • 27,068 borough residents were aged over 65 or over. This represents 18.2% of the population

Life expectancy at birth for males in Reigate & Banstead is 80.5 years. For females it is 83.9 years.

ONS 2018 population projections suggest that the older population will increase considerably over the next 20+ years. In total, the number of people aged 65 or over could increase from around 26,721 in 2018 to 39,223 in 2042.

Live births

Data about pregnancy and maternity is limited, however the ONS publish data about live births. In 2019 there were 1,710 live births to mothers residing in the borough.

Over the five years between 2013 and 2017, the average number of live births to mothers residing in Reigate & Banstead was 1,782. 1% of these were to mothers under the age of 20, 31% to mothers aged 20-29, 61% to mothers aged 30-39 and 6% to mothers aged over 40 (figures rounded therefore do not sum). According to Public Health , the birth rate amongst under 18s is 1.2 per 1,000.

Data from the Census suggests that in 2011 there were 2,818 lone parent households with dependent children in the borough (282 where the lone parent was male; 2,536 where they lone parent was female). Within this group, there were 908 households where the lone parent was not in employment.

Sexual orientation and gender reassignment

There is no accurate data on the sexual orientation of Reigate & Banstead residents. Sub- national data collected by ONS via the Annual Population Survey (APS) 2013-15 suggests sexual orientation in as set out in Figure 5.

However, this figure is considerably below many estimates of the lesbian, gay or bisexual population. In 2005, the Treasury estimated that lesbian or gay people made up 6% of the population; and the charity Stonewall estimates that 5-7% of the population are lesbian, gay, bisexual or transgender. If applied to the population of the borough, this could mean a LGBT population of around 10,000 within Reigate & Banstead.

Ethnicity

The majority of the borough’s population (91%) identifies as white. As shown in Figure 7, this proportion is similar to that across Surrey as a whole (90%) but greater than in England and Wales (86%).

On the basis of pre-2019 wards, Redhill East, Redhill West, Earlswood & Whitebushes, Preston and Merstham wards had the lowest % of White British residents. In terms of specific ethnicities, in 2011:

• Redhill East, Banstead Village and Redhill West had the highest number of Black/African/Caribbean/Black British residents • Redhill East, Redhill West and Earlswood & Whitebushes had the highest number of Asian/Asian British residents, and residents identifying as mixed or multiple ethnic.

The ONS Annual Population Survey provides information about workforce ethnicity. Although sample sizes are small this suggests that, of the workforce in Reigate & Banstead in 2019- 20, 84.8% are from white backgrounds. The data also suggests that a greater proportion of the female workforce are from ethnic minority backgrounds than in the male workforce.

Language

The majority of households in the borough have at least one member who speaks English as a main language. In 2011, 2.4% of households did not include anyone who had English as a main language.

Sample sizes are small but this source reports similar figures, with figures (averaged across the years 2011-2018) indicating 58% of the borough population being Christian, 3% Muslim, 2% Hindu, 1% Jewish and 1% Buddhist.

Marriage and civil partnership status

The 2011 Census suggested that 52% of the borough’s residents aged 16+ were married, and 0.2% were in a registered same-sex civil partnership. It might be expected that these figures have increased since 2011 as civil partnerships have become more widespread and same sex marriage has since been legalised.

Disability

The 2011 Census collected information about the general health of the population and prevalence of long term (12 month+) health problems or disabilities (including those associated with old age).

The 2011 Census also collected information about residents’ caring responsibilities. 10% of the borough’s population provided some amount of unpaid care. The amount of care provided is shown in Figure 16.

This rises to in excess of 5% in Banstead Village ward, Hooley, Merstham & Netherne ward, Horley Central & South ward, Horley West & Sidlow ward and South Park & Woodhatch wards.

Poverty and deprivation

The Index of Multiple Deprivation was last published in 2019. In 2019, Reigate & Banstead borough was ranked 276 out of 317 local authorities (where 1 = the most deprived). Figure 17 shows the varying concentrations of deprivation across the borough. Parts of Merstham are in the top 20% most deprived areas nationally for income deprivation affecting older people, with parts of Preston in the top 30% nationally. For income deprivation affecting children, parts of Merstham, Preston and Redhill are in the top 20% of most deprived areas nationally, with parts of South Park and Woodhatch and Horley in the top 30%. Parts of Merstham, Preston, Redhill and Horley rank in the top 30% nationally when it comes to health deprivation and disability.

Figure 18: Index of multiple deprivation 2019 (source: ONS) Using HMRC 2014 data, as many as 10% of children in the borough may be living in poverty (defined as living in families in receipt of out of work benefits or tax credits whose reported income is less than 60% of the median income). Information about digital exclusion from 2019 (ONS) suggests that 1.4% of the borough population has never used the internet, meanwhile figures from 2017 suggest that 8.2% of adults did not access online services over a 3 month period, and around 20% lack one or more basic digital skills.
