GROUP DEFENCE DIVISION VEHICLE SYSTEMS 20 October 2020 Key facts New driver's night observation devices: Rheinmetall w Order encompasses to modernize the Bundeswehr's Marder infantry delivery of 173 Spectus II driver’s night vision fighting vehicle device retrofit kits, plus The German Bundeswehr has awarded Rheinmetall a further order for other services modernizing the tried-and-tested Marder infantry fighting vehicle, or IFV. Under w Order worth €24 million; the contract, Rheinmetall Landsysteme will now be supplying the Bundeswehr delivery to take place in with over 170 driver's night observation devices for the Marder fleet. Worth 2021 and 2022 around €24 million (including valued added tax), the order also encompasses w A new chapter in the logistical support, training and other services. Delivery begins at the end of 2021 ongoing success story and is to be complete by the end of 2022. “Extending the service The new driver's night observation device is the Spectus II. It fuses the image life of the Marder from a residual light amplifier camera with one produced by a thermal imaging infantry fighting vehicle" device, improving the driver's ability to see even in conditions of poor visibility. In addition, the system features a rear-view camera. Cooperation partners taking part in the project include Rheinmetall Technical Publications and the Contacts Rheinmetall subsidiary benntec Systemtechnik GmbH. In response to an urgent Oliver Hoffmann operational requirement for the ISAF mission in Afghanistan, Rheinmetall Head of Public previously integrated the Spectus I – the Spectus II’s forerunner – into the Rheinmetall AG Marder 1 A5A1 fleet. -

Procurement Politics, Technology Transfer and the Challenges of Collaborative MBT Projects in the NATO Alliance since 1945 Mike Cubbin School of Arts and Media Salford University Submitted to the University of Salford in Partial Fulfilment of the Requirements of the Degree of Doctor of Philosophy 2019 Abstract International cooperation in weapons technology projects has long been a feature of alliance politics; and, there are many advantages to both international technology transfer and standardisation within military alliances. International collaboration between national defence industries has produced successful weapon systems from technologically advanced fighter aircraft to anti-tank missiles. Given the success of many joint defence projects, one unresolved question is why there have been no successful collaborative international main battle tank (MBT) projects since 1945. This thesis seeks to answer this question by considering four case studies of failed attempts to produce an MBT through an international collaborative tank project: first and second, the Franco-German efforts to produce a standard European tank, or Euro-Panzer (represented by two separate projects in 1957-63 and 1977- 83); third, the US-German MBT-70 project (1963-70); and, fourth, the Anglo-German Future Main Battle Tank, or KPz3 (1971-77). In order to provide an explanation of the causes of failure on four separate occasions, the analysis includes reference to other high-technology civilian and military joint projects which either succeeded, -

1 BAB I PENDAHULUAN 1.1. Latar Belakang Selama pemerintahan Orde Baru, TNI dan Polri yang menyatu dalam ABRI, telah terjadi dominasi militer pada hampir di semua aspek kehidupan berbangsa dan bernegara. Militer juga difungsikan sebagai pilar penyangga kekuasaan. Konsep ini muncul sebagai dampak dari implementasi konsep dwifungsi ABRI yang telah menjelma menjadi multifungsi. Akibatnya peran ABRI dalam kehidupan bangsa telah melampaui batas-batas konvensional keberadaannya sebagai alat negara di bidang pertahanan dan keamanan. Integrasi status Polri yang berwatak sipil ke dalam tubuh ABRI dapat dikatakan sebagai pengingkaran terhadap prinsip demokrasi. Pengukuhan ABRI sebagai kekuatan sosial politik baru terjadi secara legal formal setelah keluarnya UU No. 20 Tahun 1982 tentang Ketentuan Pokok Pertahanan Keamanan Negara. Lahirnya UU ini untuk lebih memantapkan landasan hukum dwifungsi ABRI, yang sebelumnya hanya diatur dalam Ketetapan MPR. Dalam UU No. 20 Tahun 1982 ditegaskan bahwa pengaturan peran sosial politik ABRI adalah sebagai kekuatan sosial yang bertindak selaku dinamisator dan stabilisator. Hal ini sebenarnya merupakan sebuah contradiction in terminis, karena bagaimana mungkin dinamisator dan stabilisator sekaligus dipegang oleh orang yang sama. Setidak-tidaknya ada dua pasal yang mendukungnya. Pasal 26 menyebutkan, Angkatan Bersenjata mempunyai fungsi sebagai kekuatan 1 2 pertahanan keamanan dan sebagai fungsi kekuatan sosial. Pasal 28 ayat (1) menegaskan, Angkatan Bersenjata sebagai kekuatan sosial bertindak selaku dinamisator dan stabilisator yang bersama-sama kekuatan sosial lainnya memikul tugas dan tanggungjawab mengamankan dan mensukseskan perjuangan bangsa dalam mengisi kemerdekaan. Sementara itu dalam ayat (2) menyatakan, bahwa dalam melaksanakan fungsi sosial, Angkatan Bersenjata diarahkan agar secara aktif mampu meningkatkan dan memperkokoh ketahanan nasional dengan ikut serta dalam pengambilan keputusan mengenai masalah kenegaraan dan pemerintahan, serta mengembangkan Demokrasi Pancasila dan kehidupan konstitusionil berdasarkan UUD 1945. -

However, circumstances surrounding the plan suggest that the plan was full of political and business interests. Fierce banking competition amid consolidation Since 2014, the OJK has been implementing a banking consolidation policy by encouraging foreign investors from East Asian countries to acquire and merge Indonesia’s small banks (BUKU I) to trim the total number of banks, as suggested by BI’s API guideline. The mergers intensify competition among BUKU II and BUKU III banks. This competition benefits BUKU IV banks but has so far failed to improve BUKU II and BUKU III banks’ profitability. -
