Missouri Compromise (1820) • Compromise sponsored by Henry Clay. It allowed Missouri to enter the Union as a Slave State and Maine to enter as a Free State. The southern border of Missouri would determine if a territory could allow slavery or not. • Slavery was allowed in some new states while other states allowed freedom for African Americans. • Balanced political power between slave states and free states. Nullification Crisis (1832-1833) • South Carolina, led by Senator John C. Calhoun declared a high federal tariff to be null and avoid within its borders. • John C. Calhoun and others believed in Nullification, the idea that state governments have the right to reject federal laws they see as Unconstitutional. • The state of South Carolina threatened to secede or break off from the United States if the federal government, under President Andrew Jackson, tried to enforce the tariff in South Carolina. The Project’s economic strategy reflects a judgment that long-term prosperity is best achieved by making economic growth broad-based, by enhancing individual economic security, and by embracing a role for effective government in making needed public investments. Our strategy—strikingly different from the theories driving economic policy in recent years—calls for fiscal discipline and for increased public investment in key growth- enhancing areas. The Project will put forward innovative policy ideas from leading economic thinkers throughout the United States—ideas based on experience and evidence, not ideology and doctrine—to introduce new, sometimes controversial, policy options into the national debate with the goal of improving our country’s economic policy. The Project is named after Alexander Hamilton, the nation’s first treasury secretary, who laid the foundation for the modern American economy. Korn: The Counterproductivity of Protectionist Tariffs Introduction Protective tariffs have been a part of fiscal policy since the inception of the United States. They have been tried in many historical contexts and stages of technological development. While protective tariffs benefit the protected industries by shielding them from foreign competition, they have consistently damaged domestic economies as a whole, regardless of their implemented setting. Resources that would have been used for improving domestic economies are diverted towards industries less efficient than their foreign competitors. Proponents of protectionist tariffs, like Franklin D. Roosevelt, often claim domestic markets need shielding from unfair competition, but whenever they are implemented, instead of bolstering domestic industry, the U.S. economy is slowed. Irwin NBER Working Paper No. 26256 September 2019 JEL No. F13,N71,N72 ABSTRACT This survey reviews the broad changes in U.S. trade policy over the course of the nation’s history. Import tariffs have been the main instrument of trade policy and have had three main purposes: to raise revenue for the government, to restrict imports and protect domestic producers from foreign competition, and to reach reciprocity agreements that reduce trade barriers. These three objectives – revenue, restriction, and reciprocity – accord with three consecutive periods in history when one of them was predominant. The political economy of these tariffs has been driven by the interaction between political and economic geography, namely, the location of trade-related economic interests in different regions and the political power of those regions in Congress. -

Honors Director ______________________________ April 26, 2017 HAMILTON, THE TREASURY, AND THE FEDERALIST PARTY 3 Abstract This thesis examines the impact of Alexander Hamilton and the policies he proposed and implemented as Secretary of the Treasury on the emergence and rise of the Federalist Party. This was achieved both by examination of the content of Hamilton’s financial plans as well as the responses they provoked. Both the support of fellow Federalists and the opposition of those who eventually became the Democratic-Republicans provide insight into the forces driving the partisan split. Information was drawn from both primary and secondary sources, including the writings of Hamilton and his contemporaries as well as subsequent studies of his life and work. The evidence of these sources points to a substantial role for Hamilton in the timing and nature of the formation of the Federalist Party in addition to its political positions. His vision of a unified republic built on a strong commercial foundation set the trajectory for the party and for the nation as a whole.
