Governor Gilmore served as the 68th Governor of Virginia. In 1999 he began service as Chairman of the Gilmore Commission (1999-‐2003) a Congressional appointed Commission to investigate domestic response capabilities for terrorism to the U.S. homeland. To date, 89% of the Commission’s recommendations have been adopted in part or full. As Virginia Governor, he passed the largest tax cut in Virginia state history while managing to provide funding to local school districts to hire over 4,000 additional teachers. Governor Gilmore is a U.S. Army veteran and a graduate of the University of Virginia earning his undergraduate degree in Foreign Policy and his Juris Doctor in 1977.
