Goldsmith 2018 Abstract This dissertation shows how an array of policymakers, invested in uprooting an unequal political economy descended from the plantation system and Jim Crow, gravitated to education as a centerpiece of development strategy, and why so many are still disappointed in its outcomes. By looking at state-wide policymaking in North Carolina and policy effects in the state’s black belt counties, this study shows why the civil rights movement was vital for shifting state policy in former Jim Crow states towards greater investment in human resources. By breaking down employment barriers to African Americans and opening up the South to new people and ideas, the civil rights movement fostered a new climate for economic policymaking, and a new ecosystem of organizations flourished to promote equitable growth. -

Box 1475 Richmond, VA 23218 Re: Support to sign HB 1995 and HB 2332 into law Dear Governor Northam, On behalf of the 1-in-10 individuals in Virginia with one of the approximately 7,000 known rare diseases, the National Organization for Rare Disorders (NORD) urges you to sign House Bill 1995 (HB 1995) and House Bill 2332 (HB 2332) into law. HB 1995 will establish a Rare Disease Advisory Council (RDAC) to increase the rare disease patient voice in state government and HB 2332 will create a state-based reinsurance program to help strengthen the individual market. Both pieces of legislation will greatly benefit the rare disease community and we ask for your support by signing them into law today. NORD is a unique federation of voluntary health organizations dedicated to helping people with rare "orphan" diseases and assisting the organizations that serve them. We are committed to the identification, treatment, and cure of rare disorders through programs of education, advocacy, research, and patient services. We believe that all individuals with a rare disease should have access to quality and affordable health care that is best suited to meet their medical needs. HB 1995 will create an RDAC to increase the rare disease patient voice in state government and better understand their needs. The council will be tasked with conducting research and consulting with experts to make recommendations, improving access to health care and other services for individuals with rare diseases, understanding the impact of health insurance coverage, studying the impact of providing coverage under the state program for medical assistance, and publishing a list of publicly accessible resources. -

Ensuring that Every Child has Access to an Equitable, World-Class Education The COVID-19 pandemic has exacerbated the glaring and growing disparities in all areas of our community. This has been especially true in our public education system, which for too long has been underfunded and plagued by racial, socioeconomic and geographic inequities, despite Virginia being one of the wealthiest states in the nation. These inequities have disproportionately left students of color, students with disabilities, English language learners, and students in lower- income and rural communities behind. Virginia’s students and families need and deserve bold leadership that will tackle these challenges head on and move our Commonwealth forward. Education is rarely the first place leaders look to invest new dollars during a crisis, but Terry McAuliffe broke that trend as Virginia’s 72nd Governor when he fought Republicans and made a record investment of $1 billion in our K12 system, and he will do it again as our next Governor. Researchers estimate that by 2040, learning loss as a result of the pandemic for the current K-12 cohort will result in an earnings loss of $110 billion per year and will reduce overall gross domestic product by $173 billion to $271 billion per year1. Terry recognizes that recovering from this pandemic and rebuilding an economy in which all Virginians can prosper will require immediate, unprecedented investments in our education system and our future workforce. With better schools and workforce-ready students, Virginia can build the nation’s best workforce, and attract high paying jobs that boost our economy and our tax base. -

WHEREAS, it is fitting that the members of this body should pause to honor those exemplary citizens who contribute significantly to the reputation of Tennessee throughout the world as the center of the music industry universe and home of the most generous and compassionate citizenry by helping to reinforce the "Volunteer State" nickname; and WHEREAS, one such citizen is John Rich who has garnered high acclaim as a singer, songwriter, record producer, and television personality over the course of his illustrious and storied career in the music and entertainment industry; and WHEREAS, Mr. Rich, born on January 7, 1974, in Amarillo, Texas, moved to middle Tennessee in the early 1990s, where he attended and graduated from Dickson County Senior High School with the class of 1992, making lifelong friends and ties with the community; and WHEREAS, after high school, Mr. Rich chose to forego college to pursue his dream of becoming a country music recording artist. In the summer of 1992, he was chosen by executives at Opryland USA to be a performer in the Nashville-based theme park's daily variety show entitled "Country Music USA," wherein Mr. Rich performed songs by country music superstars such as George Jones, Garth Brooks, George Strait, and Vince Gill; and WHEREAS, during his time at Opryland USA, Mr. Rich met fellow performer Dean Sams, who along with Mr. Rich and two other fellow Texans formed a band named Texassee. -

Rhode* This article explores the leadership challenges that arose in the wake of the 2020 COVID-19 pandemic and the widespread protests following the killing of an unarmed Black man, George Floyd. Lawyers have been key players in both crises, as politicians, general counsel, and leaders of protest movements, law firms, bar associations, and law enforcement agencies. Their successes and failures hold broader lessons for the profession generally. Even before the tumultuous spring of 2020, two-thirds of the public thought that the nation had a leadership crisis. The performance of leaders in the pandemic and the unrest following Floyd’s death suggests why. The article proceeds in three parts. Part I explores leadership challenges during the COVID-19 pandemic and the missteps that put millions of lives and livelihoods as risk. It begins by noting the increasing frequency and intensity of disasters, and the way that leadership failures in one arena—health, environmental, political, or socioeconomic—can have cascading effects in others. Discussion then summarizes key leadership attributes in preventing, addressing, and drawing policy lessons from major crises. Particular attention centers on the changes in legal workplaces that the lockdown spurred, and which ones should be retained going forward. Analysis also centers on gendered differences in the way that leaders addressed the pandemic and what those differences suggest about effective leadership generally. Part II examines leadership challenges in the wake of Floyd’s death for lawyers in social movements, political positions, private organizations, and bar associations. -

0 VOTING RIGHTS AND ECONOMICS IN THE AMERICAN SOUTH Gavin Wright Stanford University April 2016 [Preliminary: Do not quote] 1 The Voting Rights Act of 1965 revolutionized black political participation in the American South. Black voter registration rates jumped almost overnight in targeted areas and were soon comparable to national norms. The rise in black elected officials was longer and slower in coming, requiring extensive litigation to overcome “vote dilution” tactics on the part of white politicians. Subsequently the number of black elected in the South continued to rise throughout the 1980s and 1990s, nearly doubling the non-South by the end of the century. Small wonder that the Act has been hailed as the most successful Civil Rights law in history.1 In Sharing the Prize, I showed that enhanced political participation was not just of moral and symbolic value but also contributed positively to the economic wellbeing of black southerners and the South as a whole. The most immediate gains were in municipalities and counties, where post-VRA surveys found more paved roads and street-lights in black residential areas, better access to city and county services, and increased black hires into public-sector jobs, including police and firemen. But advances were also observable at the state level, even though blacks were not close to a voting majority in any southern state. Economists Elizabeth Cascio and Ebonya Washington show that the VRA’s elimination of literacy tests in 1965 was systematically associated with greater increases in state transfers to counties with higher black population shares. The shift in state resource allocation was also associated with higher voter turnout but occurred well before any major black representation in state government. -
