American Studies Mr. Carlson The Dispute over the Annexation of Texas and opposition to the Mexican War Prior to Texas's independence, the Nueces River was recognized as the northern boundary of Mexico. Spain had fixed the Nueces as a border in 1816, and the United States ratified it in the 1819 treaty by which the United States had purchased Florida and renounced claims to Texas. Even following Mexico's independence from Spain, American and European cartographers fixed the Texas border at the Nueces. When Texas declared its independence, however, it claimed as its territory an additional 150 miles of land, to the Rio Grande. With the annexation of Texas in 1845, the United States adopted Texas's position and claimed the Rio Grande as the border. Mexico broke diplomatic relations with the United States and refused to recognize either the Texas annexation or the Rio Grande border. President James Polk sent a special envoy, John L. Slidell, to propose cancellation of Mexico's debt to United States citizens who had incurred damages during the Mexican Revolution, provided Mexico would formally recognize the Rio Grande boundary. Slidell was also authorized to offer the Mexican government up to $30 million for California and New Mexico. Between Slidell's arrival on December 6, 1845, and his departure in March 1846, the regime of President Jose Herrara was overthrown and a fervently nationalistic government under General Mariano Paredes seized power. Neither leader would speak to Slidell. When Paredes publicly reaffirmed Mexico's claim to all of Texas, Slidell left in a temper, convinced that Mexico should be "chastised." American Studies Mr. -

Election Division Presidential Electors FAQ Q1: How many presidential electors does Indiana have? What determines this number? Indiana currently has 11 presidential electors. Article 2, Section 1, Clause 2 of the Constitution of the United States provides that each state shall appoint a number of electors equal to the number of Senators or Representatives to which the state is entitled in Congress. Since Indiana has currently has 9 U.S. Representatives and 2 U.S. Senators, the state is entitled to 11 electors. Q2: What are the requirements to serve as a presidential elector in Indiana? The requirements are set forth in the Constitution of the United States. Article 2, Section 1, Clause 2 provides that "no Senator or Representative, or person holding an Office of Trust or Profit under the United States, shall be appointed an Elector." Section 3 of the Fourteenth Amendment also states that "No person shall be... elector of President or Vice-President... who, having previously taken an oath... to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. Congress may be a vote of two-thirds of each House, remove such disability." These requirements are included in state law at Indiana Code 3-8-1-6(b). Ensuring that Every Child has Access to an Equitable, World-Class Education The COVID-19 pandemic has exacerbated the glaring and growing disparities in all areas of our community. This has been especially true in our public education system, which for too long has been underfunded and plagued by racial, socioeconomic and geographic inequities, despite Virginia being one of the wealthiest states in the nation. These inequities have disproportionately left students of color, students with disabilities, English language learners, and students in lower- income and rural communities behind. Virginia’s students and families need and deserve bold leadership that will tackle these challenges head on and move our Commonwealth forward. Education is rarely the first place leaders look to invest new dollars during a crisis, but Terry McAuliffe broke that trend as Virginia’s 72nd Governor when he fought Republicans and made a record investment of $1 billion in our K12 system, and he will do it again as our next Governor. Researchers estimate that by 2040, learning loss as a result of the pandemic for the current K-12 cohort will result in an earnings loss of $110 billion per year and will reduce overall gross domestic product by $173 billion to $271 billion per year1. Terry recognizes that recovering from this pandemic and rebuilding an economy in which all Virginians can prosper will require immediate, unprecedented investments in our education system and our future workforce. In the first episode, Vice President Selina Meyer keeps asking her secretary whether the president has called. He hasn’t. She then walks into a U.S. senator’s office and asks of her old colleague, “What have I been missing here?” Without looking up from her computer, the senator responds, “Power.” Until recently, vice presidents were not very interesting nor was the relationship between presidents and their vice presidents very consequential—and for good reason. Historically, vice presidents have been understudies, have often been disliked or even despised by the president they served, and have been used by political parties, derided by journalists, and ridiculed by the public. The job of vice president has been so peripheral that VPs themselves have even made fun of the office. That’s because from the beginning of the nineteenth century until the last decade of the twentieth century, most vice presidents were chosen to “balance” the ticket. The balance in question could be geographic—a northern presidential candidate like John F. Kennedy of Massachusetts picked a southerner like Lyndon B. -
Gubernatorial Foreign Policy
JULIAN G. KU Gubernatorial Foreign Policy A B S T R A C T. In a variety of circumstances, state governors exercise independent decision- making power over matters affecting the foreign policy of the United States. This Essay describes and defends this emerging system of gubernatorial foreign policy on both legal and functional grounds. Recent Supreme Court decisions retreating from federal exclusivity in foreign affairs and prohibiting the commandeering of state executive officials leave a small doctrinal space for governors to act independently on matters affecting foreign policy. This small space has been further expanded by the federal government's practice of imposing limitations on the preemptive effect of treaties and international agreements. A system of gubernatorial foreign policy also represents the most practical and feasible way to accommodate the internationalizing pressure of globalization with a continuing federal system of "dual sovereignties." Under this system, the states will continue to improve their capacity to deal with matters affecting foreign affairs, and the federal government will retain the right to preempt, but not to commandeer, state governors in the service of federal foreign policy goals. There are two ways of interpreting your question. Either: How many presidents owned slaves at some point in their lives? Or: How many presidents owned slaves while serving as chief executive? Many books get the answers to these questions wrong, and when I speak on the presidents and ask these two questions, audiences invariably low-ball the answer to both. It comes as a shock to most Americans' sensibilities that more than one in four U.S. presidents were slaveholder: 12 owned slaves at some point in their lives. Significantly, 8 presidents owned slaves while living in the Executive Mansion. Put another way, for 50 of the first 60 years of the new republic, the president was a slaveholder. Following is the number of slaves each of the 12 slaveholding presidents owned.
