In the first episode, Vice President Selina Meyer keeps asking her secretary whether the president has called. He hasn’t. She then walks into a U.S. senator’s office and asks of her old colleague, “What have I been missing here?” Without looking up from her computer, the senator responds, “Power.” Until recently, vice presidents were not very interesting nor was the relationship between presidents and their vice presidents very consequential—and for good reason. Historically, vice presidents have been understudies, have often been disliked or even despised by the president they served, and have been used by political parties, derided by journalists, and ridiculed by the public. The job of vice president has been so peripheral that VPs themselves have even made fun of the office. That’s because from the beginning of the nineteenth century until the last decade of the twentieth century, most vice presidents were chosen to “balance” the ticket. The balance in question could be geographic—a northern presidential candidate like John F. Kennedy of Massachusetts picked a southerner like Lyndon B. -

Speakers of the House: Elections, 1913-2021 Updated January 25, 2021 Congressional Research Service https://crsreports.congress.gov RL30857 Speakers of the House: Elections, 1913-2021 Summary Each new House elects a Speaker by roll call vote when it first convenes. Customarily, the conference of each major party nominates a candidate whose name is placed in nomination. A Member normally votes for the candidate of his or her own party conference but may vote for any individual, whether nominated or not. To be elected, a candidate must receive an absolute majority of all the votes cast for individuals. This number may be less than a majority (now 218) of the full membership of the House because of vacancies, absentees, or Members answering “present.” This report provides data on elections of the Speaker in each Congress since 1913, when the House first reached its present size of 435 Members. During that period (63rd through 117th Congresses), a Speaker was elected six times with the votes of less than a majority of the full membership. If a Speaker dies or resigns during a Congress, the House immediately elects a new one. Five such elections occurred since 1913. In the earlier two cases, the House elected the new Speaker by resolution; in the more recent three, the body used the same procedure as at the outset of a Congress. If no candidate receives the requisite majority, the roll call is repeated until a Speaker is elected. Since 1913, this procedure has been necessary only in 1923, when nine ballots were required before a Speaker was elected. -

Joe Cannon and the Minority Party 479 KEITH KREHBIEL Stanford University ALAN E. WISEMAN The Ohio State University Joe Cannon and the Minority Party: Tyranny or Bipartisanship? The minority party is rarely featured in empirical research on parties in legis- latures, and recent theories of parties in legislatures are rarely neutral and balanced in their treatment of the minority and majority parties. This article makes a case for redressing this imbalance. We identified four characteristics of bipartisanship and evaluated their descriptive merits in a purposely hostile testing ground: during the rise and fall of Speaker Joseph G. Cannon, “the Tyrant from Illinois.” Drawing on century- old recently discovered records now available in the National Archives, we found that Cannon was anything but a majority-party tyrant during the important committee- assignment phase of legislative organization. Our findings underscore the need for future, more explicitly theoretical research on parties-in-legislatures. The minority party is the crazy uncle of American politics, showing up at most major events, semiregularly causing a ruckus, yet stead- fastly failing to command attention and reflection. In light of the large quantity of new research on political parties, the academic marginalization of the minority party is ironic and unfortunate. It appears we have an abundance of theoretical and empirical arguments about parties in legislatures, but the reality is that we have only slightly more than half of that. The preponderance of our theories are about a single, strong party in the legislature: the majority party. A rare exception to the majority-centric rule is the work of Charles Jones, who, decades ago, lamented that “few scholars have made an effort to define these differences [between majority and minority parties] in any but the most superficial manner” (1970, 3). -

Abstract The constitutional designation of the vice president as the president of the United States Senate is a unique feature of the chamber. It places control over the Senate's rules and precedents under an individual who is not elected by the chamber and receives no direct benefits from the maintenance of its institutions. We argue that this feature of the Senate has played an important, recurring role in its development. The vice president has frequently acted in a manner that conflicted with the wishes chamber majorities. Consequently, the Senate has developed rules and precedents that insulate the chamber from its presiding officer. These actions have made the Senate a less efficient chamber, but have largely freed it from the potential influence of the executive branch. We examine these arguments using a mix of historical and contemporary case studies, as well as empirical data on contentious rulings on questions of order. -

THE VICE PRESIDENT’S ROOM THE VICE PRESIDENT’S ROOM Historical Highlights The United States Constitution designates the vice president of the United States to serve as president of the Senate and to cast the tie-breaking vote in the case of a deadlock. To carry out these duties, the vice president has long had an office in the Capitol Building, just outside the Senate chamber. Earliest known photographic view of the room, c. 1870 Due to lack of space in the Capitol’s old Senate wing, early vice presidents often shared their room with the president. Following the 1850s extension of the building, the Senate formally set aside a room for the vice president’s exclusive use. John Breckinridge of Kentucky was the first to occupy the new Vice President’s Room (S–214), after he gavelled the Senate into session in its new chamber in 1859. Over the years, S–214 has provided a convenient place for the vice president to conduct business while at the Capitol. Until the Russell Senate Office Building opened in 1909, the room was the only space in the city assigned to the vice presi- dent, and it served as the sole working office for such men as Hannibal Hamlin, Chester Alan Arthur, and Theodore Roosevelt. Death of Henry Wilson, 1875 Several notable and poignant events have occurred in the Vice President’s Room over the years. In 1875 Henry Wilson, Ulysses S. Grant’s vice president, died in the room after suffering a stroke. Six years later, following President James Garfield’s assassination, Vice President Chester Arthur took the oath of office here as president. -

Daniel, B.A., M.A. Denton, Texas May, 1979 Daniel, Edward 0., Sam Rayburn: Trials of a Party Man. Doctor of Philosophy (History), May, 1979, 330 pp., bibliog- raphy, 163 titles. Sam Rayburn' s remarkable legislative career is exten- sively documented, but no one has endeavored to write a political biography in which his philosophy, his personal convictions, and the forces which motivated him are analyzed. The object of this dissertation is to fill that void by tracing the course of events which led Sam Rayburn to the Speakership of the United States House of Representatives. For twenty-seven long years of congressional service, Sam Rayburn patiently, but persistently, laid the groundwork for his elevation to the speakership. Most of his accomplish- ments, recorded in this paper, were a means to that end. His legislative achievements for the New Deal were monu- mental, particularly in the areas of securities regulation, progressive labor laws, and military preparedness. Rayburn rose to the speakership, however, not because he was a policy maker, but because he was a policy expeditor. He took his orders from those who had the power to enhance his own station in life. Prior to the presidential election of 1932, the center of Sam Rayburn's universe was an old friend and accomplished political maneuverer, John Nance Garner. It was through Garner that Rayburn first perceived the significance of the "you scratch my back, I'll scratch yours" style of politics. -

Keven McQueen (2001): Offbeat Kentuckians: Richard M. Johnson: One of Franklin D. Roosevelt‘s vice presidents, John Nance Garner, famous lamented, "The vice presidency isn’t worth a pitcher of warm spit.” However, on occasion we encounter a vice president whose performance itself isn’t worth a pitcher of warm spit. One of these was Kentucky’s Richard M. Johnson. Johnson was born on October 17, 1780 (some sources claim 1781), when much of Kentucky was still the untamed frontier. The site of his birth was a settlement called Beargrass, now known more familiarly as Louisville. Shortly thereafter, the family moved first to Bryant’s Station, near Lexington, and then to Scott County. According to relatives, when he was a young man Johnson fell in love with a woman who was either a schoolteacher or a seamstress. He wanted to marry her, but his mother forbade the union. Deeply hurt, Johnson vowed she would regret her interference some day. His revenge was many years delayed, but when it finally came it caused a major political and social scandal. Johnson’s career in politics started normally enough. He attended Transylvania University in Lexington, then afterwards studied law. He became a professional lawyer at age 19. Upon developing an interest in politics, he became a member of the General Assembly from 1804–06 and was elected to the House of Representatives in 1807. His career in the House was interrupted by the War of 1812. Johnson, a commissioned Army colonel, led a regiment of volunteers to Canada in 1813, where they fought the British and the Indians. -

Boehner succumbs to the Republican way of leadership by JOSHUA SPIVAK After years of threats, Republican House backbenchers have finally succeeded in effectively ousting House Speaker John Boehner. Boehner, who announced his impending resignation on September 25, joins what once was a very small club but is now growing every few years — the list of Republican congressional leaders who have been tossed to the side by their internal party dynamics. A look at their record shows that “you’re fired” is not just the favored phrase of their party’s current presidential front-runner. Boehner’s failure to maintain power mirrors some of recent predecessors. It is a bit surprising to see the successful coups, as the speaker of the House is easily the most powerful congressional job. Unlike the Senate majority leader, a powerful speaker can bend the House to his will. The roles of speaker and majority or minority leader were historically so powerful that John Barry, in his book on the Jim Wright speakership, The Ambition and the Power, compared a successful attack on the speaker or minority leader to regicide. And yet the Republicans have been very willing to launch these broadsides against their own party leaders. The most prominent example was former Speaker Newt Gingrich, who was credited with leading the Republicans back into the House majority after 40 years in the minority wilderness. But when trouble came, his party faithful were quick to turn. In 1997, other top leaders, including Representative Boehner of Ohio, looked to force out Gingrich. -

SURVEY PREFACE This booklet has been prepared by the Carrollton Business and Professional Women's Club to commemo- rate Carrolton's Sesquicentennial. Obviously, we could not hope to compile a complete history of Carrollton in a matter of 30 days and as many pages, and so have designed an ALBUM OF TODAY AND YESTERDAY, using pictures and articles available to us. On our cover you see the monument erected in honor of our founder, Thomas Carlin, who was born near Frankfort, Kentucky, in 1786. In ls03, the family moved to Missouri, which was then Spanish territory. His father died there and Thomas came to Illinois and served as a Ranger in the War of 1812. Following the war he operated a ferry for four years opposite the mouth of the Missouri River, where he was married. In ISIS, he located on land which now forms a part of the City of Carrollton. In 1821, Greene County was created by an act of the legislature in session at Vandalia and Mr. Carlin, Thomas Rattan, John Allen, John Green and John Huitt, Sr. were appointed. commissioners to locale the the county seat. After a short meeting at the home of Isaac Pruitt, the commissioners mounted their horses and rode east to a promising location on land owned by Mr. Carlin. History has it that the group halted at a point later identified as being on the east side of the present public square in Carrollton and that John Allen paced about 50 yards to the west, drove a stake, and announced: "Here let the Courthouse be built." The town was named Carrollton after Charles Carroll of Carrollton, Mary land, one of the signers of the Declaration of Independence. -
§ 5. Speaker As Presiding Officer

Mr. [Jamie] WHITTEN [of Mississippi] then administered the oath of office to Mr. FOLEY of Washington. [Applause, the Members rising.] § 5. Speaker as Presiding Officer Once the Speaker has been elected and the oath of office administered, the Speaker presides over the completion of other organizational steps at the beginning of a new Congress. These steps proceed pursuant to constitu- tional and statutory requirements and occur in a prescribed order that de- rives from precedents and customs established over the course of many dec- ades of prior practice. Three matters of organizational business are required by the Constitution. First, the Speaker must administer the oath of office to Members–elect.(1) Second, the Speaker presides over the election of other officers of the House.(2) Third, the House must formally adopt the standing rules to govern proceedings for that Congress.(3) Another organizational step that is required by statute (rather than the Constitution) is the administra- tion of the oath of office to the newly–elected officers of the House.(4) Finally, other organizational business occurs traditionally as a matter of custom or precedent. For example, the House will formally notify the Senate that a quorum of the House has assembled and that officers of the House have been elected.(5) The House will also notify the President that a quorum 24. -
