MR M. REATILE (SPECIALLY ELECTED): asked the Minister of Employment, Labour Productivity and Skills Development to state:-

i) the total number of vacant posts in his Ministry and to provide the break down by Departments and Districts;

ii) the total number of temporary employees engaged to acquire experience; and

iii) the challenges that cause delay in filling in these vacant posts.

ACTING MINISTER OF EMPLOYMENT, LABOUR PRODUCTIVITY AND SKILLS DEVELOPMENT (MR MOLEFHI): The total number of vacant posts in my Ministry is 163 and the breakdown by Departments and locations at the Districts is as follows:

ii) My Ministry has engaged a total of 95 temporary employees to address the manpower needs and acquire experience.

iii) Mr Speaker, the challenges faced in filling the vacant posts in my Ministry are as follows:

a) A total of 116 out of 163 vacancies were inherited from former Ministry of Education and Skills Development when the ministries were re-organised in October 2016. These vacancies can only be transferred to my Ministry in the next financial year (2017/2018). Pending the transfer of vacancies by the Directorate of Public Service Management (DPSM), my Ministry remains unable to fill the vacancies;

b) For the remaining 47 out of the 163 vacancies, 13 have been advertised, and three (3) have been offered for occupation. This leaves a total number of 31 vacancies, which my Ministry is currently unable to advertise due to budget constraints. The advertisements will resume in April 2017; and

c) In some instances, it takes too long to fill some vacancies as some candidates turn down offers of appointment to posts tenable outside their preferred locations. I thank you Mr Speaker.

Their non-existence in the new structure due to optimization of resources through the organisational and methods review exercise. b. Management decision to outsource some functions, making those posts redundant c. Management deciding to hold out on some recruitment due to the impending restructuring exercise that I alluded to above. b. MDCB i. Some vacancies were only to be recruited for after the directors for those functions were appointed. ii. Candidates turned down our job offers due to non-competitive remuneration packages, and uncertainty surrounding the company. iii. The company wanted to have some of the positions analysed and evaluated. The MDCB strategic plan will be reviewed once the company strategy and operational structure has been agreed to by the MDCB Board and approved by the shareholder. This process will most likely see the number of vacancies being reduced or restructured. iv. The company took deliberate decisions not to fill some of the positions and rather use consultants on a needs basis, for a number of years, before filling the vacancies.

STATUS OF A RURAL AREA DEVELOPMENT PROGRAMME HOSTEL CONSTRUCTED IN MMATSHUMO

(vii) if it is appropriate that the building is currently used by a certain church and not serving the purpose for which it was built; and
