The Project "Transnistrian Problem: View from Ukraine"
Strategic and Security Studies Group TRANSNISTRIAN PROBLEM: a view from Ukraine KYIV 2009 STRATEGIC AND SECURITY STUDIES GROUP The publication contains the results of the research of interstate relations between Ukraine and Moldova through the lens of Transnistrian settlement problem. The focal points of the research are the assessment of cooperation between two states, issues of citizenship, border regime, interethnic relations, NGOs partnership etc. The publication is aimed at enhancing the dialogue of Ukrainian and Moldovan experts and politicians. It was prepared within the project “Transnistrian problem: a view from Ukraine” supported by International Renaissance Foundation (project manager – O.Basarab). Chapters 14 and 16 were prepared with the kind assistance of Open Ukraine Foundation and Victor Pinchuk Foundation. In the same vein, another accomplishment, in the very first month of the Mission's new mandate, was launching of the joint control at Palanca border FOREWORD FROM crossing point (BCP). Apart from that, after 12 years of break and nine months since the joint control had been officially established, the gate for exports from Transnistria THE HEAD OF MISSION has been opened with the exports beginning finally to be cleared at the Kuchurhan- Pervomaisc JOBCP. Against this background, we encourage our partner services to put even more efforts for the expansion of the joint control on the common border Slawomir Pichor by addressing outstanding technical aspects. -

FOREWORD As regards the Mission’s efforts in combating cross-border crime on the Moldova – Ukraine border, we intensified our work on addressing the threats related to smuggling tobacco products and weapons FROM THE HEAD trafficking. In this vein, two joint operations, covering the Republic of Moldova and Ukraine were successfully implemented together with the border and customs agencies from both countries, and supported OF MISSION by EUROPOL, OLAF and Frontex, resulting in significant number of detentions of cigarettes, small arms, light weapons, ammunition and explosives. Over the year, EUBAM also continued to advocate for the introduction of measures aimed at stopping the misuse of the Duty Free Shops and Slawomir Pichor our efforts appeared to be yielding results with the changes operated into the Moldovan legislation in this regard. The amendments introduced in July and September 2019 did not only put EUBAM’s earlier recommendations into practice but also enforced the I am pleased to introduce 2019 Annual Report which illustrates commitments set by the EU-MD Association Agreement. -

The purpose of the study is to examine the origins, iconog- raphy and artistic-stylistic features of the world-known miracle-working icons of the Mother of God “Salus Populi Romani” (“Salvation of the Ro- man People”) and “Madonna del Perpetuo Soccorso” (“The Mother of God of Perpetual Help”) and their copies that became widespread in the pictorial art of Ukraine in the 17th – 21st centuries. Methodology. A complex method of the research in the icon-painting was applied in this study: historical, art history and philosophical-theological approaches (the latter is mandatory because of the liturgical designation of icon-painting as it has clearly es- tablished rules and canons). Applying artistic analysis the fact is asserted that the known Roman miracle-working icons of the Mother of God “Salus Populi Romani” and “Madonna del Perpetuo Soccorso” as well as their numerous copies in Ukraine in the 17th – 21st centuries represent separate iconographic types of iconography of the Mother of God and are included in the class of the Blessed Virgin Mary icons. The importance of the study is also predetermined by the concrete scientific task that implies generaliza- tion of the materials found in the national and foreign literature. Research results. Copies of the known miracle-working Roman icons of the Mother of God have been studied: over 20 icons «Salus Populi Romani” and over 50 icons “Madonna del Perpetuo Soccorso” of the above said historical period. -

The phenotypic composition of C. hortensis colonies was studied in Western Ukraine (more than 30 thousand adults from 23 settlements and 5 administrative regions) and the Moscow region of Russia (more than 500 adults and juveniles from two colonies in Moscow and Vidnoe). Most Western Ukrainian colonies were characterized by the absence of pink shells, the high frequencies of unbanded shells (70% or more), as well as the white ground colour in all banded shells. It is supposed that the latter feature makes it possible to reliably identify the colonies formed by the descendants of the primary introduction of C. hortensis into Western Ukraine, which occurred in the 20th century, from later and independent repeated introductions of this species. Unlike Western Ukraine, snails with yellow banded and pink shells were found in both colonies from the Mos- cow region. Pink banded shells were registered only in Moscow as well as in two colonies from Lviv. In two of the three colonies mentioned, part of the pink unbanded (Moscow) or all pink shells (Lviv) had a dark lip.
