Antonio Floridia Electoral Observatory of the Region of Tuscany Abstract: This article, taking its point of departure from the research presented at the annual workshop of the Italian Society for Electoral Studies, analyses the principal outcomes of the elections held in 13 Italian regions on 27 and 28 March 2010. One of the most significant features of these elections is that they do not appear to have resulted in any major changes with respect to the electoral cycle initiated in Italy by the parliamentary elections of 2008. Featuring a very low level of turnout, typical of “second-order” elections and affecting all the parties, the only winners were the parties (the Northern League and Italy of Values) which managed to consolidate their support or limit their losses. The article then analyses in more detail the result obtained by the Democratic Party and dwells on the fact that the success of the centre right, despite winning four of the regions previously governed by the centre left, does not seem, however, to have reinforced the Berlusconi government due to the growing political significance of the League and the conflicts this produces. Ultimately, the regional elections have highlighted all of the dillemmas affecting Italian politics without resolving any of them. Bologna, Italy: Irma Records/Mandibola Records. 2 Abstract In this project, I analyze the narratives of gender equality circulated on the social media platform Twitter by a sample of gender equality institutions, women’s rights activists, LGBTI rights activists, and private users. I drew a theoretical sample of user and a convenience sample of keyword-based discussions (so-called ‘hashtags’). Data was gathered for a year-long timespan (1 September 2016 – 31 August 2017). My aim is to analyze ‘gender equality’ as an object of knowledge constructed in the sampled discourses. The data is sampled across the supranational- national divide, with part of the sample referring to the supranational level of ‘Europe’ and part of the sample referring to a national case study on Italy. The purpose of this selection is to investigate the extent to which discourses of gender equality travel across the supranational-national divide, potentially contributing to the discursive consolidation of ‘gender equality’ as one of the defining elements of ‘Europe’. -

Secondo il leader del Carroccio quindi "oggi si apre una finestra importante della storia - ha detto - e noi dobbiamo essere lì pronti e lavorare. Il nostro popolo deve essere pronto per questa finestra della storia che si sta aprendo perché alla fine di una guerra come questa si riscrivono i trattati". E il leader del Carroccio ha dibadito più volte che "lo Stato italiano ha peso la guerra economica, è al suo definitivo tramonto e al suo posto avanzano i nostri popoli, quello lombardo, quello veneto, quello piemontese che uniti potranno vincere in questa Europa dei popoli che è il futuro". Così secondo Bossi "dobbiamo scatenare la Padania, scatenare i nostri popoli nel nome della Padania e in quel progetto che vide un tempo Gianfranco Miglio". Secondo il leader della Lega nord infatti "questo è il momento giusto per fare i cambiamenti e meno male che noi abbiamo lavorato fin dall’inizio per questo ed abbiamo la coscienza a posto". "Grazie fratelli padani". E dal palco il Senatur al popolo del Carroccio ha rilanciato le parole d’ordine: Padania!" e il popolo Carroccio ha risposto "libertà", "Padania libera!", "Padania!", "Secessione", hanno risposto i tanti presenti alla fiera di Vicenza. -

The making of the Padanian Nation: Corruption, Hegemony, Globalization and Legitimacy Sinan Celiksu Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy under the Executive Committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2014 ©2014 Sinan Celiksu All rights reserved ABSTRACT The making of the Padanian Nation: Corruption, Hegemony, Globalization and Legitimacy Sinan Celiksu This dissertation examines the relationship between state failures and state legitimacy in Italy. The study is based on a one-year ethnographic field research in Varese City. The political party Northern League and its followers (Leghisti) has been chosen to observe the state-society relationships. It has been discovered that among others, three factors were instrumental in the process by which the state-society relationships has been deteriorated so as to open the path for an alternative legitimacy claim such as Padanian nationalism. Initially, revelations of political corruption and illegal state practices, failure of the state to address problems related to globalization such as global economic integration and uncontrolled immigration were instrumental. Later, struggle of hegemony and subjugation between the League and the state has been another important cause for deteriorated relationships. This study also provides qualitative data on the processes by which those deteriorated relationships and state failures contributed the rise of xenophobia and suggests that this failures of the state coupled with the problems brought about by the uncontrolled immigration and global economic expansion is likely to open a path for criminalization of both immigrants and local people. Expatriate voting: the shifting approach of Italian policy makers since 2001 Chiara De Lazzari This thesis is submitted in fulfilment of the requirements for the Degree of Doctor of Philosophy Faculty of Health, Arts and Design Swinburne University of Technology 2017 ! ! Abstract Since 2001 Italian citizens living permanently in foreign countries can cast their vote and elect their overseas representatives for the Italian parliament. The inclusion of the Italian transnational community in Italian elections has over time created major concerns in the political arena since the elections in 2006 when votes from abroad determined the political outcome of the elections in Italy. This event generated a new debate amongst political parties and members of the institutions on the legitimacy of the expatriate voting system. This study explores the motivations that guided policy makers to introduce the expatriate voting policy in Italy to ascertain whether and how Italian policy makers have shifted their perspective in regard to the political participation of the Italian transnational community. This research also analyses the issues identified by policy makers in relation to the current expatriate voting policy since 2006 and to make predictions about the future of this policy in Italy. The study used a qualitative approach with 24 semi-structured in-depth interviews with policy makers. These included members of political parties, members of institutions, academics and experts in the field. Moreover, this research includes the document analysis of proposals submitted by MPs and Senators to review the expatriate voting policy since 2006 and the analysis of electoral turnout and electoral preferences in the foreign constituency. -

Inhabiting Rome Notes on the Urban Metabolism Maria Luisa Palumbo with Mila Splendiani This text has been written as my contribution to an interdisciplinary research on Rome founded by Italiadecide. Association for the quality of public policies and Roma! Puoi Dirlo Forte, between May and September 2015. It is the first of a three-chapter report, the first being a sort of general analysis of the context, the second “Rome in numbers” an analytical discussion of the main data regarding the city metabolic cycles, the third a list of 10 specific strategical proposals to start the change in the building and energy sector. Rome 2015 – 2050 These pages reflect on the state of the built and natural environment in Rome, proposing a unified perspective on these two complementary fields, often lacking a common vision and policy. Walking around a city, the city's air enters us, it reaches our lungs and from there our blood. Similarly, the carbon dioxide emitted by our transportation system, our heating and lighting systems, flows into the air we breathe, reducing the air quality and (through the greenhouse effect) contributing to change the climate. Urban and environmental planning deal with the physical space, both artificial and natural, that surrounds us. Their policies should be unified, because you do not act on the city without acting on the environment, and vice versa. The city of the twentieth century (What does not work and why) In line with the dominant system of thought and thanks to the enormous amount of energy released by fossil fuels, the twentieth century architecture and urbanism imagined to be able to do without the environment. -

BAB III EMPAT PARTAI KONSERVATIF DI EROPA Dengan adanya system pemerintahan yang demokrasi maka sangat perlu adanya kelompok yang terorganisir seperti partai politik guna mendukung proses perpolitikan demokrasi di negara tersebut. Partai politik pertama kali muncul disaat banyaknya negara yang menggunakan bentuk pemerintahan demokrasi serta didukung oleh perkembangan proses pemerintahan dengan sistem parlementer yang menggunakan metode pemilihan dalam menentukan orang yang akan menduduki kursi tertinggi didalam pemerintahan nanti. Disaat ini pula banyak muncul tokoh-tokoh politik yang lahir dengan ideologi-ideologi politik yang dipakai oleh partainya sehingga setiap partai yang ada di sebuah negara pastinya memiliki prinsip tersendiri yang menjadikannya berbeda dengan partai-partai lainnya. Begitu pula dengan para petinggi yang ada di dalam partai tentunya juga menggunakan prinsip yang ada di partainya sehingga banyak sekali tokoh- tokoh politik yang bersifat berlebihan dalam membuat kebijakan yang juga terkadang dinilai egois oleh warganya. Sebab hal utama yang menjadi tujuan partai politik dalam bersaing dalam perpolitikan ialah menerapkan apa yang menjadi prinsip dasar partainya dimana prinsip tersebut telah ada sejak partai tersebut tercipta. Dan prinsip itu juga merupakan gabungan gagasan dari setiap anggota partai tersebut. Terkadang banyak kebijakan yang diterapkan oleh para tokoh pemegang kursi dalam pemerintahan tidak sesuai dengan keinginan mayoritas masyarakatnya, hal itu disebabkan oleh adanya dorongan tokoh-tokoh elit partai yang memaksakan kehendak individu atau kelompoknya saja. Tokoh politik yang terpilih tersebut merupakan ujung tombak partai dalam 46 melaksanakan kepentingan-kepentingannya yang kebanyakan bersifat kepentingan kelompok saja. Terutama partai yang bersifat tradisional seperti partai-empat partai konservatif yang dinilai sangat mempertahankan prinsip tradisionalnya sebagai upaya dalam menjaga tradisi yang ada tanpa melihat proses globalisasi yang terjadi. -
