Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three. -

1 Face attack in Italian politics: Beppe Grillo’s insulting epithets for other politicians1 ABSTRACT The second largest party in the Italian Parliament, the “5-Star Movement” is led by comedian-turned-politician Beppe Grillo. Grillo is well-known for a distinctive and often inflammatory rhetoric, which includes the regular use of humorous but insulting epithets for other politicians, such as Psiconano (“Psychodwarf”) for Silvio Berlusconi. This paper discusses a selection of epithets used by Grillo on his blog between 2008 and 2015 to refer to Berlusconi and three successive centre-left leaders. We account for the functions of the epithets in terms of Spencer-Oatey’s (2002, 2008) multi- level model of “face” and of Culpeper’s (2011) “entertaining” and “coercive” functions of impoliteness. We suggest that our study has implications for existing models of face and impoliteness and for an understanding of the evolving role of verbal aggression in Italian politics. 1. Introduction In the 2013 Italian general election, just under a quarter of the votes went to Il Movimento Cinque Stelle (The 5-Star Movement, or M5S) – a new political entity which had been founded four years before by comedian- turned-politician Beppe Grillo. One of the distinctive characteristics of Grillo’s language as leader of M5S is the coinage of humorous but insulting epithets for other politicians. However, due to their small size and dearth of data, existing methodological approaches were did not allow the direct study of these parties’ behavior in parliament. Using a collection of parliamentary speeches from the United Kingdom, Germany, Spain, Italy, the Netherlands, Finland, Sweden, and the Czech Re- public, Chapter 1 of this dissertation addresses this problem by developing a new model for the study of political text in multiple languages. Using this new method allows the construction of a shared issue space where each party is embedded regardless of the language spoken in the speech or the country of origin. Chapter 2 builds on this new method by explicating the ideolog- ical appeals of radical right parties. It finds that in some instances radical right parties behave similarly to mainstream, center-right parties, but distinguish themselves by a focus on individual crime and an emphasis on negative rhetorical frames. -

In a parliamentary democratic republic, the President, elected by Parliament, has the institutional tasks of ensuring compliance with the Constitution (and therefore the constitutional conformity of legislative activity) and that of representing the unity of the State and the Nation. The political role and weight of the President vary according to the person who occupies the office and in relation to specific political circumstances and institutional dynamics. In recent Italian political history, the Presidency of the Republic has become a political/institutional linkage of unprecedented importance – at least at times of change, or at critical junctures, when democracy has had to deal with challenges to its regular functioning, its quality, and its resilience. Since the 1990s, Italy, more than other European democracies, has faced challenges of this kind provoked by an interweaving between external and internal factors.1 It is no coincidence that during the 1990s there was talk of a ‘Second Republic’ following the demise of the ‘First’ one. It may be exaggerated or inappropriate to speak of a ‘Second Republic’, but what is certain is that the ‘First’ has gone – or at least is by now unrecognisable. 2 During this long critical conjuncture, Italy has also been forced to question itself about its ‘political identity’ as a State, a nation, and a constitutional democracy. -

Secondo il leader del Carroccio quindi "oggi si apre una finestra importante della storia - ha detto - e noi dobbiamo essere lì pronti e lavorare. Il nostro popolo deve essere pronto per questa finestra della storia che si sta aprendo perché alla fine di una guerra come questa si riscrivono i trattati". E il leader del Carroccio ha dibadito più volte che "lo Stato italiano ha peso la guerra economica, è al suo definitivo tramonto e al suo posto avanzano i nostri popoli, quello lombardo, quello veneto, quello piemontese che uniti potranno vincere in questa Europa dei popoli che è il futuro". Così secondo Bossi "dobbiamo scatenare la Padania, scatenare i nostri popoli nel nome della Padania e in quel progetto che vide un tempo Gianfranco Miglio". Secondo il leader della Lega nord infatti "questo è il momento giusto per fare i cambiamenti e meno male che noi abbiamo lavorato fin dall’inizio per questo ed abbiamo la coscienza a posto". "Grazie fratelli padani". E dal palco il Senatur al popolo del Carroccio ha rilanciato le parole d’ordine: Padania!" e il popolo Carroccio ha risposto "libertà", "Padania libera!", "Padania!", "Secessione", hanno risposto i tanti presenti alla fiera di Vicenza. -

The making of the Padanian Nation: Corruption, Hegemony, Globalization and Legitimacy Sinan Celiksu Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy under the Executive Committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2014 ©2014 Sinan Celiksu All rights reserved ABSTRACT The making of the Padanian Nation: Corruption, Hegemony, Globalization and Legitimacy Sinan Celiksu This dissertation examines the relationship between state failures and state legitimacy in Italy. The study is based on a one-year ethnographic field research in Varese City. The political party Northern League and its followers (Leghisti) has been chosen to observe the state-society relationships. It has been discovered that among others, three factors were instrumental in the process by which the state-society relationships has been deteriorated so as to open the path for an alternative legitimacy claim such as Padanian nationalism. Initially, revelations of political corruption and illegal state practices, failure of the state to address problems related to globalization such as global economic integration and uncontrolled immigration were instrumental. Later, struggle of hegemony and subjugation between the League and the state has been another important cause for deteriorated relationships. This study also provides qualitative data on the processes by which those deteriorated relationships and state failures contributed the rise of xenophobia and suggests that this failures of the state coupled with the problems brought about by the uncontrolled immigration and global economic expansion is likely to open a path for criminalization of both immigrants and local people.
