Signed: ____________________________ Date: _________________ 2 Abstract Using South Africa as a case study, this thesis examines what role financial operations play in the activities of non-financial firms and their impact on the macro economy. Rising corporate cash holdings are used as analytical lens to evaluate competing theories. South Africa, with its relatively deep financial markets, has elicited clear predictions from mainstream and heterodox economists. The former expect rapid economic growth driven by business investment, while the latter believe non-financial firms engage in financial speculation, thus reducing growth. While the thesis agrees with the heterodox view that changes in financial activity of South African non-financial corporations have had an adverse effect on financial stability and job creation, it challenges the simplistic view that non- financial firms have engage in more financial speculation. Crucially, since the 1990s non-financial corporations have shifted from using their financial resources to extend trade credit to small and informal businesses, towards active liquidity management. A driving force behind this trend are mining companies and large JSE-listed non-financial (and non-mining) companies, frequently engaged in merger and acquisitions. Thus, large South African non- financial corporations are overcapitalised, meaning they hold more liquid assets than necessary for their productive operations. This shift meant that informal companies, which notoriously suffer from poor access to finance, lost an important source of credit. The thesis argues that non-financial corporations’ liquidity management facilitates credit extension by domestic banks, fuelling the domestic real estate bubble. Changes in financial operations of non-financial companies, under way since the 1990s, have impacted growth and financial stability adversely. Thus, this thesis argues against the mainstream claim that South African growth has been facilitate by the domestic financial sector, while shedding light on the complex processes behind the transformation of non- financial firms’ financial transactions, which are not simply speculative as claimed by financialisation proponents. The originality of the thesis lies in its contribution to the understanding of the processes behind financial operations of non-financial companies, in particular how these firms utilise financial operations to support their speculation in real assets. As consequence, they are overcapitalised. The research also contributes to the growing literature on financialisation in emerging economies. The thesis develops an operationalisation of the concept of overcapitalisation and an original adaptation of existing flow-of-funds analysis of corporate investment. 3 Acknowledgments This work was supported by the SOAS Research Scholarship. Kimberley is where he joined the influential French Diamond company J Porgès and Co and grew into a hugely successful organiser of and investor in mining companies as well a major diamond merchant – and became a great friend and colleague of Cecil John Rhodes.     Quick and Dirty - But Not Cheap: South Africa’s Minerals-Energy Complex by Gausdal, L and Sharife, K Introduction In late November South Africa (Durban) will host world governments committed to tackling the problem of climate change at the 17 th annual Conference of the Parties (COP17). COP17 falls under the umbrella of the United Nations Convention on Climate Change (UNFCCC), a convention that emerged from the Earth Summit held in Rio de Janeiro, Brazil, in 1992. Governments that ratified the convention – presently over 190 signatories, are known as the ‘Parties’ and meet annually at the COP. The spirit of the UNFCCC is underpinned by two principles: i) common but differentiated responsibilities and respective capabilities, and ii) polluter pays. The question at the heart of the COP17 meeting is greenhouse gas (GHG) emissions reductions. The UNFCCC’s Kyoto Protocol, finalised in Japan (1997) legally binds 37 industrialised nations (known as Annex 1 countries) to cut emissions, while developing nations like South Africa are excluded. But even as South Africa talks the green talk, actions prove otherwise evidenced in the construction of the third- and fourth-largest coal-fired power plants in the world (Kusile and Medupi) for the benefit of large mining houses such as BHP Billiton, accessing what is claimed to be the cheapest electricity in the world thanks to four decade-long apartheid-era negotiated ‘discount’ deals. As this article unpacks, at the cost of R125 billion, Medupi alone - pegged to generate 4800MW - is estimated to emit more than 30 million tonnes of carbon dioxide per year, places it ahead of 115 countries globally, once operation begins in 2012.

    Rhodesian Sunset Factional Politics, War, and the Demise of an Imperial Order in British South Africa By Michael Brunetti A thesis submitted to the Department of History for honors Duke University Durham, North Carolina Under the advisement of Dr. Vasant Kaiwar April 15, 2019 Brunetti | i Abstract The pursuit of an unorthodox and revolutionary grand vision of empire by idealistic imperialists such as Cecil Rhodes, Alfred Milner, and Percy FitzPatrick led to the creation of a pro-conflict imperial coalition in South Africa, one that inadvertently caused the South African War. This thesis examines the causes behind the South African War (also known as the Second Anglo-Boer War), sheds light on those culpable for its occurrence, and analyzes its effects on South Africa’s subsequent failure to fulfill the imperial vision for it held by contemporary British imperialists. This thesis addresses the previous historiographical debates on the relative importance of the factions that formed a coalition to promote their interests in South Africa. Some of these interests focused on political and economic matters of concern to the British Empire, while others pertained to Johannesburg settlers, primarily of British extraction, who had their own reasons for joining the pro-imperial coalition. As burgemeester van Kaapstad op die jeugdige ouderdom van 31 het hy ‘n deurslaggewende bydrae tot die modernisering van die stad gelewer. As lid van genl. Louis Botha se eerste Kabinet na Uniewording in 1910, ‘n bepalende gebeurtenis waardeur die landsgrense van die huidige Republiek van Suid-Afrika vasgelê is, het hy ‘n soms onderskatte rol in die opgang van die land en die landsekonomie na die beproewinge en langtermyn-gevolge van die Anglo-Boere-oorlog gespeel. Die lewensverhaal van hierdie komplekse sakeleier-politikus, ‘n Kaapse Afrikaner wat as vrygesel op gevorderde leeftyd ‘n erflike Britse titel ontvang het en daarna met die dogter van die leraar van sy NG gemeente getroud is, is boonop ‘n boeiende voorbeeld van die moeilike keuses wat Kaapse Afrikaners in koloniale tye tussen trou aan die Britse Ryk en verankering in die Suid- Afrikaanse bodem moes maak.
